Adams County Board Finance Committee met June 13.

Here are the minutes provided by the committee:

PRESENT: Bret Austin, David Hoskins, Robert Reich

ABSENT: Travis Cooley, Matt Obert

OTHER: Bryden Cory, Gary Farha, Caitlin Waterman, Todd Eyler, Anthony Foster. 6:01 pm meeting was convened.

Motion to approve made by Dave Hoskins and seconded by Bob Reich. Motion passed.

Finance

1. Additional Fund Appropriation

a. N/A

2. Transfer of Budget Appropriation

a. Transfer of Funds from the Adams County Finance Committee in the amount of $1,000 from Account Line 001-001-5999 – Contingency – for a Revised Budget Amount of $132,500 to Account Line 001-001-5764 – Legal Claims and Expenses – for a Revised Budget Amount of $1,000.

Dave Hoskins made a motion to approve the above transfer of budget appropriation. Bob Reich seconded the motion. Motion carried.

Budget/Levy

a) Mid-Year Budget Discussion

a. County General is slightly in the negative now. The Co-Mingled account is still positive. In the COVID19 relief funds, we are about -$700,000.00. 6% over in expenditures overall and 3% Under revenue. 53% of the budget remains. Special Use Funds are tracking well – there are about 60% remaining.

b.) Budget Software

a. Marketplace city is who the County Board decided to reach out to for select vendors to purchase Budget Software. There are currently four different options. A requirement for the software is to ensure we can transfer Financial Edge reports into it.

c.) Circuit Clerk Wage Increase

a. The Circuit Clerk was asking why the raise for her position would need to wait until the election. Judge McCartney validated that the wage increase could happen mid-year. Her raise will take into effect, starting now giving a pro-rated amount.

Dave Hoskins makes a motion to recommend this raise based on the spreadsheet that was provided with a 12/1 start date. Bob Reich seconded the motion. Motion carried.

d.) Election Worker Pay

a. This year has been a struggle to find election judge workers. The demand is high, but the salary is low. It is $8.00 an hour currently, and Mr. Niekamp is proposing to increase it to $12.86 per hour. This will increase the cost by about $6,000.00 more per election. This will take place starting now in the Primary.

Robert Reich makes a motion to recommend to the full County Board. Dave Hoskins seconded the motion. Motion carried.

A motion to adjourn the meeting was made by Dave Hoskins. Bob Reich seconded the motion. Meeting adjourned at 06:49pm.
