Adams County Board Legislative and Judicial Committee met August 6

Adams County Board Legislative and Judicial Committee met Aug. 6.

Here is the minutes provided by the committee:

The following members were present:

Ryan Niekamp

Theresa Bockhold

Raquel Piazza

Todd Deusterhaus

Ryan Hinkamper

Others present:

The meeting was called to order at 6:25 p.m. by Ryan Niekamp.

Bills

The committee reviewed bills and stamped as “Checked.”

Minutes

Mrs. Bockhold made a motion to approve the minutes from the July 2 meeting. Ms. Piazza seconded the motion.

The minutes were approved.

Appointments

 Mendon Fire Protection District – John Begeman - appointment to fill a vacant un-expired 3 year term expiring in May 2020. Diane Frazier appointment to fill a vacant un-expired 3 year term expiring in May 2021. Brent Voth appointment to fill a vacant un-expired 3 year term expiring in May 2021. Positions left vacant by the retirements of Ed Schroeder, Dean Woodruff and Sue Woodruff.

o Mrs. Bockhold made a motion to approve the reappointments. Ms. Piazza seconded the motion. The motion was by unanimous consent.

Liquor License

 Request from Ethan’s rodeo for a Liquor License for August 16th and 17th for a Fundraising Event to be held at the Adams County Fairgrounds.

o Mrs. Bockhold made a motion to approve the reappointments. Ms. Piazza seconded the motion. The motion was by unanimous consent.

 Request from Friends of Unit 4 Fall Festival for a Liquor License for September 14 for a fundraising event to be held at Adams County Fairgrounds.

o Mrs. Bockhold made a motion to approve the reappointments. Ms. Piazza seconded the motion. The motion was by unanimous consent.

County Code

 Discussion – County Code Section 5-5-7 – Fireworks – Public Display Permit. The members discussed adding more time to the application process for a fireworks permit. Ms. Piazza suggested to make the new procedures public knowledge and utilizing the county’s Facebook page to spread the word. Mr. Hinkamper suggested applicants submit the request at least one month in advance of the event. No action was taken.

 Discussion – Code of Conduct. The members reviewed a draft Code of Conduct to be added to the County Code. Ms. Piazza recommended changing the terms “Board Member” to reflect all Adams County public officials. Mr. Farha suggested changing the reference to Ethics Commission to reflect the Executive Committee. The next draft will be taken to the Executive Committee for review before being presented again to the Legislative & Judicial committee.

 Discussion – Noxious Weeds. Mr. Niekamp stated that he is receiving numerous complains about unsightly properties with respect to weed control and potentially dangerous conditions, however due to the County’s lack of zoning, there is not much that can be done on the County level.

Mr. Niekamp confirmed the next Legislative & Judicial Committee meeting will take place on September 3, 2019, and asked if the meetings can be moved to 6:00 p.m. All members agreed to move the meetings to 6:00 p.m. in the County Board Room.

Mr. Niekamp adjourned the meeting at 7:50 p.m.
