Adams County Legislative & Judicial Committee met Sept. 3.

Here is the minutes provided by the committee:

Attendance:

 Legislative and Judicial Committee

o Present: Ryan Niekamp, Theresa Bockhold, Raquel Piazza, Todd Duesterhaus and Ryan Hinkamper

 Also Present: Todd Nelson, Todd Eyler and Wendy Venvertloh The meeting began at 6:00 p.m.

 Bills

o The bills were reviewed and approved.

 A motion to approve last month’s meeting minutes was made by Theresa Bockhold and seconded by Raquel Piazza – the motion was approved

 New Business

o Elections/Possible Action

 Ryan Niekamp indicated if board members are up for reelection they can draw their petitions as of today.

o Appointments –

 Indian Grave Drainage District – Request for the reappointment of Kent Duesterhaus to serve as trustee of the Indian Grave Drainage District for a three year term beginning the first Tuesday of September, 2019. – Motion made by Theresa Bockhold and seconded by Todd Duesterhaus – the motion was approved

o Liquor License –

 Resolution adopting Ordinance Number 2019-09-111-019 for the approval of a Retail Liquor Dealer’s License on file in the County Clerk’s Office for the period of September 1, 2019 through December 31, 2019. - Motion made by Theresa Bockhold and seconded by Ryan Hinkamper – the motion was approved

 Request from Wine on Broadway for a Liquor License for September 7, 2019 for a Fundraising Event for Transitions of Western Illinois to be held at 7425 N. 12th Street, Quincy, IL 62305. - Motion made by Theresa Bockhold and seconded by Ryan Hinkamper – the motion was approved

o County Code –

 Discussion & Possible Action - County Code Section 5-5-7 – Fireworks – Public Display Permit. – item was removed from the agenda

 Discussion & Possible Action – Code of Conduct. – Ryan Niekamp indicated nothing has changed with this subject as the Executive Committee has not had a change to meet about it. The Executive Committee will meet and discuss this topic next week with the intention of taking it before he full County Board at the meeting September 10, 2019.

 Discussion – Noxious Weed Control – Discussion on this topic was held. A motion was made by Theresa Bockhold to table the issue indefinitely. Ryan Hinkamper seconded the motion. The motion to table the topic was approved.

o Resolutions

 Resolution to opt in to allow Cannabis dispensaries and growers in the county. - A discussion was held that this resolution allows the county to tax these entities who operate in Adams County. Ryan Hinkamper made a motion to approve the resolution and take it before the full County Board on September 10, 2019. Raquel Piazza seconded and the motion was approved.

 Other

o Ryan Niekamp provided committee members with information on the heating/cooling units at the Adams County Juvenile Detention Center and their maintenance.

o SB1236 – Ryan Niekamp mentioned a new state law is in placed that changes the laws governing County Boards in the State of Illinois. This law is already in effect and will require changes to the Adams County Code. This was previously distributed to all Adams County Board members.

o Ryan Niekamp reports union contracts in Adams County are up for negotiation and will start being negotiated next month.

The meeting adjourned at 6:45 p.m.
