City of Quincy City Council met Sept. 3.

Here is the agenda provided by the council:

PETITIONS

Ward 7 By the Quincy Rotary Club requesting permission to close York Street, 9th to 11th, 10th Street, Jersey to York, and 9th Street, Kentucky to York, on October 12th from noon to 10:00 p.m. for the annual Rotary “Oktoberfest”. They are requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), 111.096(d) (Permitting Open liquor to leave licensed premises), 111.067(a) (Selling outside licensed building).

By the Knights of Columbus requesting permission to hold their annual “Tootsie Roll” tag days for People with Intellectual Disabilities September 27th & 28th at various locations in the city.

Ward 7 By On The Rail, 129 S. 4th, requesting to have live music in the patio on Saturday, September 14th from 7:00 p.m. to 10:00 p.m. or 8:00 p.m. to 11:00 p.m. The Quincy Police Department recommends approval with the time being 7:00 p.m. to 10:00 p.m.

Ward 7 By On The Rail, 129 S. 4th, requesting permission to waive Section 111.096 (a) (Consumption and Possession of Alcoholic Liquor on Public Streets, Alleys, and Sidewalks and Lots), Section 111.096 (d) (Permitting open liquor to leave licensed premises), Section 111.067(a) (Selling outside of Licensed Premises) on October 12th from noon to 7:00 p.m. for a Bags Tournament with proper licenses being obtained. They are also requesting to use the patio and block the north alley. There will be a fenced in area with only one way in and out. The Quincy Police Department denies this request citing that the business has already held 2 events on public property this year.

Ward 4, 5 By The District requesting permission to temporarily close 5th and Maine for a 5K walk fundraiser on October 26th for the “Pink Pass It On In The District” walk to benefit Blessing Wards Hospital’s Breast Center. Walkers will assemble at 8:30 a.m. at 5th & Maine St. The walk will start at 10:00 a.m. proceed from 5th & Maine to 12th, continue on the sidewalk to 24th, turn around walking on sidewalk back to 5th & Maine. They request police or auxiliary officers to assist at the intersections.

Ward 3, 4 By Quincy Senior High School Student Council requesting permission to hold their Homecoming Parade on October 3rd beginning at 6:00 p.m. starting at 28th and Maine going east on Maine to Flinn Stadium. They are also requesting to close Maine from 24th to 27th and 25th from Maine to Hampshire beginning at 5:00 p.m. for lineup of floats and to post “No Parking” signs on both sides of Maine St. beginning at 1:30 p.m.

By City of Quincy/United Way requesting to conduct a raffle and have the bond requirement waived from now until 10/11/19. The City Clerk recommends approval of this permit.

MONTHLY REPORTS

REPORT OF THE QUINCY PLAN COMMISSION

Ward 3 Recommending approval of the one-lot subdivision of property located at 2124 North 24th, to be known as Wright’s Subdivision, under the “small tracts” provision of the subdivision ordinance.

PUBLIC FORUM RESOLUTIONS

Utilities and Engineering Director recommending approval of an agreement with IDOT for the award of funds through the State of Illinois Federal Highway Administration’s Emergency Relief Program in an amount not to exceed $293,388 for the repairs of flood damage which caused the failure to a section of storm sewer and collapse of roadway on Bonansinga Dr.

Utilities and Engineering Director and Central Services Committee recommending approval of the bid from Laverdiere Construction of Macomb, IL in the amount of $265,376 for the replacement of storm sewer and roadway on Bonansinga Dr. which was damaged by the recent flooding.

Utilities and Engineering Director recommending the franchise agreement between the City of Quincy and Ameren Illinois be amended to remove non-metered street light services in areas located at 4th & York, 14th & Maine, 30th & Broadway and Vermont 14th – 16th.

ORDINANCES

Adoption of an ordinance entitled:

An Ordinance, Creating Section 154.10, Chapter 154, Of The City Code Of Quincy To Be Entitled, “Registration of Foreclosure Mortgages And Vacant Property”. (Foreclosure and vacant property)

An Ordinance Amending Title XI (Business Regulations) Of Chapter 111 (Alcohol Liquor Dealer) And Chapter 112 (Amusements) Of The Municipal Code Of The City Of Quincy of 2015. (Live Music)

First presentation of an ordinance entitled:

An Ordinance Amending Chapter 162 (Zoning Regulations) Of The Municipal Code Of The City Of Quincy (2015) Pertaining To Adult – Use Cannabis. (Regulate adult-use cannabis business establishments)

Requests to Speak

Written requests to speak under suspended rules by Randy Shover, Executive Director and Jeff Steinkamp, Board Chairman, of Addicts Victorious Ministries, 224 S. 8th, speaking in opposition to the adult use cannabis ordinance and Scott Miller, Green Thumb Industries Inc., 3104 N Main St., Canton IL, concerning the adult use cannabis ordinance.

An Ordinance Amending The Municipal Code Of The Chapter Of Quincy Chapter 45, By The Addition Of Section 145 Imposing A Municipal Cannabis Retailers’ Occupation Tax.
