Adams County Board Executive Committee met March 2.

Here is the minutes provided by the committee:

The Adams County Board Executive Committee held the regularly scheduled meeting in the ROE Conference Room at 507 Vermont Street, Quincy, Illinois, on March 2, 2020.

The following members were present:

R. Kent Snider

Bret Austin

Ryan Niekamp

Rebecca Weed

Others present:

Steve Demoss

Chuck Venvertloh

Sue Hester

The meeting was called to order at 5:35 p.m. by Bret Austin in Mr. Snider’s absence.

Mr. Snider joined the meeting at 5:37 p.m.

Mr. Niekamp made a motion to approve the February 3, 2020 meeting minutes. Mrs. Weed seconded the motion. The meeting minutes were approved.

Speakers: David Zahller from Retirement Plan Consultants presented a voluntary Group whole life policy with a guaranteed issue up to $100,000 regardless of employee health condition (minimum $10,000). The Simplified issue would provide up to additional $150,000. Average premiums are $600/year, average death benefit is $40,000. Employees would be able to buy coverage for spouse and/or dependents (children and grandchildren), 14 days to 26 years old, simplified issue. Plan is portable, if employee leaves premium can be paid through another means. Dividends, 151 years, 6.2% last year. Not a term policy. Not a long term care policy, but it is a chronic care policy – can use up to 75% of death benefit to pay for those expenses. If we move forward, the company would need an employee census (DOB/gender). The committee thanked him for attending the meeting.

Mr. Niekamp stated that mileage reimbursement is going through L&J committee to increase to IRS mileage rate.

Tablets for County Board Members – John Simon and John Frankenhoff are researching Microsoft Office 365 for Ambulance department, and Mrs. Hester is joining the conversation to see if that will work for the County Board members. She will have an update at the next meeting.

Lease Tracking Software – Mrs. Hester stated that the Treasurer will collect all lease agreements and will continue to be the keeper of this information moving forward.

Resignations and Appointments for the March County Board member will include:

Bret Austin - Vice Chair

Duane Venvertloh – ETSB

Barney Bier – ETSB

Brian Vonderhaar – 911

John Myers – resign from 911

Ryan Niekamp – appoint to County Clerk; resign from Two Rivers, 911, Vice Chair of County Board

Bret Austin - Need a centralized capital budget plan. Will start to work with Sue and department heads.

Mr. Niekamp made a motion to adjourn the meeting. Mr. Austin seconded the motion. Chairman Snider adjourned the meeting at 6:31 p.m.
