Adams County Board Legislative & Judicial Committee met June 11.

Here are the minutes provided by the committee:

Meeting Convened at 5:45PM on June 11, 2024

Members Present: Robert Reich, Theresa Bockhold, Jon McCoy, Marvin Kerkhoff, Todd Duesterhaus Members Absent:

Others in Attendance: Anthony Foster, Gary Farha

A motion to approve the minutes from May 14 2024, as written by Todd Duesterhaus and seconded by Jon McCoy. The minutes were approved unanimously as printed.

The committee reviewed the bills and all appeared to be in order.

Mr. Anthony Foster provided a report on the Juvenile Detention Center.

2024-06-001-017 – Resolution to Change Chapter One of the Adams County Code for Appointment Procedures of Joint Review Board was motioned by Marvin Kerkhoff and seconded by Jon McCoy. The resolution passed unanimously.

2024-06-001-018 – Resolution to Change Chapter One – Per Diem Allowances of the Adams County Code was motioned by Marvin Kerhoff and seconded by Jon McCoy. The resolution passed unanimously.

2024-06-121-019 – Resolution Adopting the Approval of Election Judges for a Two-Year Term was motioned by Jon McCoy and seconded by Marvin Kerkhoff. The resolution was approved.

Reappointment of Melvin M. Moellring to the Central Adams Fire Protection District Effective the First Day of May 2024 and to Expire the First Monday of May 2027 was motioned by Todd Dusterhaus and seconded by Marvin Kerkhoff. The reappointment was passed unanimously.

Special One-Day Liquor Permit for Central Illinois Wrestling Corporation’s “Summer Fest 2024” to be Held at Bailey Park in Camp Point, Illinois on July 13, 2024 from 3:00 pm (CDST) until 11:59pm (CDST) was moved by Jon McCoy and seconded by Marvin Kerkhoff. The one-day permit was approved unanimously.

Special Liquor Permit for the Adams County Fair Grounds – County Fair – to be Held on July 24, 2024 through July 30, 2024 Starting at 6:00PM (CDST) through 12:00PM (CDST) on July 30, 2024 was moved by Marvin Kerhoff and seconded by Jon McCoy. The one-day permit was approved unanimously.

Special One-Day Liquor Permit for the Adams County Fair Grounds – Tractor Pull – to be Held on June 30, 2024 from 11:00AM (CDST) to 11:00PM (CDST) was moved by Marvin Kerkhoff and seconded by Jon McCoy. The one-day permit was approved unanimously.

Special One-Day Liquor Permit for the Golden Fall Festival for September 6th, 7th, and 8th, of the Year 2024 from 4:00PM (CDST) on September 6, 2024 through 6:00PM (CDST) on September 8, 2024 was moved by Theresa Bockhold and seconded by Jon McCoy. The one-day permit was approved unanimously.

Pyrotechnic Display Request for Oak Wood Acres (Andy Frazier) to be Held on July 5, 2024 at 9:30PM (CDST) with No Alternative Date Provided and was moved by Jon McCoy and seconded by Marvin Kerkhoff. The display was approved unanimously.

Pyrotechnic Display Request for Rob Ebbing to be Held on July 13th and July 14th, 2024 at 9:30PM (CDST) with No Alternative Date Provided and was moved by Jon McCoy and seconded by Marvin Kerhoff. The display was approved unanimously.

Pyrotechnic Display Request for Springlake Association to be Held on July 6, 2024, at 9:30PM (CDST) with No Alternative Date Provided and was moved by Robert Reich and seconded by John McCoy. The display was approved unanimously.

Pyrotechnic Display Request for the Village of Camp Point to be Held on July 4, 2024 at 9:30PM (CDST) with No Alternative Date Provided and was moved by John McCoy and seconded by Theresa Bockhold. The display was approved unanimously.

Pyrotechnic Display Permit for Sheridan Swim Club to be Held on July 4, 2024 at 9:30PM (CDST) with No Alternative Date Provided and was moved by Jon McCoy and seconded by Todd Duesterhaus. The display was approved unanimously.

Discussion and Possible Action on Adams County Juvenile Detention Center Medical Expenses (A. Foster) Discussion and Possible Action of Probation Pretrial and Part-Time Probation Assistant (A. Foster). Robert Reich made a motion to accept the Adams County Juvenile Detention Center Report. Seconded by Jon McCoy. The motion was approved.

Robert Reich made a motion to get funds for full-time nursing at the Adams County Detention Center. Seconded by Jon McCoy. The motion was approved.

There being no other business, Theresa Bockhold moved to adjourn at 6:35 P.M., seconded by Todd Duesterhaus. The committee unanimously approved to adjourn.
