Adams County Board Public Health and Safety Committee met July 12

Adams County Board Public Health and Safety Committee met July 12.

Here are the minutes provided by the committee:

Committee members present were Steven DeMoss, Taylor Rakers, David McCleary and Mark Sorensen. Also present were Coroner Scott Graham, Sheriff Rich Wagner and Emergency Management and EMS Chief John Simon. Excused was Barbara Fletche.

All bills were reviewed and appeared to be in order.

A motion to approve the minutes of the June 14, 2022 meeting was made by Steven DeMoss and seconded by Mark Sorensen. Motion passed.

Coroner’s Report: Coroner Graham

Coroner Graham reported that during the month of June 2022 there were:

77 reported deaths

6 autopsies

1 abandoned cremations

39 cremation permits issued

0 suicides.

Sheriff’s Report: Email Report from Sheriff Wagner

Sheriff Wagner reports that the jail population is currently at 141 inmates.

The sheriff’s office is researching the jail commissary and jail telephone/video visitation vendors for better service and increased revenue. They have had meetings with vendors who specialize in jails to see what is available.

Sheriff’s Office

The Sheriff’s Office assisted the Secret Service with traffic control and event security for the Trump rally at the Fairgrounds on June 25th. Their primary mission was the safety of the thousands of visitors at the event. There were no law enforcement incidents reported or discovered by the sheriff’s office during the event.

Sheriff Wagner has had correspondence with the department heads on the west side of the courthouse regarding the west Vermont Street door. The ROE would like these doors to remain locked, citing security concerns. The visiting public would then use the 5th Street door to access the Recorder of Deeds and the ROE. Most department heads are not concerned about permanently locking this door so long as their employees can use their key fob to enter and exit the door. This will be referred to Transportation, Building and Technology Committee.

Ambulance/Emergency Management: Chief John Simon

Chief Simon reported that the Trump Rally had approximately 20 providers there and cost approximately $6,500 in overtime and supplies along with $1,700 for food and water for the Ambulance and Sheriff staff. Staff costs were roughly $4,000, and they will bill out approximately $10,000 for the 58 patients treated during the event. No one had to be transported to the hospital. They used tents for cooling and treatment. Some of these were the same tents used for the COVID testing site.

Hancock County is paying us $5,000 monthly plus $12,500 for organizational assessments. The Adams County Ambulance Board has approved to pay management:

DCO=$1,500/mo Ussery

DEA=$1,250 /mo Frese

Chief=$1,250/mo Simon

A motion was made by Taylor Rakers to approve the stipend as presented. Mark Sorensen seconded. Motion passed.

A new paramedic class will begin to move people from EMT to Paramedic. $20,000 to be covered by the Ambulance budget will be paid to employees to complete the class. They will have to repay the County if they leave. 90% to be covered if they stay 5 years, 75% if they remain for 4 years, 50% if 3 years.

Business being concluded, a motion to adjourn was made by Taylor Rakers and seconded by Steven DeMoss. The meeting adjourned at 6:48 PM.
