Adams County Board met March 10.

The County Board of Adams County, Illinois met at the Courthouse, Quincy, Illinois beginning at 7:00 P.M., pursuant to recess.
PRESENT: Kent Snider, Chairman
Chuck Venvertloh, County Clerk
Mr. Matt Obert gave the invocation which was followed by the Pledge of Allegiance to the flag of the United States of America.
Chairman Snider called the meeting to order.
The County Clerk called the role and the following members were present: Matt Obert, Robert Reich, John Brady, Seldon Totsch, Les Post, Theresa Bockhold, Joe Zanger, David Hoskins, Bret Austin, Steven Demoss, Rebecca Weed, Ryan Niekamp, Ryan Hinkamper, Dave Bellis, Marvin Kerkhoff, Raquel Piazza, Taylor Rakers, Barney Bier and Kent Snider.
Total Present: 19 Absent: 2
Absent were: Mark Peter, Todd Duesterhaus Mr. Duesterhaus was excused
Chairman Snider declared a quorum present.
Officeholders, department heads, and/or their representatives also present were:
Lori Geschwandner-Circuit Clerk, Georgene Zimmerman- Supervisor of Assessments, Wendy Venvertloh- Director of Court Services, Jessica Douglas- Director of 9-1-1, John Simon-EMA & Ambulance Director, Jim Frankenhoff- County Engineer, John Frankenhoff- Technology Director and Sue Hester- County Board Executive Assistant.
Award Presentations-
Kyla Crosby, employee of the Treasurer’s Office, was presented a plaque for
Ryan Niekamp was presented a plaque for his service as Vice-Chair to the Adams County Board and as the Chairman of the Legislative & Judicial Committee.
Chuck Venvertloh was presented a plaque for his service as the County Clerk from 2014-2020.
Mr. Mark Peter entered the meeting at 7:04 PM.
Mrs. Weed moved to approve the minutes of the February 14th, 2020 county board meeting as printed and distributed.
Mr. Rakers seconded the motion.
Motion to approve the minutes of the February 14th, 2020 meeting as printed was adopted.
Transportation, Building & Technology
Committee Report (Mr. Post)
Bills – The committee met on Tuesday, March 10th, 2020 to review the bills for the Highway Department, the Maintenance Department, and the Technology Department. All of the bills were in order.
Reports
The board was provided a map of all of the road projects scheduled for the upcoming year. Mr. Post reminded everyone that Silom Bridge did not get it’s painting completed. Therefore, it will be closed again for a few weeks this spring before it opens for good. The new county website is live. It was very much needed and is now mobile friendly. He asked everyone to give IT time to get out the kinks before they call to report errors.
Mr. Obert stated that their late friend and fellow board member, John Heidbreder, would have appreciated this map. He thanked them for the work done to provide it.
The committee’s next meeting is scheduled for April 15th, 2020. Legislative & Judicial
Committee Report (Mr. Niekamp)
Bills – The committee met on March 3rd, 2020 to review the bills from the circuit Clerk, Juvenile Detention Center, Probation Department, Public Defender, State’s Attorney, and the Supervisor of Assessments. All of the bills were in order.
Resolutions-
a. 2020-03-001-005p Resolution to change the County Mileage Rate to the IRS Standard mileage rate.
Mr. Niekamp moved to approve the resolution. Mr. Austin seconded the motion.
Mr. Niekamp explained that this is just changing the 35 cent rate we currently have to the standard rate that the IRS will provide every year. Also, forms for reimbursement must now be turned in quarterly rather than yearly. This resolution will get us compliant with the state.
Mr. Austin added that the state started this policy for the rate to take effect. It offsets the need to track wear and tear on vehicles and other factors. It is all accounted for in this rate.
Mr. Niekamp stated the resolution would take effect starting tomorrow.
Resolution 2020-03-001-005 was approved. (Attachment A-1)
b. 2020-03-121-006- Resolution for temporary change in polling place.
Mr. Niekamp made a motion to approve the resolution. Mr. Austin seconded the motion.
Mr. Bier stated that he first sentence of the resolution needed to be changed to “not use”.
Resolution 2020-03-121-006 was approved with the correction. (Attachment A-2)
Appointments-
The following appointments were approved together:
a. Tri-Township Fire Protection District – Greg Sheirling – reappointment to a 3-year term expiring in May, 2023. (Attachment A-4)
b. Lima-Tioga Fire Protection District – Roger McElroy – appointment to a 2-year term expiring in April, 2022. (Attachment A-5)
c. Liberty Fire Protection District – Jim Pracht – re-appointment to a 3-year term expiring in May, 2023. (Attachment A-6)
Mr. Niekamp made a motion to approve the resolutions. Mr. Hinkamper seconded the motion.
The appointments were approved.
Event Liquor License-
a. Request from St. Anthony Church for a one-day liquor permit for the St. Anthony Parish Picnic to be held July 18th, 2020 at the parish grounds at 2223 St. Anthony Road.
Mrs. Bockhold made a motion to approve the permit. Mr. Obert seconded the motion
The permit was approved. (Attachment A-3)
The committee’s next meeting is scheduled for April 7th, 2020 at 6:00 PM.
Public Health & Safety
Committee Report (Mrs. Weed)
Bills – The committee met on Tuesday, February 18th and reviewed the bills for the Sheriff’s Office, Coroner’s Office, Emergency Management Agency and Animal Control. All of the bills were in order.
Reports-
Sheriff Vonderhaar provided the following report at the committee meeting: The jail population was 125. The Department was back up to full staff, but just had 2 resignations. Full staff is 28 deputies, 28 correctional officers and 9-10 for court security. The maintenance bills are up on the aging vehicles. The department replaced 2 units recently and are approved for 4 more in July. The governor has cut $5 Million out of the corrections officer/ deputy schools training expenses. There will no longer be reimbursements since the funds are not there from traffic citations and fines.
John Myers, County Coroner, gave the following report at the committee meeting: In January, there were 91 reported deaths, 2 autopsies, 1 indigent cremation and 44 cremation permits issued.
The committee’s next meeting is scheduled for Tuesday, March 16th, 2020 in the Law Library.
Finance
Committee Report (Mr. Austin)
Bills – The committee met on Monday, March 9th, 2020 to review the bills. All of the bills were in order.
Finance-
a. Additional Fund Appropriation – From Jerrod Welch, Public Health Administrator - an increase of $22,500.00 to expense line item 601-601-5615 Health Department: Dental Expenses for a new budgeted amount of $122,500.00 and an increase in revenue line item 301-601-4295 Health Department: Revenue - Miscellaneous for a new budgeted amount of $42,500.00.
Mr. Austin made a motion to approve this additional fund appropriation. Mr. Niekamp seconded the motion.
A roll call vote was taken to approve the additional fund appropriation. Jail Sub-Committee
Committee Report (Mr. Peter)
Report-
Mr. Peter provided the following construction report from Mr. Sid Wilson: The remaining x-ray of the block walls in the elevator shaft was performed. The findings were that the rebar was in place but the blocks were not grouted. Williams Brothers is in the process of filling these voids. Some of the block walls on the drawings that are tagged (A) masonry ballistic resistant that are not structural will be left un-grouted and the county will be credited $46,930. The commissioning is ongoing and will continue throughout the month. The Sheriff’s Department will begin training in the new facility in the near future. The public tours will take place sometime in April. They will most likely occur on two Saturdays when the department is ready to host those tours.

