Quincy Public School District 172 Board of Education met Nov. 22.

Here are the minutes provided by the board:

Meeting Convened

The Board of Education of School District No. 172, Adams County, Illinois, met in regular session on November 22, 2022, at 6:00 p.m. in the Board of Education Office, Room 214, 1416 Maine Street, Quincy, Illinois, in said school district.

Roll Call

The meeting was called to order by President Arns, who directed the secretary to call the roll. Board secretary Wert was present telephonically. On the call of the roll, the following members were present and answered to their names: Members Ali, Arns, Brock, Nichols, and Petty; and the following members were absent: Members McNay and Whitfield. Whereupon the President declared a quorum was present.

Moment of Silence

President Arns declared a moment of silence and reflection.

Pledge of Allegiance

The Pledge of Allegiance was led by President Arns.

Questions and Comments

President Arns opened the meeting to questions and comments to members of the Board, by members of the public. There were none.

Consent Agenda

It was moved by Member Brock and seconded by Member Petty to approve the following items on the Consent Agenda:

a. Treasurer’s Report October 2022

b. Minutes – October 26, 2022

c. Check Register and JH/SH Activity Fund Reports

d. Acknowledge receipt of the Freedom of Information Log: October 22 – November 18, 2022 (None)

On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, Nichols, and Petty; and the following members voted Nay: None; and the following members were absent: Members McNay and Whitfield. Whereupon the President declared the motion carried.

Reports of the Superintendent

District Highlights.

• QJHS 7th grade girls basketball team for their first round regional win and a great season.

• 7th through 12th grade jazz musicians on performances at the ILMEA District 4 All District Jazz Festival and to the Music Department for hosting this event.

• Elaina Easterling, from Lincoln-Douglas for spearheading a food drive along with her entire 5th grade class and teacher Mrs. Saalborn. They collected over 5,000 items to donate to Kidzpacks.

• QHS Scholastic Bowl Team A for first place in the Culver Stockton College Scholastic Bowl Invitational.

• Cast and crew of Hairspray as they performed to sold-out audiences.

• 2022 QPS Dream Big Campaign was a huge success and they hope to surpass their $200K goal.

• Dream Big Staff Choice Award winner Max Mosley from QHS.

• ILMEA All-District musicians—QPS had 106 students, 5th through 12th grade, representing Quincy at Macomb on November 5.

• Maggie Mahoney medaled 5th in the 100 Fly at the IHSA girls sectional swim meet in Pekin, IL.

• QHS Football team had a great season and finished with an 8-3 record.

• QJHS Haunted Halls was a huge success with the student council presenting the Quincy Salvation Army with a $1,300 donation and over 700 canned goods for the WGEM Fall Harvest Food Drive.

• Congratulations to QHS student McKinley LeNoble on being selected as the Blue Devil for the 2022 basketball season.

School Board Members Day. Each year November 15 is designated as “School Board Members Day” in Illinois. The theme this year is “Partners in Excellence”. This theme is fitting as we recognize the dedication of our incredible seven board members as they support our teachers, students, and education professionals to achieve our personal excellence.

Building Committee

The Building Committee did not meet in November.

District Improvement Committee

The District Improvement Committee did not meet in November.

Finance Committee

Chief of Business Operations Whicker stated that he based the tentative tax levy on a 7.50% increase in EAV. Early EAV estimates are showing growth of just over 5%, but property value assessments/appeals are still taking place. The calculation shows a total tentative tax rate approximately 5 cents lower than in 2021. However, based on current EAV estimates, Mr. Whicker believes that the tax rate will be about 2 cents lower than in 2021.

Policy Committee

The Policy Committee did not meet in November.

Resolution Regarding Estimated Amount Necessary to be Levied and Set Public Hearing

It was moved by Member Ali and seconded by Member Arns to adopt the Resolution Regarding Estimated Amount Necessary to be Levied for the Year 2022, set public hearing, and direct compliance with the Truth in Taxation law as necessary (Doc. Reg. No. 3785). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, Nichols, and Petty; and the following members voted Nay: None; and the following members were absent: Members McNay and Whitfield. Whereupon the President declared the motion carried.

Discipline Improvement Plan Progress Report

It was moved by Member Ali and seconded by Member Nichols to adopt the Discipline Improvement Plan Progress Report (Doc. Reg. No. 3786). On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, Nichols, and Petty; and the following members voted Nay: None; and the following members were absent: Members McNay and Whitfield. Whereupon the President declared the motion carried.

Student Discipline

It was moved by Member Ali and seconded by Member Arns to adopt the recommendation regarding pre-expulsion agreement for four QJHS students, one Academy student, and two QHS students. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, Nichols, and Petty; and the following members voted Nay: None; and the following members were absent: Members McNay and Whitfield. Whereupon the President declared the motion carried.

Revised Personnel Addendum

It was moved by Member Ali and seconded by Member Petty to approve the Revised Personnel Addendum. On the call of the roll, the following members voted Aye: Members Ali, Arns, Brock, Nichols, and Petty; and the following members voted Nay: None; and the following members were absent: Members McNay and Whitfield. Whereupon the President declared the motion carried.
