By Illinois Probation and Court Services Association (IPCSA) requesting permission to conduct a raffle and have the bond requirement waived from now through May 9, 2025. The City Clerk recommends approval of the permit.
Wards 1 , 2, 7 Special Event Application for the “Bridge the Gap to Health Race” on Saturday, May 10, 2025 beginning and ending at Clat Adams Park. They request the closures of Bonansinga Dr., Broadway to Cedar St.; Broadway, Bonansinga Dr. to 3rd St.; Hampshire St., Front to 3rd Streets; Vermont St., Front to 3rd Streets; Front St., Jersey St. to Broadway; 2nd St., Maine to Cedar Streets, Cedar Street, Bonansinga Dr. to 3rd St.; Bonansinga Dr., Cedar St. to Kochs Lane from of 4:00 a.m. to 11:30 a.m. South Lane of Bayview Bridge; North Lane of Memorial Bridge; North Lane of Maine St. from Memorial Bridge to 4th St.; Maine St., 3rd to 18th St.; Hampshire St. 3rd to 5th St.; 5th St, Maine to Hampshire Streets from 6:00 a.m. to 9:00 a.m. 3rd Street, Maine Street to Broadway and 4th Street, Maine Street to Broadway from 7:30 a.m. to 9:00 a.m. with barricades for all closures. “No Parking” signs placed on the race route from 5:00 p.m., Friday, May 9th through 12:00 p.m. (noon) May 10th are also requested. RESOLUTIONS
Director of Public Works recommending approval of the quote in the amount of $10,521.20 from Traffic Safety Warehouse of Deerfield, IL, for the purchase of traffic control equipment, was tabled for one week by Ald. Farha.
Resolution requesting permission from IDOT to temporarily to close the north lane of eastbound U.S. Route 24, from 4th and Maine Street to the Missouri State Line, the south lane of westbound U.S. Route 24, a State Highway from the west terminus of State Route 104 to the Missouri State Line, North 3rd Street (southbound U.S. Route 24/State Route 57) between Broadway and Maine Streets, and North 4th Street (northbound U.S. Route 24) between Broadway and Maine Streets on May 10, 2025 for the “25th Annual Bridge the Gap to Health Race” from 6:00 a.m. to 9:00 a.m.

Airport Director and Director of Administrative Services recommending approval of a grant agreement with the FAA and IDOT to update the Airport Layout Plan for revision plans made to Runway 4/22 Reconstruction Project and the City match and pass through funding in an amount not exceeding $10,377.00 to the Illinois Department of Transportation.
Essential Air Service Special Committee, the Mayor, and the Airport Director recommending Corporate Flight Management, Inc. d/b/a/Contour Airlines, provide passenger air service at Quincy Regional Airport for the next four years; and the Mayor is authorized to send official notification of the community’s recommendation to the US Department of Transportation.
Information Technology Director and the Technology Committee recommending approval to purchase updated network switches and firewall appliances from SHI International Corp. in the amount totaling $37,459.45.

An Ordinance Amending The 2024-2025 Fiscal Year Budget, as amended. (Amend the General Fund budget to decrease PPRT revenues by $2 million and decrease General Fund expenditures by $2 million.)