New Business
1) Approval of Board Member Travel Vouchers:
$63.00 to Seldon Totsch for travel on February 18th to the Committee meeting, February 25th for a meeting and March 10th for the county board meeting for a total of 180 miles. (Attachment C-1)
Mr. Peter made a motion to approve the vouchers. Mrs. Weed seconded the motion.
A roll call vote was taken to approve the travel vouchers. 2) Monthly Reports – The County Clerk had monthly reports from the Supervisor of Assessments/Board of Review, the Probation Department, Juvenile Detention center, The County Clerk/Recorder’s office, Treasurer’s Office, the Sheriff’s Office, Monthly check register for February 2020 and Funds Summary report for April 2020 including revenue and expenses.
Mr. Zanger made a motion to receive and file the monthly reports with the appropriate committee.
Mr. Obert seconded the motion.

3) Resignations-
a. Ryan Niekamp- resigning from the County Board, as Vice Chair and as 9-1-
1 Board member effective March 13th, 2020. (Attachment C-2)
Mr. Post made a motion to accept the resignation. Mrs. Weed seconded the motion.
The clerk read Mr. Niekamp’s resignation letter. The resignation was approved.
b. John Meyer- resigning from Quincy/Adams County Joint ETSB effective April 1, 2020. (Attachment C-3)
Mr. Rakers made a motion to approve the resignation. Mrs. Weed seconded the motion.
The resignation was approved.
4) Appointments-
a. Resolution 2020-03-01-004- Resolution appointing Ryan Niekamp as the new County Clerk/Recorder effective April 6th, 2020. (Attachment C-4)
Mrs. Weed made a motion to accept the appointment. Mr. Post seconded the motion.
Resolution 2020-03-01-004 was approved.
b. Election of new County Vice-Chair.
The chairman entertained a motion for nomination.
Mr. Niekamp made a motion to vote Mr. Bret Austin as the Vice-Chair. Mr. Reich seconded the motion.
Mr. Bret Austin was nominated as the new Vice-Chair to the Adams County Board.
c. Adams County Housing Authority- Re-appointment of Betty Allen of Clayton, IL. (Attachment C-5)
Mr. Post made a motion to accept the appointment.
Mr. Bellis seconded the motion.
The appointment was approved.
d. Quincy/Adams County Joint ETSB
i. Reappointment of Duane Venvertloh to a 3-year term beginning May 1, 2020 and ending April 30, 2023.
ii. Appointment of Barney Bier to fill the term left vacant by Ryan Niekamp.
iii. Appointment of Brian Vonderhaar to fill the term left vacant by John Myers effective April 1, 2020. (Attachment C-6)
Mr. Zanger made a motion to approve the appointments. Mr. Bellis seconded the motion.
The appointments were approved.
e. Adams County Ambulance Board- Appointment of Casey Mercurio to a three- year term effective March 1, 2020.
Mr. Reich made a motion to approve the appointment. Mr. Niekamp seconded the motion.
The appointment was approved.
f. Two Reivers Regional Council of Public Officials- Appointment of Bill Stalder. Mr. Niekamp made a motion to approve the appointment.
Mrs. Weed seconded the motion.
The appointment was approved.
Correspondence
1) Letter from the Illinois Department of Revenue regarding Adams County Ordinance 2019-10-001-22: County Cannabis Retailers’ Occupation Tax.
Mr. Zanger made a motion to receive and file the correspondence with the appropriate committee.
Mr. Peter seconded the motion.

Chairman Snider thanked Mr. Chuck Venvertloh for his help as he become the chair of the board and stated he will be missed. He also stated that he looks forward to Mr. Niekamp being up there with him.
The March 10th, 2020 County Board Meeting was recessed until Wednesday, April 15th, 2020 at 7:00 PM.
