Adams County Board Finance Committee met Jan. 10

Here are the minutes provided by the committee:

PRESENT: Bret Austin, Travis Cooley, Matt Obert, David Hoskins, Robert Reich 

ABSENT: None

OTHER: Bryden Cory, Gary Farha, Barb Cassady, Barb Holthaus, David Bellis, Barb Fletcher, Caitlin Waterman, Todd Eyler, John Simon, Drew Zimmerman, R. Kent Snider, Jeremy Wingerter.

6:02 pm meeting was convened. 

Bills 

All bills appeared to be in order.

Approval of Prior Meeting Minutes 

Motion to approve made by Bob Reich and seconded by Matt Obert. Motion passed. Speaker 

Barb Cassady from the RSVP program of John Wood Community College with Americorp came and spoke to the Finance committee to reiterate that their contribution is extremely important to them. Bard went into detail and explained that they currently have 272 active volunteers and would like to see that number grow.

Reports 

No reports.

Resolutions 

a.) ARPA Projects:

a. Voting/Optical Scan Tabulators for the County Clerk’s office. A total of 45 units at $5,750.00 per unit totaling at $258,758.00. The current tabulators are around 18 years old. Travis Cooley made a motion to take this to the full board for support. Bob Reich seconded the motion. Motion passed.

b. Mill Creek Water District asked for 2.6 million dollars to upgrade their aged water systems. That includes their total of 2,276 parcels of property. No action was taken at this time.

c. United Way – is still processing through the non-profit organizations to see who qualifies. Hopes to have an update next meeting.

Finance 

Transfer of Budget Appropriation 

None

Budget/Levy 

Both levies have been signed off on.

Old Business

New Business 

Bryden Cory mentioned that we received the DCEO grant of $100,000. Also reminded that the auditors will be here within the month.

Human Resources Director Position – Mr. Austin asks Matt Obert to send him the survey they used the last time we interviewed for this position.

Georgene Zimmerman from the Supervisor of Assessments office mentioned that she is continuing to right Legal Descriptions for the County Clerk’s office when it is supposed to be the County Clerk’s office responsibility. The Finance committee discussed that they would transfer funds to pay for that only for this year. This will not continue to happen each year and the County Clerk’s office will need to plan for next year’s process with legal descriptions. Matt Obert made a motion to give the Supervisor of Assessments office $7000.00 to continue writing legal descriptions for the County Clerk’s Office. Travis Cooley seconded the motion. Motion passed.

Executive Session 

A motion to go into executive session was made by Matt Obert. Dave Bellis seconded the motion. Executive session started at 7:04pm.

Committee exited Executive Session at 7:14. The committee adjourned at 7:15PM.
