Adams County Board Executive Committee met Dec. 2.

Here is the minutes provided by the committee:

The Adams County Board Executive Committee held the regularly scheduled meeting in the ROE Conference

Room at 507 Vermont Street, Quincy, Illinois, on December 2, 2019.

The meeting was called to order at 5:30 p.m. by Chairman Snider.

Mr. Austin made a motion to approve the November 4, 2019 meeting minutes. Mr. Post seconded the motion. The meeting minutes were approved.

Mr. Austin made a motion to recommend the County Board approve the Adams County Employee Handbook Supplement as written. Mr. Niekamp seconded the motion. The motion carries.

The committee held a discussion regarding the Intergovernmental Agreement for the Riverfront Development.

Mrs. Hester presented the committee with a Union health insurance plan. This plan would be applied to employees in a bargaining unit who do not tentatively agree to contribute 10% of the health insurance premium beginning in 2021. The committee agreed that the deadline to receive a TA from the Union is 12/15/19; otherwise the employees in the bargaining unit will be notified of the Union health insurance plan for open enrollment that is taking place during the month of December. The Executive Committee asked to send the plan to Finance Committee for approval.

Mr. Austin provided a brief update on the PACE program and there may be one employer looking into the program. The County Board will need to pass a resolution, create a board and draft a defined ordinance.

Mr. John Heidbreder is resigning from the County Board after 42 years of service effective December 4, 2019. The County Board will host a reception for John on December 10th at 6:00 p.m. prior to the County Board meeting.

Mr. Niekamp provided the committee with an update on the 911 board, stating that Jessica Douglas is doing a good job in her new role as Director. The board is holding a special meeting on December 4th to set her salary and promote a new Assistant Director. Gary’s office drafted the employment agreement for Jessica. Mr. Niekamp also reported that Cindy Barbera-Brelle, the Illinois Statewide 911 Administrator, is attending the January 15th ETSB meeting to answer any questions the Board or the public may have about the 911 Board.

Mr. Austin reported that the County Board will vote on the levy at the December meeting. The levy is increasing by 0.86% for the 2019-2020 budget year.

Mr. Austin made a motion to go into Executive Session to discuss union contract negotiations. Mr. Niekamp seconded the motion. The committee went into Executive Session.

Mr. Austin made a motion to go into Regular Session. Mr. Niekamp seconded the motion. The committee went into regular session.

Mr. Austin made a motion to present three union contracts to the County Board for approval: Corrections Sergeants, Patrol Sergeants, and Court Services. Mr. Niekamp seconded the motion. The motion carries.

Mr. Niekamp made a motion to table the Port appointment until February 2020. Mr. Austin seconded the motion. The motion carries.

Mr. Austin made a motion to adjourn the meeting. Mr. Niekamp seconded the motion. Chairman Snider adjourned the meeting at 6:47 p.m.
