Adams County Board Finance Committee met September 9

Adams County Board Finance Committee met Sept. 9.

Here is the minutes provided by the committee:

The following members were present:

Bret Austin, Chairman

Taylor Rakers

The meeting was called to order at 6:15 p.m. by Bret Austin.

Approval of Prior Minutes:

Mr. Hoskins made a motion to approve the August 12, 2019 meeting minutes. Mr. Rakers seconded the motion.

The minutes were approved.

Bills:

The committee reviewed bills and stamped as “Checked.”

Speakers:

Mike Drew, Director of Council on Aging, along with Gale Murray, both spoke to the committee on behalf of the Adams County Council for Senior Citizens. The council is requesting funding for the FY 2019-2020 fiscal year in the amount of $10,000. The organization provides transportation for Adams County residents ages 60 and over to attend doctor appointments, shopping, hair appointments, etc. For some residents, this is their only line into Quincy. The County funding helps the organization leverage state funding.

Mr. Austin informed the committee that he would like for every organization requesting funding from the County to come to a Finance Committee at least once per year during budget time. Gale said that she will produce a quarterly invoice and send it to the County Clerk’s office. Mr. Austin requested that Mr. Venvertloh increase the current budget line item $2,500 to account for a missed payment in December 2014. The committee thanked them for the visit.

Resolutions

a. 2019-09-001-021 – A resolution authorizing the Adams County Board chairman to sign all necessary documentation to issue 4 million in bonds through First Bankers Trust Group of Quincy, IL at the fixed rate of 2.49% for ten (10) years for the completion of construction of the Adams County Law Enforcement Facility construction project.

i. Mr. Rakers stated that the interest rate is very good, and a month prior we would have been closer to 3%. Mr. Rakers made a motion to approve the resolution. Mr. Heidbreder seconded the motion. The motion carries.

b-s Mr. Heidbreder requested that agenda items b-s for tax sale resolutions be considered a single resolution and made a motion to approve. Mr. Hoskins seconded the motion. The motion carries.

Finance

a. Fund Appropriation

i. Additional Fund Appropriation – From John Frankenhoff – I.T. Director - an increase of $2,500.00 to revenue line item 001-104-4650 Reimbursement – Computer & Technology for a new budgeted amount of $23,500.00 and an increase of $2,500.00 to expense line item 001-104- 5110 Computer – Computer & Technology: Salary – Systems Analysts for a new budgeted amount of $97,754.00.

i. Mr. Hoskins made a motion to approve the fund appropriation. Mr. Rakers seconded the motion. The motion carries.

ii. Additional Fund Appropriation – From Wendy Venvertloh – Probation Services Director – an increase of $1,500.00 to new revenue line item 311-311-4113 Earnings Circuit – Domestic Violence Surveillance Program for a new budgeted amount of $1,500.00 and an increase of $1,500.00 to new expense line item 311-311-5853 Expense Probation – Domestic Violence Surveillance Program for a new budgeted amount of $1,500.00.

i. Mr. Hoskins made a motion to approve the fund appropriation. Mr. Rakers seconded the motion. The motion carries.

iii. Additional Fund Appropriation – From Sheriff Brian Vonderhaar – an increase of $2,000.00 to new revenue line item 001-231-4628 Reimbursement – Federal, County Law Enforcement for a new budgeted amount of $2,000.00 and an increase of $2,000.00 to expense line item 001-231- 5150 Sheriff Department – Salary – Overtime - Deputies for a new budgeted amount of $52,000.00.

i. Mr. Heidbreder made a motion to approve the fund appropriation. Mr. Heidbrder seconded the motion. The motion carries.

iv. Additional Fund Appropriation – From Jerrod Welch – Public Health Administrator – an increase of $95,000 to multiple expense line items and an increase of $186,000 to multiple revenue line items.

i. Mr. Hoskins made a motion to approve the fund appropriation. Mr. Rakers seconded the motion. The motion carries.

b. Transfer of Budget Appropriation

i. Transfer of Budget Appropriation – from John Myers – Adams County Coroner - a transfer of

$7,500.00 from line item 201-201-5713 Coroner Grant – Forensic Equipment for a revised budgeted amount of $7,500.00 and an increase of $7,500.00 to expense account 001-201-5105- Salary – Deputy Coroner for a new budget amount of $7,500.00.

i. Mr. Hoskins made a motion to approve the transfer. Mr. Heidbreder seconded the motion. The motion carries.

Budget

Mr. Austin stated that he has been tracking with Georgene on the estimated EAV, and while it is still too early to tell he expects it to be over 3%. He has been working with Chuck on a Truth in Taxation public hearing, should it be necessary. He plans to have a draft of the budget ready for the full County board to review by the October County Board meeting.

Mr. Heidbreder made a motion to adjourn the meeting. Mr. Rakers seconded the motion. Mr. Austin adjourned the meeting at 7:21 p.m.
