City of Quincy City Council met Oct. 4.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present:

Ald. Fletcher, Entrup, Bergman, Bauer, Mays, Freiburg, Farha, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 14.

The minutes of the regular meeting of the City Council held September 27, 2021, were approved as printed on a motion of Ald. Entrup. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The City Clerk presented and read the following:

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer, the City Comptroller for the month of September, 2021, the Quincy Police Department for the month of July, 2021, and the Forestry Department, Mosquito Abatement, Sign & Paint, Recycling, and Street Cleaning Departments for August, 2021, were ordered received and filed on a motion of Ald. Farha. Motion carried.

REPORTS OF PLAN COMMISSION

Recommending approval to rezone multiple properties at 300 S. 10th Street, 304 S. 10th Street and 922 York Street to allow for the construction of a parking lot, with the condition that the landscaping, setbacks, off-street parking, drainage and other topics be addressed to meet city code as part of the city’s site plan review process.

Ald. Uzelac moved the report be received and concurred in and an ordinance drafted. Motion carried. Recommending approval of a Special Permit for a Planned Development to open a restaurant/café with delivery/pick up service at 2001 Jefferson Street, with the following conditions:

- That indoor dining at the restaurant/café is prohibited until the completion of the parking lot south of the building along Jefferson Street.

- That the required parking (based on maximum occupancy) for the restaurant/café be clearly designated, either in the parking lot located north of the building or the parking lot located along Jefferson Street.

- That if the mobile food truck is to be parked at 2001 Jefferson Street, it must be parked in the parking area north of the building.

- That the restaurant/café can only operate between the hours of 6:00 AM and 8:00 PM.

- That the Special Permit for a Planned Development to open a restaurant with delivery and pickup service at 2001 Jefferson Street be non-transferrable.

Ald. Farha, seconded by Ald. Sassen, moved to amend the Special Permit for a Planned Development to have no liquor or video gaming. Motion carried.

Ald. Sassen, seconded by Ald. Farha, moved the report be received and concurred in, as amended, and an ordinance drafted. Motion carried.

Recommending approval of a Non-Conforming Use Permit to allow for two-family residential use at 724 S. 15th Street. Ald. Reis moved the report be received and concurred in. Motion carried.

Recommending approval of a Special Permit to operate a facility with vehicle service, sales and/or leasing at 300 Broadway Street, with the following conditions:

- That the petitioner provide two parking stalls for each service bay as required in city code (162.092) and one parking stall for each employee.

- That if portions of the property are improved as hard surface (concrete, asphalt, oil/chip), the petitioner will provide the city with a site plan to verify drainage and other site plan related requirements.

Ald. Uzelac moved the report be received and concurred in. Motion carried.

PUBLIC FORUM

MAYOR’S APPOINTMENTS

By Mayor Michael A. Troup making the re-appointment of Alderman Jack Holtschlag to the Quincy Housing Authority Board for a five-year term, and the appointment of James Calef to the Washington Theatre Redevelopment Commission for a two-year term.

Ald. Sassen moved the appointments be confirmed. Motion carried.

PROCLAMATIONS

By Michael A. Troup proclaiming October 2021 as “Manufacturing Month” and October 4, 2021, as “#BELIKEGRACE DAY.”

Ald. Farha moved the proclamations be received and filed. Motion carried.

RESOLUTION ACCEPTING AUTHORIZING EXECUTION AND AMENDMENT OF DOWNSTATE OPERATING ASSISTANCE GRANT AGREEMENT

WHEREAS, the provision of public transit service is essential to the people of Illinois; and

WHEREAS, the Downstate Public Transportation Act (30 ILCS 740/2-1 et seq.) (“Act”) authorizes the State of Illinois, acting by and through the Illinois Department of Transportation, to provide grants and make funds available to assist in the development and operation of public transportation systems; and

WHEREAS, grants for said funds will impose certain obligations upon the recipient, including provision by it of the local share of funds necessary to cover costs not covered by funds provided under the Downstate Public Transportation Act. NOW THEREFORE, BE IT RESOLVED BY THE City of Quincy on behalf of the Quincy Transit Lines: Section 1. That the City of Quincy enter into a Downstate Public Transportation Operating Assistance Agreement (“Agreement”) with the State of Illinois and amend such Agreement, if necessary, for fiscal year 2022 in order to obtain grant assistance under the provisions of the Act.

Section 2. That the Mayor of the City of Quincy, or the Director of Quincy Transit Lines or the Director of the De partment of Planning & Development, is hereby authorized and directed to execute the Agreement or its amendment(s) on behalf of the City of Quincy for such assistance for fiscal year 2022

Section 3. That the Mayor of the City of Quincy, or the Director of Quincy Transit Lines or the Director of the De partment of Planning & Development is hereby authorized to provide such information and file such documents as may be required to perform the Agreement and to request and receive the grant funding for fiscal year 2022.

Section 4. That while participating in said operating assistance program, the City of Quincy shall provide all required local matching funds.

Ald. Rein moved for the adoption of the resolution, seconded by Ald. Reis, and on the roll call each of the 14 Aldermen voted yea. Motion carried.

ORDINANCE

Adoption of an Ordinance entitled: The Ordinance Amending Title III (Administration) Of Chapter 32 (City Council) Of The Municipal Code Of The City Of Quincy Of 2015 Establishing Rules For Public Comments At Public Meetings And Public Hearings Of The City Of Quincy, City Council, And Other Boards, Commissions And Committees, was tabled for two weeks on September 20, 2021, by Ald. Reis.

