Adams County Board Executive Committee met Feb. 6.

Here are the minutes provided by the committee:

PRESENT:, R. Kent Snider, Dave Bellis, Barbara Fletcher, Bret Austin, Bob Reich 

ABSENT:

OTHER: Gary Farha, Travis Cooley, Anthony Foster, Mark Sorensen, Todd Eyler, Ryan Niekamp, Brent Fischer, Rhonda Bringslong, Caitlin Hickerson

05:30 pm meeting was convened.

The committee reviewed the minutes from the previous meeting. Bret Austin moved to approve them as written, seconded by Bob Reich. The minutes were approved.

A.) Speaker

a. ACE PROGRAM – UPDATE

i. This program started last April with around 26 participants. The ACE Program helps individuals who are or have been on probation earn a job with a company in Quincy. The process is broken out into 4 phases. The program so far has helped 98 clients in total. The ACE Program has spent $65,000 out of $100,000.

New Business

A. REVIEW OF DIGITALIZATION OF BOARD PACKETS:

a. This is not about the price increase of postage for packets. This transition will help with the Clerk’s office. It takes half a day to put packets together to have them in time for the mail. Sometimes what goes in the mail isn’t the most updated version of the packets so it will be easier for everyone to have iPads to receive accurate information. The County will have access through Apple so you do not have to use your personal Apple ID. It is roughly around $700.00 for an iPad – purchasing around 20.

B. UNION

a. Collective bargaining Agreement between Adams County Highway and General Teamsters (12/01/2022-11/30-2025)

i. 4% increases for each year. Dave Bellis makes a motion to approve and take to the full County Board. Barb Fletcher seconded the motion. Motion carried.

b. Memorandum of Understanding with PBPA and the Adams County Sheriff Corrections – Shift Leads

i. The current Sheriff approves this MOU. This must be re-negotiated at the end of this contract. Barb Fletchers makes a motion to approve this MOU and move to the Full County Board. Bob Reich seconded the motion. Motion carried.

c. Memorandum of Understanding with PBPA and the Adams County Sheriff Corrections – Extensions Until the End of Contract

i. Eventually we will not need this extension. This was mainly during COVID. Bret makes a motion to approve this MOU with the stipulation from the Sheriff that the extension is required or not. Dave Bellis seconded the motion. Motion carried.

d. Adams County Sheriff Maintenance Union

i. 822 Machinist’s – the Maintenance Department and some clerical staff are joining a union. There was question if we could split the contract between the two, being secretaries and maintenance workers. This topic was just informational, and no action was taken.

C. INTERGOVERNMENTAL AGREEMENT BETWEEN THE COUNTY OF ADAMS AND THE CITY OF QUINCY FOR A LAND LEASE FOR VERMONT STREET PARKING

a. Full access parking lot for our employees and the public. This will gain us 9 spots and help with employee parking. The City of Quincy is leasing to us permanently. Total project cost is $413,000. The City of Quincy is contributing $100,000 and the County is contributing $313,000. We currently have $336,000 in a fund to pay for this project. Dave Bellis makes a motion to take this to the full County Board. Barb Fletcher seconds the motion. Motion carried.

D. ARPA – REVIEW OF PROJECTS

a. There are only $48,000 left from the ARPA Funds. We will be receiving $400,000 a year for 11 years from the Opioid Settlement.

E. COUNTY BOARD OFFICE

a. The County Board Office is looking for an Office Administrative Assistant. This Search Committee will consist of the Executive Committee, Les Post and Mat Obert. The Search Committee will meet soon.

Miscellaneous

a. Ryan Niekamp mentions that his office is a “cold environment.” Ryan found state funding to purchase Mini-Splits for his office and the individuals that work in his office. This is through a DCEO Grant.

A motion to adjourn the meeting was made by Bret Austin. Barb Dave Bellis seconded the motion. The meeting adjourned at 06:36 p.m.
