City of Quincy City Council met June 26.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present:

Ald. Fletcher, Entrup, Bergman, Bauer, Rivera, Mays, Sassen, Rein, Ebbing, Reis, Reed, Uzelac, Holtschlag. 13. Absent: Ald. Farha. 1.

Ald. Rein moved Alderman Farha be excused and be allowed the usual compensation for this meeting. Motion carried. The minutes of the regular meeting of the City Council held June 19, 2023, were approved as printed on a motion of Ald. Entrup. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

PUBLIC FORUM

Ronnie Quinn stated that the Special Event policy should apply to Chicks on the River who are having an event on July 3rd the same day as the Freedomfest.

Janet Conover stated that there will be another Tenant Workshop starting June 28th at Blessed Sacrament Catholic Church. She handed out flyers to the council.

Andrew Campbell asks the council to find common ground and work together for peaceful resolutions.

PETITIONS

Special Event Application from Cheerful Home Child Care and Early Learning Center requesting permission to hold a Color Walk/Run on Saturday, July 29th beginning and ending at Cheerful Home, 315 South 5th Street. They request the closure of 5th Street, Ohio to York Streets; Ohio Street, 4th to 8th Streets; 4th Street, Ohio to York Streets; York Street, 4th to 8th Streets and 8th Street, Ohio to York Streets from 7:30 a.m. until 11:00 a.m. on the day of the event and the City provide barricades for the closures. They also request Auxiliary Officers assist with traffic control at major intersections during the event. Businesses and residences along the event route will be notified of the temporary road closures. They have submitted all required documentation and approval is recommended by the Department of Utilities and Engineering.

Ald. Uzelac moved the prayer of the petition be granted as amended and the proper authorities notified. Motion carried.

Special Event Application from Quincy Freedom Fest, Inc. requesting permission to hold the Quincy Freedom Fest on Monday, July 3rd and Tuesday, July 4th in Clat Adams Park. They request the closure of Front Street between Hampshire and Vermont Streets beginning at 3:00 p.m. on Monday, July 3rd through 11:00 p.m. on Tuesday, July 4th and that the City provides barricades for the street closure. The Quincy Police Department has approved applications for a Waiver of Liquor Ordinance to allow for the consumption and possession of liquor on public streets and sidewalks and permitting open liquor to leave the licensed premises and a Live Entertainment/Public Gathering License for live music. They request permission to erect a stage on Park District property for the event. Approval is recommended pending an inspection of the structure by the Quincy Fire Department once the stage is in place and prior to the start of the event. A request for a fireworks display on Tuesday, July 4th was presented and approved at the May 30th City Council meeting. The Department of Utilities & Engineering recommends approval of the application pending the submission of an executed contract between the applicant and Emergency Management services.

Ald. Uzelac moved the prayer of the petition be granted and the proper authorities notified. Motion carried. Special Event Application from the Quincy Boat Club requesting permission to hold an Inter-Club Party on Friday, July 21st and Saturday, July 22nd on club-owned property immediately in front of the building located at 401 Bonansinga Drive. They will be blocking vehicle access to their property which will prohibit through traffic between Clat Adams and Kessler Parks for the duration of the event. The Quincy Park District has been notified of the event. The Quincy Police Department has approved applications for Waiver of Liquor Ordinances to allow for the consumption and possession of liquor on public streets and sidewalks and selling of liquor outside the licensed premises and a Live Entertainment/Public Gathering License for live music. They further request the waiver of noise ordinances to allow for live music until 12:00 a.m. (midnight) on both days. Approval for the assembly of the stage is recommended pending an inspection of the structure by the Quincy

Fire Department once the stage is in place and prior to the start of the event. The applicant has submitted all required documentation and approval is recommended by the Department of Utilities & Engineering. Ald. Bauer moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering recently requested bids for the North 17th Street, Oak to Elm Streets Project which includes the partial reconstruction of North 17th Street, new asphalt pavement, sidewalk replacement, and lead water service line replacement; and,

WHEREAS, the following bid was received:

Rees Construction

Quincy, Illinois $459,827.80

Engineer’s Estimate $497,636.00

WHEREAS, the bid has been reviewed by the Engineering Manager and found to be acceptable; and, WHEREAS, funding for this project is available in the 2023/2024 Capital Ward Fund and Water Fund fiscal year budgets; and,

WHEREAS, to allow for the uninterrupted progression of these projects in the event that changes or modifications are required, an additional 10% over the amount of the bid shall be included in the encumbrance for this project. NOW, THEREFORE BE IT RESOLVED, that the Engineering Manager, the Director of Public Works, and the Central Services Committee recommend to the Mayor and Quincy City Council that the bid from Rees Construction Company of Quincy, Illinois, in the amount of $459,827.80 be accepted and the Mayor be authorized to sign necessary contract documents.

