Adams County Board Legislative & Judicial Committee met Sept. 1.

The Adams County Board Legislative & Judicial Committee held their regular meeting in the County Board room at 507 Vermont Street, Quincy, Illinois, September 1, 2020.

The meeting was called to order at 6:00 p.m. by Barney Bier.
The committee reviewed bills and stamped as “Checked.”
Mr. Nelson provided the committee members with a report from the public defender’s office. The report included a breakdown of cases – Mr. Bier asked if he can start tracking the number of cases assigned to Andrew Mays. Mr. Nelson also noted that Betsy’s cases are not included in that report. Mr. Bier asked if traffic cases could be tracked separately and Mr. Nelson noted that doing so would be very difficult. Mr. Bier asked Mr. Nelson if this report can be ready for the Legislative committee meetings in the future, and Mr. Nelson replied that they can.
The committee discussed the issue of the Election Day holiday. As of this meeting, some court was scheduled. Overall the committee agreed that Election Day would be a holiday, but the Courthouse would still be open. Mr. Niekamp noted that vital statistics would be closed November 2nd and 3rd to help with elections.
Mr. Deusterhaus made a motion to re-appoint David Schaffer for the Indian Grave Drainage District for a three- year term commencing the first Tuesday of September 2020 until the first Tuesday of September 2023. Mr. Hinkamper seconded the motion. The motion carries.
The committee held a discussion about liquor licenses, and the interpretation of the code. The understanding is if the license is being re-issued, it does not require County Board approval, but a new license would require County Board approval. Mr. Bier mentioned that he wants to look at the one day special permits. The current application does not require proof of insurance. Mr. Farha suggested sending out a letter at the beginning of the year notifying the applicants that the County will require proof.
Mr. Bier stated that the County Code requires a bid for purchases up to $10,000, but that should be increased. Mr. Hinkamper made a motion to recommend to the Executive Committee to change the figure to $30,000 or to possibly align it with the state statute. Mr. Deusterhaus seconded the motion. The motion carries.
Mr. Hinkamper made a motion to adjourn the meeting. Mr. Deusterhaus seconded the motion. Mr. Bier adjourned the meeting at 6:33 p.m.
