Adams County Board Executive Committee met May 6.

The Adams County Board Executive Committee held their regular meeting in the ROE room at 507 Vermont Street, Quincy, Illinois, May 6, 2019.

The meeting was called to order at 5:34 p.m. by Chairman Kent Snider.
Speaker
Ms. Ann Ballesteros attended the meeting to discuss the open grievances over moving payroll from the County Clerk’s office to the County Board office. She stated she has been in contact with David Penn [legal representative for Adams County] and Sue Hester to discuss new job responsibilities be added to the County Clerk’s office for additional $1-2 per hour in lieu of the Payroll Clerk duties that previously existed. She is asking that the new position be bid based on seniority, and the County’s position has been to not want the position based on seniority. She states that while historically, positions that pay extra are not based on seniority, she does not feel this situation can be merit-based because this is a unique position. She is willing to “buy” the position as a seniority position, taking the original offer down from an additional $2.00/hour to $1.50/hour extra. She also expressed that she wants the position to go into the contract during this year’s negotiation, and not treat it as an MOU. Lastly, she brought up Article 6 of the current contract, that all new positions must go through the Illinois Labor Relations Board, and she will have to check with her parties to figure out if we can move forward with the new position. She thanked the committee for having her, expressing that she wanted them to hear her side directly from herself.
Mr. Austin stated that the information disseminated to the committee from Sue Hester was exactly as she stated. Mr. Austin thanked her for her time.
PACE Program
Mr. Austin noted that the work on the PACE program has been postponed another week.
New Business
Discussion about 911 Board Setup – Mr. Niekamp informed the committee that he and Bret Austin had an appointment Wednesday, May 8, to visit Jill Tracy in Springfield to discuss the makeup of the ETSB board. They will discuss possible
Mr. Austin made a motion to go into executive session to discuss personnel. Mr. Niekamp seconded the motion. The committee went into executive session.
Executive Session
Mr. Austin made a motion to come out of executive session and return to regular session. Mr. Niekamp seconded the motion. The committee returned to regular session.
Mr. Niekamp stated to the committee that the Legislative & Judicial Committee will work on a Code of Conduct for County Board members to add to the Adams County Code.
Mr. Niekamp made a motion to adjourn the meeting. Mrs. Weed seconded the motion. Mr. Snider adjourned the meeting at 6:35 p.m.
