Adams County Board Finance Committee met March 9.

Here is the minutes provided by the committee:

The Adams County Board Finance Committee held their meeting in the ROE room at 507 Vermont Street, Quincy, Illinois.

The following members were present:

Bret Austin, Chairman

David Hoskins

Matt Obert

Barney Beir

Others present:

Gary Farha

Chuck Venvertloh

Sue Hester

Kent Snider

The meeting was called to order at 6:15 p.m. by Bret Austin.

Approval of Prior Minutes

Mr. Obert made a motion to approve the February 10, 2020 Finance Committee minutes. Mr. Bier seconded the motion. The minutes were approved.

Bills

The committee reviewed bills and stamped as “checked.”

Mr. Austin commented on USI looking into insurance packages, but thought we were on the correct path with the tiered policies. Everyone understood that changes could not be made until open enrollment.

Fund Appropriation

1) Additional Fund Appropriation – From Jerrod Welch, Public Health Administrator, an increase of $22,500.00 to expense line item 601-601-5615 Health Department: Dental Expenses for a new budgeted amount of $122,500.00 and an increase in revenue line item 301-601-4295 Health Department: Revenue – Miscellaneous for a new budgeted amount of $42,500.00.

a. Mr. Obert made a motion, seconded by Mr. Hoskins. None opposed. Motion carried.

Budget

Mr. Austin addressed the committee with concern over the Ambulance budget, and that we will be facing a cash flow problem between now and June when we collect taxes. The committee discussed some ideas, and will be looking into way to address this issue in the coming weeks.

New Business

Barney Bier made a motion to table the Adams County CEO program indefinitely. Mr. Obert seconded the motion. The motion carries.

New Business

Mr. Austin discussed with the committee the idea of creating a long-term capital budget plan. The capital budget plan would be an addition to the budget (Budget, levy, Special Use Fun, and now capital plan) and would cover large expenses over $25,000 such as roofs, building maintenance, equipment, vehicles, etc. He mentioned that the Highway, Ambulance and 911 departments have this type of plan and it will help plan the county’s larger expenditures.

Mr. Obert made a motion to adjourn the meeting. Mr. Hoskins seconded the motion. Mr. Austin adjourned the meeting at 7:00 p.m.
