Adams County Board Executive Committee met June 3. 

Here is the minutes as provided by the committee:

The Adams County Board Executive Committee held the regularly scheduled meeting in the County Board Room at 507 Vermont Street, Quincy, Illinois, on June 3, 2019.


The following members were present:

R. Kent Snider

Bret Austin

Ryan Niekamp

Rebecca Weed

Others present:

Gary Farha, States Attorney

Todd Eyler, First Assistant States Attorney

Sue Hester, Executive Assistant

Chuck Venvertloh, County Clerk/Recorder

The meeting was called to order at 5:32 p.m. by Chairman Kent Snider.

Mr. Niekamp made a motion to approve the May 14, 2019 meeting minutes. Mr. Austin seconded the motion.

The meeting minutes were approved.

Mrs. Hester presented a summary of policies to address for clarification in the draft employee handbook. The committee discussed presenting the handbook to the department heads at the next department head meeting and having Gary’s office look it over for legal review. Then sharing the handbook with the union business representatives during the negotiations this year. The effective date to publish for employees is proposed for January 1, 2020.

The committee discussed the negotiating team for the union contracts to include Todd Eyler, Sue Hester, and Bret Austin or any other Executive Committee member that wants to attend.

Mr. Snider asked the committee to review options for a title change for Mrs. Hester’s position. Her title as Executive Assistant to the County Board was changed to Director of Administrative Services with the approval of the members present.

Mr. Austin explained to the committee that he read over the County’s 2017-2018 audit, and it is essentially a repeat from the last few years. The County is eating through its reserves, and overall cash flow is being dragged down by the Ambulance budget. He is meeting with several department heads later this week to discuss budget impacts from the new Circuit Clerk fees becoming effective July 1, 2019.

Mr. Niekamp made a motion to adjourn the meeting. Mrs. Weed seconded the motion. Mr. Snider adjourned the meeting at 7:01 p.m.
