City of Quincy City Council will meet on Monday, April 29.

Here is the agenda provided by the council:

PETITIONS

Ward 4 By Penny Roberts, AirMedCare Network, requesting permission to land the Air Evac Helicopter at the Crossing South Parking Lot on May 2nd, from 10:00 a.m. to 11:00 a.m. and 2:00 p.m. to 3:00 p.m. for “Transportation Day Crossing School”. The Quincy Fire Department will handle the securing of the landing zones during landing and takeoff.

Ward 3 By Penny Roberts, AirMedCare Network, requesting permission to land the Air Evac Helicopter at the Quincy Mall on May 19th, from 1:00 p.m. to 3:00 p.m. for an EMS Days. The Quincy Fire Department will handle the securing of the landing zones during landing and takeoff.

Ward 3 By Instant Replay, 2739 Chestnut, requesting to have live music in the beer garden on Saturday, May 4th from 8:00 p.m. to 11:00 p.m.

REPORTS OF THE PLAN COMMISSION

Ward 5 Recommending approval of a one-lot subdivision of property at 1305 South 36th Street under the “small tracts” provision of the subdivision ordinance.

Ward 4 Recommending approval of an ordinance granting a special permit for a planned development for properties at 2032 and 2034 Broadway as requested, subject to the five conditions Request to Speak

Written request to speak under suspended rules by Don Crim, 2069 Vermont, regarding the planned development at 2032-34 Broadway.

Ward 3 Recommending approval of a special permit for a planned development to allow the sale of alcoholic beverages on property at 229 N. 48th.

Written request to speak under suspended rules by Joseph Principe, 517 N. 27th, in support of the planned development at 229 N. 48th.

NOTICE OF PREHEARING

Notice of prehearing conference by the Illinois Commerce Commission on its own motion vs. Ameren Illinois Co. d/b/a Ameren Illinois on a petition pursuant to Rider QIP of Schedule of rates for gas service to initiate a proceeding to determine the accuracy and prudence of qualifying infrastructure investment in the office of the Commission, Springfield, IL on May 3rd at 10:00 a.m.

RESOLUTIONS

Resolution Authorizing Demolition of 513 Sycamore and 626 Oak. (To Miller Construction Co. in the amount of $31,150.)

Central Services Director and the Central Services Committee recommending approval of the low responsible quote of Quincy Mack in the amount of $3,400 for the replacement of the EGR Cooler on Garbage Truck #53.

Resolution that desires to commit the fiscal year end 2019 unspent, unencumbered budget balance of the General Fund Police Department and the General Fund Fire Department unspent funding will be committed as fund balance during the 2019 tax levy calculation which will reduce the amount to be levied through property tax for this one year toward the specific purpose of funding the police and fire pensions.

Utilities and Engineering Director recommending approval of a Letter of Intent, on behalf of the City of Quincy, be signed to participate in a joint agreement with the Illinois Department of Transportation for the proposed improvement of Illinois Highway 57 (3rd Street) from the intersection of Maine Street to the south of Marblehead.

Chief of Police and Police Aldermanic Committee recommending approval for the West Central Illinois Criminal Justice Council and the Quincy Police Department to remain an active participant and the annual fee of $9,250 be paid.

Chief of Police and Police Aldermanic Committee recommending approval to pay the fees for digiTICKET software maintenance to Saltus Technologies of Tulsa , OK, in the amount of $5,655.00.

Chief of Police and Police Aldermanic Committee recommending approval to pay the Warriors Rest Foundation $6,169.49 for peer support training. The police department received donations to pay for the total amount of the training and the money was placed in the Quincy Police Department donation account.

Chief of Police and Police Aldermanic Committee recommending approval that we purchase liability policy management services in the amount of $12,000 from Lexipol LLC., Irvine, CA.

ORDINANCES

Adoption of an ordinance entitled:

An Ordinance Amending Article II (Hotel Operators Tax) Of Chapter 45 Of The Municipal Code Of The City Of Quincy. (includes homestay, private room, vacation rental)

An Ordinance Amending Chapter 40 Boards And Commissions Of The Municipal Code Of The City Of Quincy. (adds Quincy Public Arts Commission)

First reading of an ordinance entitled:

Ward 4 An Ordinance Granting A Special Use Permit For a Planned Development. (2032, 2034 Broadway, allow commercial use in the C1A District and the C1B District.)

REPORT OF FINANCE COMMITTEE REQUEST TO SPEAK

Written request to speak under suspended rules by Mecki Kosin, 5833 Ellington, regarding airport issues and flights to Chicago vs. St. Louis.
