City of Quincy City Council met Feb. 3.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present:

Ald. McKiernan, Entrup, Bergman, Bauer, Finney, Ernst, Farha, Sassen, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 13.

Absent: Ald. Rein. 1.

Ald. Ernst moved that Alderman Rein be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held January 27, 2020, were approved as printed on a motion of Ald. Ernst. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn.

The Deputy City Clerk presented and read the following:

PETITION

By Early Childhood Education Center requesting permission to hold their annual “Week of the Child” parade April 13th at 10:00 a.m. and again at 1:45 p.m. The parade will start at 9th Kentucky, south to State, west to 8th, north to Kentucky then east to 9th back to Salem Church parking lot. They are requesting barricades and the help of the Police Auxiliary.

Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer and the City Comptroller for the month of January, 2020, and the Quincy Police Department for the month of December, 2019, were ordered received and filed on a motion of Ald. Farha. Motion carried.

REPORT OF THE QUINCY PLAN COMMISSION

Recommending approval of a subdivision of property to be known as South Park View (2208 South 12th Street) under the “small tracts” provision of the subdivision ordinance.

Ald. Awerkamp moved the report be received and concurred in. Motion carried.

PUBLIC FORUM

Jeff Kerkhoff, 1221 Spruce, concerning Taxes, Education, Spending, plus related topics.

RESOLUTION

WHEREAS, the City of Quincy is committed to the improvement of the quality of life of its residents and reducing blight; and

WHEREAS, the City of Quincy has established a program to address unsafe and dangerous buildings; and

WHEREAS, the City received a Court Order to demolish the structure located at 1122 Monroe as a dangerous and unsafe building; and

WHEREAS, bids were sought to demolish the structure and as a result of the bidding process, Miller Construction Company was found to be the low bidder in the amount of $12,800 to demolish the structure; and

NOW, THEREFORE BE IT RESOLVED that the Mayor and City Council accept the bid from Miller Construction Company in the amount of $12,800 for the demolition of the structure located at 1122 Monroe Street and that the Mayor be authorized to execute the appropriate contract documents.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 4th day of February, 2020.

Ald. Uzelac moved for the adoption of the resolution, seconded by Ald. Holtschlag, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is committed to improving the quality of life of its residents and elimination of blight; and

WHEREAS, the City of Quincy has established a program through the Department of Planning and Development to address unsafe and dangerous buildings; and

WHEREAS, the City of Quincy received a judicial deed to 629 N. 5th on December 16, 2009, and

WHEREAS, the Department of Planning and Development has advertised the property for sale located at 629 N. 5th; and

WHEREAS, the City received a proposal for the sale of 629 N. 5th from Tim Geise in the amount $500; and

NOW, THEREFORE BE IT RESOLVED that the Finance Committee recommended the sale of 629 N. 5th Street to Tim Geise for $500. The Mayor and City Council authorize the sale and the necessary paperwork to effectuate the sale thereof.

This Resolution shall be in full force and effect from and after its passage, as provided by law. PASSED and APPROVED this 4th day of February, 2020.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Bergman, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Increase Treasurer Contracted Services $45,200, Garbage Tote Sales $18,000 and Operational Supplies (garbage tote) $18,000.)

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Uzelac and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Farha, seconded by Ald. Reis, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

REVENUE PROJECTIONS FYE 2021 BUDGET PRESENTATION

City Comptroller Sheri Ray did a presentation on the revenue projections for FYE 2021. All the Aldermen had received the actual presentation through their I-Pads.

MOTION

Ald. Holtschlag referred to the Street Light/Right-Of-Way Committee a light out at 5th & Adams next to the cemetery. Motion carried.

The City Council adjourned at 7:28 p.m. on a motion of Ald. Ernst. Motion carried