Ald. Bergman moved to amend the ordinance to do away with the 30 minute total time limit, seconded by Ald. Fletcher, and on a roll call each of the 14 Aldermen voted yea.

Ald. Farha moved the adoption of the ordinance, as amended, seconded by Ald. Sassen, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an Ordinance entitled: The Ordinance Amending The Code Of Ordinances Of Quincy Illinois To Provide For Mayoral Appointment Of Fire And Police Chiefs, was tabled for two weeks on September 20, 2021, by Ald. Rein, along with the speakers.

Ald. Rein, seconded by Ald. Farha, moved to table for two weeks and on a roll call the following vote resulted: Yeas: Ald. Farha, Sassen Rein, Mast, Uzelac, Holtschlag. 6. Nays: Ald. Entrup, Bergman, Bauer, Mays, Freiburg, Reis, Awerkamp, Fletcher. 8. Motion failed.

Ald. Reis called to question.

Requests to Speak

Written requests to speak under suspended rules by Barry Cheyne, 4614 Covington Lane, and Anthony Cameron, 535 Maine, Ste. 12, concerning the Mayoral Appointment Of Fire And Police Chiefs ordinance.

Rules Suspended

Ald. Bauer moved the rules be suspended at this time to hear from the above individuals. Motion carried. Barry Cheyne, 4614 Covington Lane, stated the Fire and Police Commission met with the Mayor this morning concerning the proposed amendments to the ordinance. The Commission’s position still remains the same. We respectfully disagree with the proposed amendments. He sees no reason to politicize the process. There has been no communication with the Commission until this morning. Why would the Mayor and Council want to take on personnel work load? Anthony Cameron, 535 Maine, Ste. 12, stated that he opposes the ordinance. The absence of overt partisan politics has allowed our departments to grow and flourish. The discharge of a public safety professional is different from any other HR matter. There is no due process provision for a professional. This ordinance creates a terrible “rutan” problem. He had a handout for the council.

Ald. Farha moved the rules be resumed. Motion carried.

Ald. Entrup, seconded by Ald. Fletcher, moved to table the ordinance indefinitely and on a roll call the following vote resulted. Yeas: Ald. Fletcher, Entrup, Bergman, Bauer, Mays, Freiburg, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac. 12. Nay: Ald. Holtschlag. 1. Present: Ald. Farha. 1. Motion carried.

ORDINANCE

Adoption of an Ordinance entitled: An Ordinance Adopting A Newer Version Of The Purchasing Policy Manual. Ald. Uzelac moved the adoption of the ordinance, seconded by Ald. Holtschlag, and on a roll call each of the 14 Aldermen voted yea.

The Chair, Mayor Michael A. Troup, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an Ordinance entitled: The Ordinance Requiring The Registration Of Residential Rental Property. Ald. Mast moved the adoption of the ordinance, seconded by Ald. Holtschlag, and on a roll call the following vote resulted: Yeas: Ald. Mast, Reis, Awerkamp, Uzelac, Holtschlag. 5. Nays: Ald. Mays, Freiburg, Farha, Sassen, Rein, Fletcher, Entrup, Bergman, Bauer. 9. Motion failed.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy Of 2015, as amended. (Stop Signs at 17th & Cedar).

Second presentation of an Ordinance entitled: An Ordinance Amending The 2021-2022 Fiscal Year Budget (replacing Forestry truck bed, asphalt material for patch truck, and purchase of diagnostic computer for Central Garage, total Increase to General Fund $38,500).

ORDINANCE

First presentation of an Ordinance entitled: An Ordinance Amending The 2021-2022 Fiscal Year Budget (Firefighter Salaries, call-in pay, overtime, Building and Operational Supplies, total increase to General Fund $215,000).

Ald. Farha, seconded by Ald. Sassen, moved the report be received and vouchers be issued for the various amounts and on the roll call each of the 14 Aldermen voted yea. Motion carried.

MOTIONS

Ald. Mays moved to allow a dumpster on city right-of-way at 2700 Lind St. for one week. Motion carried. Ald. Freiburg moved to allow a block party on Josephine Drive from Frese Drive on the west to Genevieve Drive on the east on October 9th from 3:00 p.m. - 10:00 p.m. with barricades and the liquor ordinance be waived to allow possession and consumption on streets. Motion carried.

Ald. Mast moved to refer to the Traffic Commission two streets lights out at 38th and Tuscany and 38th and Stonecrest, and also on the southeast corner of Cabot Rd. Motion carried.

Ald. Uzelac moved to partially close the south lane at 4th & Hampshire Street from October 6th - October 13th from 7:00 a.m. to 4:30 p.m. for a bucket lift to replace windows at Tiramisu at 131 N. 4th. Motion carried. Ald. Holtschlag moved to allow a dumpster on city right-of- way at 923 S. 7th Street on October 6th for two weeks. Motion carried.

Ald. Holtschlag moved to allow the Adams County Sheriff Department to close Vermont Street 5th to 7th St. and 5th Street Vermont to Broadway for a “Trunk or Treat” on October 28th from 5:00 p.m. to 7:00 p.m. Barricades needed. Motion carried.

Ald. Holtschlag moved to refer to the Traffic Commission 6th Street, Kentucky Street 70’ south the parking to remain and the rest of the parking be eliminated to the parking lot. Motion carried.

The City Council adjourned at 8:02 p.m. on a motion of Ald. Holtschlag. Motion carried.