Ald. Sassen moved for the adoption of the resolution, seconded by Ald. Holtschlag, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering recently requested bids for the Reconstruction of Van Buren Street East of South 24th Street Project which includes the replacement of the existing water main, additional fire hydrant, new asphalt pavement, gutters, and storm sewers; and,

WHEREAS, the following bids were received:

Rees Construction

Quincy, Illinois $350,806.90

Hood Construction Group

Rushville, Illinois $316,110.75

Engineer’s Estimate $401,826.00

WHEREAS, the bids have been reviewed by the Engineering Manager and found to be acceptable; and,

WHEREAS, funding for this project is available in the 2023/2024 Capital Ward Fund and Water Fund fiscal year budgets; and,

WHEREAS, to allow for the uninterrupted progression of these projects in the event that changes or modifications are required, an additional 10% over the amount of the bid shall be included in the encumbrance for this project.

NOW, THEREFORE BE IT RESOLVED, that the Engineering Manager, the Director of Public Works, and the Central Services Committee recommend to the Mayor and Quincy City Council that the bid from Hood Construction Group of Rushville, Illinois, in the amount of $316,110.75 be accepted and the Mayor be authorized to sign necessary contract documents.

WHEREAS, the following bids were received:

D&L Excavating

Liberty, Illinois $329,063.50

Hood Construction

Rushville, Illinois $328,234.25

Rees Construction

Quincy, Illinois $298,040.96

Engineer’s Estimate $350,641.00

WHEREAS, the bids have been reviewed by the Engineering Manager and found to be acceptable; and,

WHEREAS, funding for this project is available in the 2023/2024 TIF fiscal year budget; and,

WHEREAS, to allow for the uninterrupted progression of these projects in the event that changes or modifications are required, an additional 10% over the amount of the bid shall be included in the encumbrance for this project.

NOW, THEREFORE BE IT RESOLVED, that the Engineering Manager, the Director of Public Works, and the Central Services Committee recommend to the Mayor and Quincy City Council that the bid from Rees Construction of Quincy, Illinois, in the amount of $298,040.96 be accepted and the Mayor be authorized to sign necessary contract documents.

Ald. Rein seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll the following vote resulted: Yeas: Entrup, Rivera, Mays, Sassen, Rein, Ebbing, Reis, Reed, Uzelac, Holtschlag. 10. Nays. Ald. Fletcher, Bergman, Bauer. 3. Absent: Ald. Farha. 1. Motion carried.

MOTIONS

Ald. Reed moved to refer to the Traffic Commission to put a solar powered stop sign at the intersection of 19th & Payson Road. Motion carried.

Ald. Uzelac, seconded by Ald. Holtschlag, moved to amend the Chicks on the River petition, that was approved by City Council on June 12th, to include the following: 1) Closure of the north and south parking lanes on Vermont Street from Front Street extending east to the north/south alley between the hours of 11:00 a.m. and 9:00 p.m. on Monday, July 3rd. The petitioner requests that Central Services provide fencing for the parking lane closures. 2) Closure of the west lane and parking lane of Front Street from the south side of Vermont Street extending north a distance of 85 feet between the hours of 11:00 a.m. and 9:00 p.m. on Monday, July 3rd. Also, Chicks on the River provide insurance for the event and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

Ald. Uzelac referred to the Traffic Commission to place a stop sign at 5th & Jackson Street on the west side of 5th Street. Motion carried.

Ald. Holtschlag moved to allow a dumpster on city right-of-way on the 6th Street side of 601 Hampshire Street for 2 weeks starting tomorrow. Motion carried.

Ald. Holtschlag moved to close 10th Street, York to Jersey, on July 21st from 8:00 a.m. to 12 p.m. noon for the 10th Street Day Care “Touch the Truck” event. Barricades needed. Motion carried.

The City Council adjourned at 7:47 p.m. on a motion of Ald. Holtschlag. Motion carried.
