PETITIONS

By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Police Benevolent and Protective Association (PBPA) Unit 12 from February 18, 2025 through May 16, 2025; St. Francis Solanus Church from March 24, 2025 through June 21, 2025 and Quincy Medical Group Foundation Cancer Crush from now until April 4, 2025. The City Clerk recommends approval of the permits.

REPORTS OF THE TRAFFIC COMMISSION

Ward 1 Recommending the referral to implement “No Parking” on Gardner Park Drive be denied.

Ward 1 Recommending the referral to replace the ”Yield” signs with “Stop” signs at the intersection of 6th and Maple Street be granted with traffic on Maple Street stopping for traffic on North 6th Street.

Ward 5 Recommending the referral for “Stop” Signs at the intersection of Meadowbrook Road and Hill & Brook be denied.

RESOLUTIONS

Transportation Director recommending approval of the resolution authorizing Quincy Transit Lines to apply for the Downstate Operating Assistance Grant.

Transit Committee, the Director of Administration, and the Transportation Director recommending approval of the resolution authorizing execution and amendment of Section 5311 Grant agreement.

Transit Committee, the Director of Administration, and the Transportation Director recommending approval of the resolution authorizing the acceptance of the “Special Warranty” included in the 5311 Federal grant opportunity.

Public Works Director and Utilities Committee recommending approval of the invoice in the amount of $9,646.00 from Core and Main of Washington, IL for parts used for maintenance and repair of underground water infrastructure.

Public Works Director and Utilities Committee recommending approval of the invoice in the amount of $33,600.00 from Core and Main of St. Louis, MO to perform work on a double line stops for the Jefferson Street CSO Phase 2B Project.

Public Works Director, Engineering Manager, and Utilities Committee recommending approval of the bid in the amount of $6,917,962.30 from Rees Construction Co. for the Broadway, 12th to 24th Streets, Water Main Replacement Project.

Public Works Director and Utilities Committee recommending approval of the invoice in the amount of $8,710.34 from Central Stone Co. for crushed limestone aggregate.

Public Works Director and Utilities Committee recommending approval of the invoice in the amount of $12,000.06 from Hawkins, Inc. of Roseville, MN for the purchase of polymer at $2.6201 per pound.

Public Works Director of and Utilities Committee recommending approval of the invoice in the amount of $7,513.00 from Vinson and Sill of Lima, IL for the repair of a collapsed shared sewer lateral at 1503 N. 17th Street.

Public Works Director and Utilities Committee recommending approval of the quote from Core & Main of Washington, IL in the amount of $24,750 for nine fire hydrants.

Public Works Director of and Utilities Committee recommending approval of the invoice from Republic Services of Quincy in the amount of $7,627.32 for special dumpster service of dewatered biosolids.

Public Works Director, Central Services Director, and Central Services Committee recommending the purchase of up to 3,288 tons of road maintenance salt from Compass Minerals America, Inc. in an amount not exceeding $293,981.
