City of Quincy City Council met Aug. 29.

PUBLIC FORUM

PETITIONS

By Blessed Sacrament Church requesting to conduct a raffle and have the bond requirement waived from August 27th to September 10th. The City Clerk recommends approval of the permit.

Ward 3 Special Event application from Nital Patel of the Alzheimer’s Association requesting permission to hold the annual Walk to End Alzheimer’s – Quincy on Saturday, September 24, 2022, in Upper Moorman Park. The event will be contained to the park and the Quincy Park District has issued a Special Park Use Permit for the event. The applicant has submitted all required documentation and approval is recommended by the Department of Utilities and Engineering.

Ward 7 7Special Event application from Greg Wittland of Blessed Sacrament Parish requesting permission to hold Septemberfest on Saturday, September 10th from 5:00 p.m. and 11:00 p.m. at Blessed Sacrament Parish, 1119 South 7th St. He requests the closure of 7th and Adams Streets, north to the first private driveway; alley, 7th to 8th Streets, Adams to Monroe Streets from 8:00 a.m. through 12:00 (midnight) on Saturday with barricades. The Police Department has approved the requests for liquor ordinances to be waived to allow for the consumption and possession of liquor on a public street, permitting open liquor to leave the licensed premises, selling of liquor outside the licensed premise and a Live Entertainment/Public Gathering application for the use of loud speakers and a band. A 60 x 30 tent will be on church property pending approval and inspection of the structure by the Quincy Fire Department once the tent is in place and prior to the start of the event. The applicant has submitted all required documentation and approval is recommended by the Department of Utilities & Engineering.

Wards 2, 7 Special Event application from Bob Daly, WGCA Radio, requesting permission to hold the Moonlight Ride for Hunger bicycle ride on Saturday, September 10th, between the hours of 7:00 p.m. and 11:00 p.m. The event will consist of a ten (10) mile and fourteen (14) mile bicycle ride beginning and ending at Clat Adams Park. The event does not require the closure of any city streets. The City of Quincy resolutions to the Illinois Department of Transportation and Missouri Department of Transportation for the temporary closure of a lane of traffic on the Bayview and Memorial bridges were approved at the July 18th City Council meeting. He requests that “No Parking” signs be placed along the west side of 3rd Street between Broadway and Cedar Streets prior to the event. The Quincy Police Department has been involved with the planning of the event. The applicant has submitted all of the required documentation and approval is recommended by the Department of Utilities & Engineering.

Ward 7 Special Event application from the Tri-State Diversity Coalition requesting permission to hold Pride in the Park on Sunday, September 18th from 12:00 p.m. (noon) until 6:00 p.m. in Clat Adams Park. The Quincy Police Department recommends approval of a Live Entertainment/Public Gathering application. The applicant has submitted all required documentation and approval is recommended by the Department of Utilities and Engineering.

REPORT OF THE QUINCY PLAN COMMISSION

Ward 3 Recommending approval of the rezoning of 900 North 48th Street (Lot 1 Lake Ridge 2nd Addition Lot 1) from C1A (Commercial) and C1B (Commercial) to NR1 (Neighborhood Residential) to allow for the construction of cluster homes, similar to the existing neighborhood.

MAYOR’S APPOINTMENT

Mark Freiburg to the Police Pension Fund Board of Trustees for a two year term.

RESOLUTIONS

Public Works Director and Central Services Committee recommending a proposed change to make the 2022 City-wide Cleanup a consecutive five (5) day event (Monday – Friday).

Aeronautics Committee and Airport Director recommending approval to accept and execute the Quincy Regional Airport’s supplemental grant and all other agreements and documentation required for the Quincy Regional airport Phase 3 rehabilitation and reconstruction of runway 4/22.

ORDINANCES

Second presentation of an ordinance entitled:

Ward 7 An Ordinance Granting A Variation From Zoning Regulations. (920 York, 922 York, 300-302 S. 10th St., 304 S. 10th Street, parking provided in a downtown district adjacent to a residential district, all parking spaces, loading spaces and drives shall be setback from the residential district ten feet. Variation 1: Allow a 6’3” (six-foot, three-inch) setback from the residential district along the south property line abutting 308 South 10th Street. Variation 2: Allow a 1’11” (one-foot, eleven-inch) setback from the residential district along the east property line abutting 308 South 10th Street.)

Ward 4 An Ordinance Amending Section 162.194 (Designation Of Landmarks) Of Chapter 162 (zoning Regulations) Of Title XV (Land Usage) Of The Municipal Code Of The City Of Quincy Of 2015. (1550 Maine Street)

An Ordinance Amending Title V (Public Works) Of Chapter 50 (Garbage And Recycling) Of The Municipal Code Of The City Of Quincy Of 2015. (Recycle drop off site.)
