Adams County Board Transportation, Building & Technology Committee met Jan. 14.
Here are the minutes provided by the committee:
Meeting Convened at 5:33 PM
Members Present: Dave Bellis, Ryan Hinkamper and Timothy Siemer
Members Absent: Les Post, Joe Zanger
Others in Attendance: Bret Austin, Jim Frankenhoff, David Hochgraber, Terry Bower, Todd Eyler and Christa Holtman.
Mr. Hinkamper made a motion to approve the minutes from the December 10th committee meeting. Mr. Siemer seconded the motion. The minutes were unanimously approved as printed.
Bills
The committee reviewed, approved and signed off on the bills.
Public Comment
There was no public comment.
Reports
a. Information Technology Department
The committee spoke with Mr. Hochgraber about the use of AI in the workplace and possibly needing to update the county’s policies for that. The committee also discussed some items on a few of the Technology Department invoices. Mr. Hochgraber updated the committee about the Dell project and that there has been a lot of progress. He told the committee about the data room not being able to get cool enough and having to have Peters Heating and Air come almost daily to figure out why it is not cooling in there.
b. Courthouse Maintenance
Mr. Bower updated the committee about the HVAC project. They have contacted a lot of contractors and the bid advertising is in the paper. They are hosting a walkthrough on a day the courthouse is closed. He stated the fence for the East Parking Lot will have to go to the City council for a variance about the height. Mr. Austin brought up that they will need to bring in the Chief of Police on the project as well.
c. County Engineer
Mr. Frankenhoff updated the committee on various projects going on.
d. Other
Resolutions
Resolution 2025-01-501-001 appropriating $60,000.00 from Township Bridge Program Fund for engineering services to be provided by Klingner and Associates, P.C. for the replacement of the bridge carrying East 2400th Street over the South Fork of Bear Creek in Camp Point Township and authorizing the County Board Chairman to sign the agreement.
The committee stated this resolution would go to the full board.
New Business
a. Approval of invoices.
b. Quincy POTW – Compost Facility Siting Application.
Mr. Frankenhoff stated there was a compost issue he needs the State’s Attorney’s Office to look into and the possibility of the county having to have a hearing. Mr. Frankenhoff stated that Bruce Alford is working on this for the city and would be the point of contact for that. Mr. Siemer explained what the additional compost place would entail.
c. Variance request for a Fowler, IL Solar 1 LLC for fencing.
Mr. Frankenhoff explained the request to the committee. He explained that they may not have all of the information they need for them to approve it just yet and that it is a request to do a woven wire type of fence besides chain link. Mr. Hinkamper stated he was inclined to approve an exception. Mr. Frankenhoff stated that this is a committee issue and that the ordinance will need to be changed and that would go through the Legislative and Judicial Committee. Mr. Bellis stated they would allow the exception.
Mr. Hinkamper made a motion to adjourn the meeting which was seconded by Mr. Siemer.
