City of Quincy City Council met April 6.

Due to COVID-19, President Donald Trump declared a national emergency on March 13, 2020, and Governor Pritzker
issued an Executive Order on March 20, 2020.
Mayor Kyle A. Moore announced that all City buildings will be closed to the public on March 17, 2020.
The following minutes reflect those Aldermen who were virtually present.
The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were physically present:
Ald. McKiernan, Entrup, Bauer, Finney, Reis, Holtschlag. 6.
Virtual: Ald. Bergman, Ernst, Farha, Sassen, Rein, Mast, Awerkamp, Uzelac. 8.
The minutes of the regular meeting of the City Council held March 30, 2020, were approved on a motion of Ald.
Holtschlag. Motion carried.

The Deputy City Clerk presented and read the following:
PUBLIC HEARING
Notice of a public hearing to be held this day, April 6, 2020, at 7:00 p.m. in the City Council Chambers in City Hall, 730 Maine Street, for the purpose of receiving/hearing written comments concerning the city’s annual budget from May 1, 2020, to April 30, 2021.
The Mayor asked if there were any written comments on the budget.
The Deputy City Clerk read a written comment by Jeff Kerkhoff, 1221 Spruce, Quincy, IL.
He asked for explanation of some amounts from various city departments. A copy of the comment was emailed to the
City Council prior to the meeting.
DISCUSSION OF CITY ACTIONS IN RESPONSE TO COVID-19 DECLARATIONS
ORDINANCE
First reading of an ordinance entitled: An Ordinance Amending Title XIII (General Offenses) Of Chapter 132 (Offenses Against Public Peace) Of The Municipal Code Of The City Of Quincy Of 2015. (Add: Temporary Suspension Of Activities And Additional Responses To The COVID-19 Pandemic Emergency.)
Ald. Entrup moved the ordinance be read by its title, seconded by Ald. Reis. Motion carried.
The Deputy City Clerk read the ordinance by its title.
Ald. Finney moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the
ordinance adopted, seconded by Ald. Reis, and on the roll call each of the 14 Aldermen voted yea. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.
MONTHLY REPORTS
The monthly reports of the City Clerk, the City Treasurer, and the City Comptroller for the month of March, 2020, and the Recycling Division, the Sign & Paint Department, the Forestry Department and the Street Cleaning Department for the months of February and March, 2020, and the Quincy Police Department for the month of February, 2020, were ordered received and filed on a motion of Ald. Finney. Motion carried.
PUBLIC FORUM
Jeff Kerkhoff, 1221 Spruce, Quincy, IL 62301, “In a time of budgets & a virus, a summary of comments from a Quincy citizen and quotable, notables plus related topics.”
The Deputy City Clerk read the written comment from Jeff Kerkhoff. A copy of the comment was emailed to the City Council prior to the meeting.
RESOLUTION
WHEREAS, Pump #11 at the Water Treatment Plant is in poor physical condition, and performing considerably below its daily rated capacity; and,
WHEREAS, the pump has been removed and sent to a pump repair shop to be refurbished; and,
WHEREAS, the Department of Utilities has received a quote from Fairbanks Morse Pump Repair Shop of Kansas City, Kansas, in the amount of $46,480.00 for all costs associated with the refurbishing of the pump; and,
WHEREAS, the Director of Utilities and Engineering has reviewed this quote and finds it to be acceptable; and, WHEREAS, funds for this repair work are available in the 2019/2020 Water Fund fiscal year budget; now, THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom-
mend to the Mayor and City Council that normal bidding requirements be waived and the quote from Fairbanks Morse Pump Repair Shop of Kansas City, Kansas, in the amount of $46,480.00 be accepted.

RESOLUTION
WHEREAS, the Department of Utilities and Engineering is responsible for the routine maintenance of the sanitary sewer system infrastructure throughout the City of Quincy; and,
WHEREAS, the Department of Utilities and Engineering utilizes a vactor truck for the cleaning and maintenance of these sanitary sewer lines; and,
WHEREAS, the 2003 sewer vactor/jetter truck experienced a catastrophic failure of the vacuum system, vacuum blow- er and auxiliary transmission system; and,
WHEREAS, Coe Equipment of Rochester, Illinois, the regional manufacturer authorized vactor dealer, has provided a quote of $34,874.98 for the replacement of the vacuum blower and auxiliary transmission system; and,
WHEREAS, the Director of Utilities and Engineering has reviewed this quote and finds it to be acceptable; and, WHEREAS, funds for this repair work are available in the 2019/2020 Sewer Fund fiscal year budget; now, THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom-
mend to the Mayor and Quincy City Council that normal bidding requirements be waived and that the quote from Coe Equipment of Rochester, Illinois, in the amount of $34,874.98 be accepted.

WHEREAS, the City of Quincy Purchasing Department did advertise for sealed bids for forty-five (45) items; and
WHEREAS, the following sealed bids were received:

NOW, THEREFORE, BE IT RESOLVED by the City Council that the bid for a one-year contract to supply the City’s
janitorial supplies for all categories thereof submitted by Area Distributors Inc. of Quincy, Illinois, be accepted.

NEW BUSINESS
Ald. Ernst asked the Mayor, due to the COVID-19 crisis, that the $50,000 committed in the resolution establishing a
retail marketing program from the Economic Growth Fund be withdrawn until the Food and Beverage Tax, which has been
postponed, is enacted.
MOTION
Ald. Uzelac moved to extend the road closure by Keck Heating & Air at 5th Street, from Broadway to Vermont, to
April 9th and 10th, all day. Motion carried.
The City Council adjourned at 7:36 p.m. on a motion of Ald. Reis. Motion carried.
