Resolution Approving the Proposal from Barnard Elevator Company, for Improvements to 706 Maine Street in the Amount of $109,774.83 with work outside of the proposal being charged at a rate of $182.00 per hour.

Ward 3 By The Otis Company requesting to rezone 504 North 54th Street from rural/agricultural (RU1) to general commercial (C2) to allow for retail/commercial development.

Ward 3 By The Otis Company requesting to subdivide (one-lot to five-lots) property located at 504 North 54th Street under the “small tracts” provision of the subdivision ordinance.

By ABWA Quincy Charter Chapter requesting permission to conduct a raffle and have the bond requirement waived from now through April 5, 2025. The City Clerk recommends approval of the permit.

RESOLUTIONS

Director of Public Works recommending approval of the quote in the amount of $10,521.20 from Traffic Safety Warehouse of Deerfield, IL, for the purchase of traffic control equipment.

Public Works Director and Utilities Committee recommending approval of a five-year (5) contract renewal beginning April 27, 2025, and ending on April 26, 2030 with Inframark of Houston, TX for the management and operation of the Waste Water Treatment Plant with fees adjusting annually.

Airport Director, Engineering Manager, and Aeronautics Committee recommending the bid received from Laverdiere Construction of Macomb, IL in the amount of $2,115,602 for the Quincy Regional Airport Roof Replacement Project be rejected and the project be redesigned and bid on at a later date.

Airport Director and Aeronautics Committee recommending approval a three-year agreement with the United States Department of Agriculture in the amount of $45,000 for wildlife management services for a period beginning on April 1, 2025, and ending on March 31, 2028.

Ward 3 Adoption of an Ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (Rezoning light industrial (M1) to single-family residential (R1C) at 1900 North 18th Street, 1910 North 18th Street, and 1920 North 18th Street.) 

An Ordinance Amending Title VII (Traffic Code) Of Chapter 83 (Impoundment Of Motor Vehicles) Of The Municipal Code Of City Of Quincy Of 2015. (Authority to impound motor vehicles (towing).) 

Ward 7 An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy of 2015. (Removal of a fire lane located at Third Street on south side of Vermont 120’ south.) 

Ward 7 An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy of 2015. (Add 100’ of “No Parking” on the east side of 3rd Street, extending north a distance 135’ from the centerline of Vermont Street.)

Second presentation of an Ordinance entitled: 

An Ordinance Amending The 2024-2025 Fiscal Year Budget. (Amend the General Fund budget to decrease PPRT revenues by $2 million and decrease General Fund expenditures by $2 million.)
