City of Quincy City Council met Nov. 4.

Here is the agenda provided by the council:

PETITIONS

Wards 3,4 Special Event Application from the Quincy Family YMCA for the “45th Annual Turkey Run” Thursday, November 28th consisting of one (1) mile, 5K, and 10K routes beginning and ending at the YMCA, 3101 Maine Street. They request the following street closures from 7:30 a.m. until 10:30 a.m.; Maine Street, 16th to 33rd, Jersey Street, 16th to 20th, East and West Avenue, Aldo Blvd, 22nd to 23rd, Washington Street, 16th to 22nd, Jackson Street, 14th to 22nd, 16th Street, Maine to Jersey, 16th Street, Washington to Jackson, 22nd Street, Grove Ave to Jackson, and 23rd Street, Maine to Aldo Blvd, and the City provide barricades. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering.

Ward 1 By Jeff Butler requesting to amend a Special Permit for Planned Development to construct an additional building at 3120 North 12th Street that would be used as an office/shop for an on-site water and fire damage restoration service, zoned C1B.

Ward 2 By Transitions of Western Illinois requesting a Special Permit to construct an off-street parking lot adjacent to their current facility at 2015 Chestnut Street, zoned C1B/R1C.

Ward 3 By Mill Creek Water District requesting a Special Permit to allow for the construction of an elevated water storage tank on property at 614 North 64th Street to 706 North 64th Street, zoned RU1.

Ward 3 By Illinois PV Adams 2A, LLC & Illinois PV Adams 2B, LLC requesting a Special Permit to construct two solar farms of 2 MWac (megawatt alternating current) both at 2815 Ellington Road, zoned M1.

Ward 3 By Four Points Land Surveying & Engineering, on behalf of Lois Kuchling, requesting to subdivide (one-lot into two-lots) property located at 508 Rim Road under the “small tracts” provision of the Subdivision Ordinance, zoned RU1.

Ward 4 By Trina Casburn with Quincy Storage & Transfer requesting a Special Permit for Planned Development to allow for short-term/long-term customer storage of large vehicles, household furnishings and other items at 121 North 20th Street, zoned R1C.

RESOLUTIONS

Finance Committee recommending approval to amend the City of Quincy and County of Adams 1973 agreement regarding the transfer of maintenance responsibilities for 48th Street from south of Broadway to south of State Street by modifying transfer and partial payment, as amended. Tabled for one week by Ald Bergman.

Motion to Rescind Resolution passed at the October15, 2024 meeting titled “Finance Committee recommending approval to amend the City of Quincy and County of Adams 1973 agreement regarding the transfer of maintenance responsibilities for 48th Street from south of Broadway to south of State Street by modifying transfer and partial payment, as amended” “Motion was made by Alderman Bergman at the October 28, 2024 council meeting.”

Engineering Manager recommending approval that the City enter into an agreement with the County of Adams for the 48th and State intersection improvements with the City contributing up to $2,600,000, tabled for one week by Ald. Bergman.

Fire Chief and the Director of Human Resources recommending approval of the Quincy Firefighters Local 63, three-year collective bargaining agreement concerning terms and wages for the term May 1, 2024, through April 30, 2027.

Second presentation of an Ordinance entitled:

An Ordinance Creating A River Edge Redevelopment Zone And Establishing Certain Boundaries.

Ward 7 An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal code Of The City Of Quincy Of 2015. (Add No Parking Zone on the east side of South 6th Street between State and Kentucky Streets.)

First presentation of Ordinances entitled:

Ward 3 An Ordinance Amending The District Map Which is Made in Part Of Section 162.002 Of The Municipal Code Of The City of Quincy Of 2015. (Change the present C1B Zoning to C2 Zoning for the following properties: 2536 Broadway Street and 2600-2602 Broadway Street.)

Ward 3 An Ordinance Amending The District Map Which is Made in Part Of Section 162.002 Of The Municipal Code Of The City of Quincy Of 2015. (Change the present M3 Zoning to M2 Zoning for 2007 North 30th Street.)
