City of Quincy City Council met May 11.

Due to COVID–19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker issued an Executive Order on March 20, 2020.

Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically and virtually present:

PETITIONS

By St. Peters Catholic Church requesting to conduct a raffle and have the bond requirement waived from 5/29/20 to 8/29/20. The City Clerk recommends approval of the permit.

By Cullinan Properties Inc. to vacate a portion of a sewer easement located in the vicinity of the McDonalds Restaurant

at the Quincy Mall. The specific section requested for vacation is a part of Lots 7 and 2 of Quincy Mall Subdivision Phase

5. Ald. Finney moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

BANK STATEMENTS OF CONDITIONS

The bank statements of condition of Town & Country Bank, State Street Bank and First Bankers Trust as of December 31, 2019, were ordered received and filed on a motion of Ald. Reis. Motion carried.

RESOLUTION

WHEREAS, in late 2019, a new and significant outbreak of Coronavirus Disease (COVID-19) emerged; and,

WHEREAS, COVID-19 is a severe acute respiratory illness that can spread among people through respiratory transmis- sions and present with symptoms similar to influenza; and,

WHEREAS, the outbreak of COVID-19 has led to the Governor of Illinois to declare all counties in the State of Illinois as a disaster area (Gubernatorial Disaster Proclamation); and,

WHEREAS, the outbreak of COVID-19 has led to the Governor of Illinois issuing numerous Executive Orders that in part instructs residents to remain home, and distinguishes between essential and non-essential business, and only allows essentially deemed businesses to remain open until further notice; and,

WHEREAS, The City of Quincy recognizes that all business are essential as well as all business owners, employees, and family members thereof; and,

WHEREAS, The City of Quincy recognizes the seriousness of COVID-19, and has consulted and worked in cooper- ation with medical experts to insure that the local health system of Adams County is ready and capable to respond to the health and safety needs of its’ residents; and,

WHEREAS, The City of Quincy also recognizes that COVID-19 has had a detrimental impact to the financial, emotion- al and economic lives of its’ citizens as a result of businesses being closed and residents not being able to work; and,

WHEREAS, The City of Quincy understands that the financial and economic impact of its’ citizens will also impact not only the local economy, but the overall economy of the State of Illinois; and,

WHEREAS, The City of Quincy has developed a local regionalized plan known as ACT (Adams County Together) to re-open the economic infrastructure that embraces CDC guidelines and takes into account the health and safety of its’ citizens and in doing so have relied upon medical experts, business leaders, community partners, and all aspects of govern- mental governing agencies; and,

WHEREAS, Governor JB Pritzker proposed the “Restore Illinois Plan” to restore public health and reopen Illinois’s economy,

NOW, THEREFORE, BE IT AND IS HEREBY RESOLVED that the members of the Quincy City Council, requests the Governor make the following modifications to the “Restore Illinois Plan:”

1) The 28 Day phasing window should be reduced to the 14 day window as outlined by federal recommendations. A 28 day window is too long between phases and unnecessarily punishes communities like ours who maintain a low disease burden and may see increased cases due to restrictions being lifted in neighboring states.

2) The regions in our state should be broken down into Emergency Medical Service Regions as you mentioned in the press conference. The rationale for combining two districts into one region was said to be medical capacity. It is highly unlikely a spike in cases in a community four hours away will equate to our healthcare system being unable to care for our residents’ medical needs.

3) Medical measurements used to determine proceeding with another phase should begin on March 20th; the original date of the stay at home order. The May 1st starting point for measurement is arbitrary and fails to recognize the sacrifices taken by every resident in Quincy to meet the necessary precautions of the original stay at home order.

BE IT FURTHER RESOLVED, that the members of Quincy City Council, on behalf of the citizens of Quincy, request that Governor J.B. Pritzker adopt and approve their local regionalized plan known as ACT (Adams County Together) that takes into account the health and safety needs of the citizens of Adams County as well as their financial and economic needs; and,

BE IT FURTHER RESOLVED, that the Clerk of the City of Quincy is hereby directed to prepare and deliver certified copies of this Resolution to all members of the Illinois General Assembly serving our area, and to the Office of the Governor.

RESOLUTION

WHEREAS, the Quincy Police Department will be moving into a new facility in the near future; and

WHEREAS, the police department is in the process of outfitting that new facility with needed office furniture, but will need to move additional furniture, equipment, and other items from our current location in the basement of Quincy City Hall to the new facility at 530 Broadway; and

WHEREAS, the police department has considered various options of how to move the various items in a safe, efficient, and cost effective way; and

WHEREAS, the City of Quincy has no employees who specialize in commercial moving of office furniture and equip- ment; and

WHEREAS, one major worker’s compensation claim might cost the city $50,000; and

WHEREAS, Quincy Storage and Transfer is the only licensed, certified, and insured moving company in our region; and

WHEREAS, Quincy Storage and Transfer surveyed our facility and submitted an estimate for $9,000 to complete this project; now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the City Council that the Quincy Police Department be granted authority to hire Quincy Storage and Transfer to move furniture, equipment, and various other items to the new police facility for the estimated cost of $9,000.00.

