City of Quincy City Council met Nov. 4.

Here is the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were present: Ald. McKiernan, Bergman, Bauer, Finney, Ernst, Sassen, Rein, Mast, Reis, Awerkamp, Uzelac, Holtschlag. 12.

Absent: Ald. Entrup, Farha. 2.

Ald. Holtschlag moved the absent Aldermen be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held October 28, 2019, were approved as printed on a motion of Ald. Ernst. Motion carried.

Legal Counsel: Corporation Counsel Lonnie Dunn

The City Clerk presented and read the following:

PETITIONS

By the Festival of Lights, which will be held at Wavering Park from Thanksgiving to New Year’s, requesting permission to have the left turn lane in front of the entrance to the park be closed to southbound traffic. They are also requesting traffic cones be used to direct northbound traffic into the left turn lane in order to drive north past the park.

Ald. Ernst moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By On The Rail, 129 S. 4th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises) and Section 111.067(a) (Selling outside of Licensed Premises) on May 9, 2020, from noon to 12:00 a.m. for a Summer Kickoff event with proper licenses being obtained. They are also requesting to block the north alley and the north city lot. There will be a fenced in area with only one way in and out. The Police Department approves the request with no recommendation on using the city lot.

Ald. Uzelac moved the petition be tabled for one week, seconded by Ald. Holtschlag. Motion carried.

MONTHLY REPORTS

The monthly reports of the City Clerk, the City Treasurer, and the City Comptroller for the month of October, 2019, and the Recycling Division, Sign & Paint, Mosquito Abatement Program, Forestry Division, Street Cleaning Department and Quincy Police Department for the month of September, 2019, were ordered received and filed on a motion of Ald. Rein. Motion carried.

REPORT OF THE QUINCY PLAN COMMISSION

The report recommending approval of a zoning change from R3 (Multi-Family Residential) to D5 (Downtown Industrial) for the property at 620 York St., was tabled for one week by Ald. Holtschlag.

Ald. Holtschlag moved the report be tabled for one week, seconded by Ald. Uzelac. Motion carried.

BANK STATEMENTS OF CONDITIONS

The bank statements of condition of the Town & Country Bank, State Street Bank and 1st Bankers Trust as of June 30, 2019, were ordered received and filed on a motion of Ald. Rein. Motion carried.

PUBLIC FORUM

Louise L. Seaver, 1707 N. 12th, (IL. Vet Home) gave a “Thank You” to the Aldermen, Mayor, City Clerk and the city employees for what they do to make this a better place to live. She stated she calls in complaints and the Code Enforcer takes care of the problems. She stated this city is friendly with veterans, farmers and people themselves. She stated she sees firsthand how bosses work with the employees which makes a great relationship for the city and getting these problem areas resolved. She is happy to be a part of this city.

Barb Wehmer, 3012 Bluff Ridge Drive, spoke regarding all the grants that are available to Quincy schools and Quincy projects and the need for a green, vegetated roof to grow fresh vegetables for our population. She explained what St. Louis has done and how it feeds so many homeless along with providing clean water. She gave the City Council a copy of the book entitled “The Roofing Grow Guide” for their consideration. Wehmer stated there are alot of grants out there for these kind of projects.

Jeff Kerkhoff, 1221 Spruce, spoke on the 131st Anniversary of the “Billion Dollar Congress” election plus related items. He had a handout for the City Council.

Judy Hays, 5402 Homan Falls, updated the City Council on what The District has been doing and invited everyone to The District Open House and all the other holiday events.

Joseph Principe, 517 N. 27th, stated he had concerns about the Steven Gavin case and felt it was better not to say anything at this time.

