Adams County Board Legislative & Judicial Committee met May 7.

Here is the minutes provided by the committee:

The Adams County Board Finance Committee held their regular meeting in the Adams County Board Room at 507 Vermont Street, Quincy, Illinois, April 8, 2019.

The following members were present: Ryan Niekamp

Theresa Bockhold

Raquel Piazza

Todd Deusterhaus

Others present:

Todd Eyler, First States Attorney Sue Hester, Executive Assistant Lori Geschwandner, Circuit Clerk Todd Nelson, Public Defender Wendy Venvertloh, Court Services

The meeting was called to order at 7:00 p.m. by Ryan Niekamp.

Bills:

The committee reviewed bills and stamped as “Checked.” Mr. Niekamp asked Mrs. Venvertloh to speak to Aaron Arnold at the Juvenile Detention Center regarding bills that have been submitted with a lost receipt voucher, commonly for Walmart or Sams Club. He stated this has been happening more and more as of late, and requests they work to resolve the problem.

Minutes:

Mrs. Bockhold made a motion to approve the minutes from the March meeting. Mrs. Piazza seconded the motion. The March minutes were approved.

Mrs. Bockhold made a motion to approve the minutes from the April meeting. Mrs. Piazza seconded the motion. The April minutes were approved.

New Business

a. Firework Permit – Request from Point D’Vine, LLC for approval of a fireworks permit for May 25, 2019 for a Wedding Event held at Point D’Vine, 276 Highway 57, Quincy.

i. Mr. Niekamp made a motion to approve the firework permit. Mrs. Piazza seconded the motion. The permit was approved. b. Liquor License

i. Resolution adopting Ordinance Number 2019-05-111-006 for the approval of a Retail Liquor Dealer’s Licenses on file in the County Clerk’s Office for the period of July 1, 2019 through December 31, 2019.

i. Mr. Niekamp made a motion to approve the resolution. Mrs. Bockhold seconded the motion. The resolution was approved.

ii. Request from Adams County Fair Association for a Seven-Day Liquor permit for the Adams County Fair to be held July 24, 2019 through July 30, 201 at the Adams County Fairgrounds.

i. Mr. Niekamp made a motion to approve the permit. Mrs. Bockhold seconded the motion. The permit was approved.

iii. Request from Adams County Fair Association for a One-Day Liquor permit for June 1st for a Fundraising Event to be held at the Adams County Fairgrounds.

i. Mr. Niekamp made a motion to approve the permit. Mrs. Bockhold seconded the motion. The permit was approved.

iv. Request from St. Anthony Church for a One-Day Liquor permit for the St. Anthony Parish Picnic to be held July 20, 2019 at the parish grounds at 2223 St. Anthony Road.

i. Mr. Niekamp made a motion to approve the permit. Mrs. Bockhold seconded the motion. The permit was approved.

c. County Code

i. Mileage reimbursement for County Board members – The committee discussed changing the language in the County Code 1-11-1, to reflect that County Board members can only be reimbursed for mileage when traveling outside Adams County.

i. Roll call vote – 3 yes (Ryan Niekamp, Raquel Piazza, Todd Deusterhaus), 1 no (Theresa Bockhold). The Code change was approved.

ii. Vehicle Allowance – The committee discussed County Code 1-13-7 Vehicle Allowance. Mr. Niekamp made a motion to table this discussion indefinitely. Mr. Deusterhaus seconded the motion. Mr. Deusterhaus questioned if the individuals receiving the vehicle allowance are also using the county gas pumps. Mr. Niekamp did not know, but he was pretty certain they are not. The discussion was tabled indefinitely.

d. Mr. Niekamp mentioned that the Executive Committee would like for the Legislative & Judicial Committee to establish a County Board Code of Conduct. Mrs. Venvertloh stated that for Court Services they have one and she would be happy to share with this committee the language.

Mr. Niekamp made a motion to adjourn the meeting. Mrs. Bockhold seconded the motion. Mr. Niekamp adjourned the meeting at 7:30 p.m.
