City of Quincy City Council met July 9.

Here is the minutes provided by the Council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.

The following members were physically present:

Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Rein, Lepper, VanCamp, Reis, Heinecke. 13. Absent: Ald. Holtschlag. 1.

Ald. Reis moved Alderman Holtschlag be excused from this meeting. Motion carried.

The minutes of the regular meeting of the City Council held July 2, 2018, and the Town Business minutes of June 11, 2018, were approved as printed on a motion of Ald. Havermale. Motion carried. Legal Counsel: Corporation Counsel Lonnie Dunn.

Ald. Heinecke moved the City Council sit as a Town Board. Motion carried.

TOWN BUSINESS

The City Clerk and Ex-Officio Town Clerk presented and read the following:

Report Of The Quincy Township Supervisor For General Assistance For The Month Of June, 2018.

We the undersigned auditing committee to which were referred the above bills respectfully report it has examined same and recommend their payment.

Ald. Heinecke, seconded by Ald. Bauer, moved the report be received and vouchers be issued for the payment of disbursements and administrative bills for the various amounts, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

Ald. Heinecke, seconded by Ald. Bauer, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

The meeting resumed its sitting as a City Council on motion of Ald. Havermale.

PETITIONS

By Amy Stevens requesting consideration for a special permit for a planned development to build an addition onto the west side of the building and to register the bakery use and a second living unit as a non-conforming uses on property at 1627 College Ave. presently zoned R1C.

Ald. Bauer moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Cheryl Williams, Bella Ease Corp., requesting consideration for a special permit for a planned development to operate an administrative office on property at 1201 N. 12th presently zoned R1C.

Ald. Entrup moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Delbert Scott, Kansas Christian College, requesting consideration for a special permit to register the present church use as a non-conforming use on property at 700 S. 21st presently zoned R1C.

Ald. Sassen moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Quincy Medical Group requesting consideration for a special permit for a planned development to install directional and other signage on properties at 1005 Maine, 1118 Hampshire and 1125 Hampshire presently zoned D4.

Ald. Henicke moved the petition be received and referred to the Plan Commission for study and to report back. Motion carried.

By Adams County Farm Bureau Foundation requesting permission to conduct a raffle and have the bond requirement waived from July 9th to August 9th. The City Clerk recommends approval of the permit.

Ald. Havermale moved the prayer of the petition be granted. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy is committed to improving the quality of life of its residents and elimination of blight;

and

WHEREAS, the City of Quincy has established a program to address unsafe and dangerous buildings; and WHEREAS, the Department of Planning and Development annually prepares a list of unsafe properties, and seeks authorization to demolish, repair, enclose and/or remediate, pursuant to City of Quincy Ordinance 9196; and

WHEREAS, the Director of Inspection & Enforcement has reviewed building conditions of twenty (20) substandard structures and determined that said structures constitute a hazard to the public health, safety and welfare; and WHEREAS, the Department of Planning and Development proposes a new list of dangerous and unsafe properties for 2018.

NOW, THEREFORE, BE IT RESOLVED as follows:

That the Department of Planning and Development shall take all necessary action, including commencing of proceedings under Division 21 (Unsafe Property) of Article XI (Corporate Powers and Functions) of the Illinois Municipal Code (65 ILCS 5/1-1-1 et. Seq) to demolish, repair enclose or remediate the list of buildings, attached as “Resolution Exhibit 1”. This Resolution shall be in full force and effect from and after its passage, as provided by law.

Ald. Bauer moved for the adoption of the resolution, seconded by Ald. Entrup, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the Department of Utilities requires the purchase of curb boxes and stainless steel curb box rods for the installation and repair of water services; and,

WHEREAS, the Department of Utilities recently requested quotes for the purchase of the curb boxes and stainless steel curb box rods; and,

WHEREAS, the following quotes were received: Core & Main Washington, Illinois $5,375.00 IMCO Utility Supply Co. Springfield, Illinois $4,612.50

WHEREAS, the quotes have been reviewed by the Director of Utilities and Engineering and found to be acceptable; and,

WHEREAS, funding for this purchase is available in the 2018/2019 fiscal year budget; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recom- mend to the Mayor and City Council that the low quote from IMCO Utility Supply Company of Springfield, Illinois, in the amount $4,612.50 be accepted.