RESOLUTION

WHEREAS, the City of Quincy is the owner and operator of the Quincy Regional Airport; and,

WHEREAS, the City of Quincy accepted and executed a grant with the FAA and the State of Illinois Department of Transportation to rehabilitate Runway 4/22; and,

WHEREAS, Crawford, Murphy, and Tilly Inc. (CMT) was selected through FAA federal procurement requirements to provide engineering services for airport projects; and,

WHEREAS, the City of Quincy wishes to enter into an agreement with Crawford, Murphy and Tilly Inc. (CMT) for the preliminary engineering design services; and,

WHEREAS, the total contract cost is $306,000; and,

WHEREAS, this project is to be 90% funded by the FAA’s Airport Improvement Program, 5% by the state and 5% by the City of Quincy; and

WHEREAS, the city share of $15,300 is included in the current fiscal year budget; and

WHEREAS, the City of Quincy will act as the pass through for all the state and federal funds; and

WHEREAS, invoices for this project will be sent to the City at various times for work completed and the invoices need to be paid in a timely manner to the appropriate vendors.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF QUINCY, IN ADAMS COUNTY, ILLINOIS, as follows:

1. The Aeronautics Committee and the Airport Director recommend that the Mayor and the City Clerk are authorized and directed to execute and attest, respectively all agreements and other standard documents associated with the awarding of this project and proceed with the project; and,

2. The Comptroller and the Airport Director recommend to the Mayor and City Council that the Comptroller and Airport Director be authorized to release the City share of the project; and,

3. The Comptroller and the Airport Director recommend to the Mayor and City Council that the Comptroller and Airport Director be authorized to pay pass through funding to all vendors involved in this project.

WHEREAS, the city share of $2,512.93 is included in the current fiscal year budget; and

WHEREAS, the City of Quincy will act as the pass through for all the state and federal funds; and

WHEREAS, invoices for this project will be sent to the City at various times for work completed and the invoices need to be paid in a timely manner to the appropriate vendors.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF QUINCY, IN ADAMS COUNTY, ILLINOIS, as follows:

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Add Census Grant revenues/expenditure $74,000, amend Self-insurance budget for additional premium from Transit due to additional costs $60,000.)

Ald. Holtschlag moved the adoption of the ordinance, seconded by Ald. Reis and on a roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Amending The 2019-2020 Fiscal Year Budget. (Additional revenues to increase General Fund $707,179 and Central Services $70,000.)

Ald. Sassen moved the adoption of the ordinance, seconded by Ald. Holtschlag and on a roll call each of the 12 Aldermen voted yea, with 2 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Bergman left the City Council at 7:21 p.m. returning at 7:23 p.m.

ECONOMIC GROWTH PRESENTATION BY MAYOR MOORE

Mayor Moore presented a slide presentation on the next step in narrowing down the plan for city growth for the next five to ten years. He stated that the city is currently investing 79 million in infrastructure through private and public investment. He presented the pathway to 45 x 30, which means a population of 45,000 people by 2030. The pathway would involve Talent Development, Tourism Development and Retail Development. He went on to show how increased income, including dollars from the 2% Food and Beverage tax, would allow investment in these three areas.

Ald. Uzelac moved the ordinance be read by its title, seconded by Ald. Finney. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending Chapter 132 (Offenses Against Public Peace) Of The Code Of Ordi-nances Of Quincy, Illinois Regarding Unauthorized Video Recording In Sensitive Areas)

Ald. Holtschlag moved the ordinance be read by its title, seconded by Ald. Uzelac. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Vacating Easements. (Located between Lot 26 and Lot 27 of The Estates at Willow Creek 4th Addition Phase II.)

Ald. Rein moved the ordinance be read by its title, seconded by Ald. Mast. Motion carried. The City Clerk read the ordinance by its title.

Ald. Rein moved the requirements of Section 32.31 of the City Code of the City of Quincy be waived and the ordinance adopted, seconded by Ald. Mast, and on the roll call each of the Aldermen voted yea.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Rein, seconded by Ald. Reis, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 12 Aldermen voted yea, with 2 absent. Motion carried.

MOTIONS

Ald. Bauer referred to the Street Light/Right-Of-Way Committee the streetlight that is out on 16th and Cherry on the southwest corner. Motion carried.

Ald. Bauer moved to close 6th Street from Chestnut to Cherry on November 9th and 10th from 6:00 a.m. to 5:00 p.m. for building of the tiny homes. Barricades are needed. Motion carried.

Ald. Ernst referred to the Traffic Commission to investigate the corner of 36th and Locust in front of the Post Office.

Motion carried.

Ald. Holtschlag moved to close Kentucky Street from 6th to 7th on November 8th from 11:00 a.m. to 3:00 p.m. for Ameren open house. Barricades are needed. Motion carried.

The City Council adjourned at 8:06 p.m. on a motion of Ald. Ernst. Motion carried.