RESOLUTION

WHEREAS, the City of Quincy has contracted with the West Central Illinois Criminal Justice Council to provide train- ing for sworn personnel of the Quincy Police Department; and

WHEREAS, the training provided by the West Central Illinois Criminal Justice Council has been evaluated by the Quin- cy Police Department and has been found to be of such quality and timeliness that it assists the officers in performing their duties in a safe and effective manner; and

WHEREAS, the training received by the officers also assists the City of Quincy in managing the liability risks associ- ated with the policing profession; and

WHEREAS, the West Central Illinois Criminal Justice Council is the only organization that supplies this type of local training; and

WHEREAS, the West Central Illinois Criminal Justice Council holds much of their training in the City of Quincy, re- ducing travel costs; and

WHEREAS, the fee associated with participation in the council is $125 per sworn officer and is a budgeted expense; now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the Mayor and City Council that the normal bidding requirements be waived, as the West Central Illinois Criminal Justice Council is a sole source provider, and the Quincy Police Department remain an active participant and the annual fee of $8,750.00 be paid.

RESOLUTION

WHEREAS, the City of Quincy owns the Waste Water Treatment Plant and is required by the United States Environ- mental Protection Agency to implement an Industrial Pretreatment Program Enforcement Response Plan; and,

WHEREAS, the City of Quincy submitted an Enforcement Response Plan that details how the City responds to individ- ual industrial pretreatment permit discharge violations and enforcement actions taken to prevent future violations; and,

WHEREAS, the United States Environmental Protection Agency has accepted the City’s plan pending formal adoption of the plan by the City of Quincy; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that the proposed Enforcement Response Plan be adopted.

RESOLUTION

WHEREAS, the Department of Utilities and Engineering requires the services of an engineering firm to assist with the design of phase three of the Water Supply Improvement Project that includes the relocation of the Water Treatment Plant pump station out of the flood plain; and,

WHEREAS, the City of Quincy recently advertised a Request for Qualifications for these engineering design services; and,

WHEREAS, qualifications were received from five (5) firms and were ranked and selected in accordance with the Local Government Professional Services Act (50 ILCS 510/) guidelines; and,

WHEREAS, the engineering firm of Crawford, Murphy and Tilly of Springfield, Illinois, was ranked as the top firm and has offered a proposal for an amount not to exceed $571,940.00 for all costs associated with these services; and,

WHEREAS, funds for this professional service are available in the 2020/2021 fiscal year budget; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that the proposal for engineering design services from Crawford, Murphy and Tilly of Springfield, Illinois, for an amount not to exceed $571,940.00 be accepted.

WHEREAS, the Department of Utilities and Engineering recently advertised for bids for the Maine Street, 24th Street to Emery Drive Water Main Replacement Project; and,

WHEREAS, the following bid was received:

WHEREAS, the bid has been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,

WHEREAS, to allow for the uninterrupted progression of this project in the event that changes or modifications are required, an additional 10% over the amount of the bid shall be included in the encumbrance for this project; and,

WHEREAS, funding for this project is available in the 2020/2021 Water Fund fiscal year budgets; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and Quincy City Council that the bid of Rees Construction Company of Quincy, Illinois, in the amount of $799,054.72 be accepted and that the Mayor be authorized to sign the necessary contract documents.

WHEREAS, the Department of Utilities is in need of new fire hydrants for the replacement of damaged fire hydrants; and,

WHEREAS, the Department of Utilities recently requested quotes for the purchase of seven (7) fire hydrants from the two (2) regional suppliers of Mueller fire hydrants; and,

WHEREAS, the following quotes were received:

WHEREAS, the quotes have been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,

WHEREAS, funding for this purchase is available in the 2020/2021 Water Fund fiscal year budget; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and Utilities Committee recommend to the Mayor and Quincy City Council that normal bidding requirements be waived and the low quote from Core & Main of Washington, Illinois, in the amount $13,650.00 be accepted.

RESOLUTION

WHEREAS, Cullinan Properties, Incorporated, is the owner of property located at 3201 Broadway in Quincy; and,

WHEREAS, the City of Quincy owns and maintains an 8” sewer of which a segment is located on the said Cullinan property; and,

WHEREAS, the sewer infrastructure located on this property has been relocated over the years and the City requires the vacation of the existing sewer easement as it no longer correctly describes the location of the sewer infrastructure; and,

WHEREAS, the City of Quincy requires the receipt of a new sewer easement for the relocated sewer in the event that the sewer should fail or require repair; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and Quincy City Council that the Mayor be authorized to execute a new Sewer Easement on behalf of the City of Quincy.

ORDINANCE

The Ordinance that was up for a first reading entitled: An Ordinance Amending The District Map Which Is Made A Part of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015.
