Adams County Board Finance Committee met Oct. 14.

Here is the minutes provided by the committee:

The following members were present: Bret Austin, Chairman

The meeting was called to order at 6:15 p.m. by Bret Austin.

Approval of Prior Minutes:

Mr. Hoskins made a motion to approve the September 9, 2019 meeting minutes. Mr. Obert seconded the motion. The minutes were approved.

Bills:

The committee reviewed bills and stamped as “Checked.”

Speakers:

Barb Casady provided information to the committee about the Adams County Retired and Senior Volunteer Program (RSVP) and to ask for a continued funding request for FY 19-20 of $10,000. She stated that the organization requires a 30% match for funding from the federal grant through the Corporations for National and community Service and the county’s portion helps to obtain that match.

Marcel Wagner attending the meeting on behalf of GREDF. He informed the committee that Dick Klusmeier is one of the County representatives on the board, and he will need to know if the county desires to make a change. Chairman Snider agreed to follow up with Marcel. Mr. Wagner provided a brief presentation about GREDF, and requested a $5,000 increase in funding for FY19-20 for a total of $80,000.

Resolutions

a. 2019-10-001-023 – Resolution to accept low bid for Parking Lot “D”.

i. The bid sheet indicated that Lavadier Construction had the low bid at $598,303.40. Mr. Obert made a motion to accept the bid. Mr. Rakers seconded the motion. The motion carries.

b. Tax Sale Resolution Parcel Number: 23-4-1001-000-00 located in Quincy Township, IL.

i. Mr. Obert made a motion to approve. Mr. Rakers seconded the motion. The motion carries.

Finance

a. Fund Appropriation

i. Additional Fund Appropriation – From Finance Committee - an increase of $1.00 to expense line

item 004-001-4610 Capital Project - Parking Lot D - All Expenses for a new budgeted amount of $1.00 and an increase of $1.00 to revenue line item 004-001-5820 Parking Lot D - DCEO Program - Grant Revenue for a new budgeted amount of $1.00.

i. Mr. Austin explained that this will set up the revenue and expense accounts for the Parking Lot D project. Mr. Rakers made a motion to approve. Mr. Obert seconded the motion. The motion carries.

ii. Additional Fund Appropriation – From Bryden Cory, Treasurer - an increase of $3,600.00 to new expense line item 001-001-5997 County General Admin.– City of Quincy- Aviation Fuel Tax for a new budgeted amount of $3,600.00.

i. Mr. Cory stated that the County has been collecting this tax in January 2018 and the funds need to get back to the Quincy Airport. Mr. Austin asked who the check is being made out to. Mr. Cory stated he is not sure. Mr. Austin asked Mr. Cory if he could obtain an intergovernmental agreement with the City for these funds in time for the November County Board meeting. Mr. Hoskins made a motion to approve the fund appropriation. Mr. Rakers seconded the motion. The motion carries.

b. Transfer of Budget Appropriation

i. Transfer of Budget Appropriation – from John Myers – Adams County Coroner - a transfer of

$2,958.00 from line item 201-201-5713 Coroner Grant – Forensic Equipment for a revised budgeted amount of $12,042.00 and an increase of $933.00 to expense account 001-201-5775- Coroner – Training and an increase to new account line item 001-201-5105 Salary – Deputy Coroner for a new budget amount of $2,025.00.

i. Mr. Obert made a motion to approve the transfer. Mr. Rakers seconded the motion. The motion carries.

ii. Transfer of Budget Appropriation – from Finance Committee - a transfer of $499.00 from line item 001-001-5999 County General: Contingency for a new budgeted amount of $133,310.23 and - a transfer of $499.00 to line item 004-001-4610 Capital Project - Parking Lot D - All Expenses for a new budgeted amount of $500.00

i. Mr. Obert made a motion to approve the transfer. Mr. Hoskins seconded the motion. The motion carries.

iii. Transfer of Budget Appropriation – from Bryden Cory, Treasurer - a transfer of $3,600.00 from line item 001-001-4180 Tax: County Sales Tax for a new budgeted amount of $2,196,400 and - a transfer of $3,600.00 to new line item 001-001- County General Admin. – City of Quincy Aviation Fuel Tax for a new budgeted amount of $3,600.00

i. Mr. Hoskins made a motion to approve the transfer. Mr. Obert seconded the motion. The motion carries.

Budget

Mr. Austin stated that he is preparing to have a Truth in Taxation hearing, regardless of whether the County needs it or not. The tax rate has remained flat for the past 7 years straight, but it does look like there is going to be an increase this year to account for the Ambulance department deficit, and a hike in the minimum wage. The full budget should be ready to distribute later this week.

New Business

WIPFLI (Auditor) – Contract approval for signing. Mr. Obert made a motion to continue using WIPFLI as the County’s auditor. Mr. Hoskins seconded the motion. The motion carries. The committee discussed bidding out the auditors next year.

Mr. Hoskins made a motion to adjourn the meeting. Mr. Rakers seconded the motion. Mr. Austin adjourned the meeting at 7:30 p.m.
