REPORT OF THE QUINCY PLAN COMMISSION

Ward 3 Recommending approval of a development within an M3 zoning district (Construction of New Concrete Batch Plant & Conveyor) at 3201 Wismann Lane.

MAYOR’S APPOINTMENTS

Jason Stratton to a one-year term on the Plan Commission with the term ending August 31, 2024.

Alderman Dave Bauer to a three-year term on the Quincy Riverfront Committee with term expiring August 31, 2026

PROCLAMATIONS

September 3, 2023 as “Happy 100th Birthday To Louie Demers” Day

September 8, 2023 as “Lissencephaly Awareness” Day

RESOLUTIONS

Resolution accepting and adopting 2023 Housing Needs Assessment for Quincy/Adams county. (A guide to future planning related to housing development.)

Resolution authorizing expenditures for Washington Theater wall and roof repairs. (Low bid from Trotter General Contracting Inc. in the amount of $75,500.)

Resolution authorizing expenditure of economic growth funds. (Expenditure of up to $300,000 to the Quincy Park District to help pay for the installation of artificial turf at two softball/baseball fields at Wavering/Moorman Park.)

Technology Committee and the IT Director recommending approval of the quote from SHI International in the amount of $13,536.00 for the one-year subscription renewal of Cisco Duo program.

Technology Committee and the IT Director recommending approval of the request to modify the original appointment of the two ad hoc Technology Committee members to grant voting authority.

Mayor requests that the council direct a financial review be conducted on the funds transferred by the City of Quincy to Coalition and that the Mayor enter into a professional services agreement with an Illinois CPA firm to conduct the financial review.

City Council directing the IT department and any other city departments, officials or personnel to provide emails from January 1, 2022, to August 31, 2023, between Mayor Michael A. Troup and Jim Baxter and be reviewed by Alderman Mike Farha in the IT Conference room in the presence of City Attorney(s), Director of Administrative Services, IT Director as soon as possible. This review will be made confidentially to avoid any potential HIPAA violation or inadvertent release of any Confidential information, and at completion of the review, a summary of these findings will be shared with the entire city council.

Ward 7 An Ordinance Authorizing Amended Lease Agreement (North Side Boat Club). 

Second presentation of ordinances entitled:

Ward 5 An Ordinance Amending Title VII (Traffic Code) of Chapter 81 (Traffic Schedules) of the Municipal Code of the City of Quincy of 2015. (A “2-Way” stop at the intersection of Meadow Drive and Brookfield Road.)

Ward 6 An Ordinance Amending Title VII (Traffic Code) of Chapter 81 (Traffic Schedules) of the Municipal Code of the City of Quincy of 2015 (4-Way Stop to be installed 5th Street and Jackson Street.)

First presentation of ordinances entitled:

An Ordinance Amending the 2023-2024 Fiscal Year Budget. (Economic Growth Fund 213 - transfer $300,000 to the Quincy Park District. Special Capital Projects Fund 309 - donation from the Friends of Washington Theatre in the amount of $75,500.)

An Ordinance Amending Chapter 162 (Zoning) and 161 (Subdivision Regulations) Of The Municipal Code Of The City Of Quincy (2015). (Add: Information required on a site plan.)