RESOLUTION

WHEREAS, the City of Quincy owns the Waste Water Treatment Plant and is required by the Illinois Environmental Protection Agency to be permitted for the discharge of treated municipal and industrial effluent and storm water; and,

WHEREAS, the City of Quincy is required to renew the National Pollutant Discharge Elimination System (NPDES) Permit annually; and,

WHEREAS, the City of Quincy has received an invoice from the Illinois Environmental Protection Agency in the amount of $72,500 for the renewal of this permit; and,

WHEREAS, funds are available in the 2018/2019 fiscal year budget for the permit renewal; now,

THEREFORE BE IT RESOLVED, that the Director of Utilities and Engineering and the Utilities Committee recommend to the Mayor and City Council that the invoice in the amount of $72,500 from the Illinois Environmental Protection Agency for the renewal of the NPDES Permit be approved for payment.

RESOLUTION

WHEREAS, the public, including criminals are using mobile electronic devices for communications and data storage;

and

WHEREAS, the Quincy Police Department has a critical need to obtain evidence and information from such devices when they are legally seized during an investigation; and

WHEREAS, the Quincy Police Department has equipment and an investigator trained to obtain this evidence from phone; and

WHEREAS, advanced training and equipment sometimes is needed to complete this process; and

WHEREAS, Mobile Device Investigations Program (MDIP) is designed to provide investigators with basic training necessary to complete a logical acquisition of digital evidence from mobile devices; and

WHEREAS, The Federal Law Enforcement Training Center provides the MDIP Forensic Analysis training and equipment/software at a cost of $8,233.00 for the course, which is held in Glynco, Georgia; now

THEREFORE BE IT RESOLVED, the Chief of Police and the Police Aldermanic Committee recommend to the Mayor and City Council that the Police Department be granted authority to purchase training from the Federal Law Enforcement

Training Center in the amount of $8,233.00.

ORDINANCE

Adoption of an ordinance entitled: An Ordinance Granting A Variation From Zoning Regulations. (4800 Maine, allow the number of ground-mounted signs to be increased from 1 sign to 3 signs, and to allow the areas of the ground-mounted signs to be increased from 32 sq. ft. to 48 sq. ft. for two signs, and from 32 sq. ft. to 105 sq. ft. for a third sign.)

Ald. Bauer moved the adoption of the ordinance, seconded by Ald. Bergman, and on a roll call each of the 13 Aldermen voted yea, with 1 absent.

The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

ORDINANCE

Second presentation of an ordinance entitled: An Ordinance Amending Chapter 162 (Zoning) Of The Municipal Code Of The City Of Quincy (2015). (Amend: Obstruction of Ingress/Egress of a Dwelling, Commercial uses, Towers/Antennas/ Flag Poles, Living in Basement, Yard requirements, Accessory buildings.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (RU1 to M1, 100 N. 63rd Street and the unaddressed 3.78-acre parcel adjacent on the north.)

Ald. Havermale moved the ordinance be read by its title, seconded by Ald. Ernst. Motion carried. The City Clerk read the ordinance by its title.

ORDINANCE

First presentation of an ordinance entitled: An Ordinance Granting A Special Use Permit For A Planned Development. (1705 Harrison St., automobile service, package liquor sales, liquor sales by the drink.)

Ald. VanCamp moved the ordinance be read by its title, seconded by Ald. Reis. Motion carried.

The City Clerk read the ordinance by its title.

Ald. Reis moved the requirements of Section 32.31 of the Code of the City of Quincy be waived and the ordinance

adopted, seconded by Ald. VanCamp, and on the roll call each of the 13 Aldermen voted yea, with 1 absent. The Chair, Mayor Kyle A. Moore, declared the motion carried and the ordinance adopted.

Ald. Farha seconded by Ald. Sassen, moved the reports be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

REQUEST TO SPEAK

Written request to speak under suspended rules by Richard Wagner, 526 Edgewood Drive, regarding if Quincy drills for groundwater.

Rules Suspended

Ald. VanCamp moved the rules be suspended at this time to hear from the above individual. Motion carried.

Richard Wagner, 526 Edgewood Drive, has concerns if Quincy drills for groundwater. He stated, the city and all dwellings and businesses that use the water will see a significant change in the maintenance of any of their equipment that uses water, due to hard water. A water softener can be installed in every building that uses water with a cost between $400-$600 in homes and much greater for a high-volume business such as hotel/motel. Quincy lives over a great limestone deposit that can create a very hard water situation. He asked, if a well is drilled first, have the water tested for hardness before committing to putting the entire city to use it. He had a handout for the City Council.

Ald. Havermale moved the rules be resumed. Motion carried.

MOTION

Ald. Reis moved to allow the Quincy Notre Dame Football Committee to stencil their logo on Jackson, 8th to 12th, sometime in early August. They are requesting 30 traffic cones and to purchase yellow paint from Central Services. Motion carried.

The City Council adjourned at 7:43 p.m. on a motion of Ald. Havermale. Motion carried.
