City of Quincy City Council met July 23.

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Kyle A. Moore presiding.
The following members were physically present:
Ald. Goehl, Entrup, Bergman, Bauer, Ernst, Havermale, Farha, Sassen, Lepper, Heinecke, Holtschlag. 11.
Absent: Ald. Rein, VanCamp, Reis. 3.
Ald. Holtschlag moved the absent Aldermen be excused from this meeting. Motion carried.
The minutes of the regular meeting of the City Council held July 16, 2018, were approved as printed on a motion of Ald. Ernst. Motion carried.
Legal Counsel: Corporation Counsel Lonnie Dunn.
The City Clerk presented and read the following:
PETITIONS
By Salem Evangelical Church, 9th & State, requesting 9th St. be closed from State to Kentucky on September 9th from 9 a.m. to 3:00 p.m. for a church picnic. Barricades needed.
Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
By the Salvation Army requesting to close 5th Street from Broadway to Spring on August 20th from 2:00 p.m. to 8.30 p.m. for a block party. Barricades needed.
Ald. Holtschlag moved the prayer of the petition be granted and the proper authorities notified. Motion carried.
A revocable permit application for encroachment of city right-of-way from Full Service Roofing, 822 Hampshire, requesting permission to place an accessible ramp that meets the requirements of the Americans with Disabilities Act (ADA) in front of business. The Utilities and Engineering Director presents this request subject to seven conditions.
Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.
A revocable permit application for encroachment of city right-of-way from the District requesting permission for businesses to place items for sale on City sidewalks for the District’s annual sidewalk sales between Front and 12th Streets, Broadway to State Streets, each Saturday in August (August 4th, 11th, 18th and 25th) during normal business hours. The Utilities and Engineering Director presents this request subject to five conditions.
Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.
PROCLAMATION
By Kyle A. Moore proclaiming the week of July 23rd – 27th as “Illinois Municipal Treasurer’s Week”. Ald. Sassen moved the proclamation be received and filed. Motion carried.
RESOLUTION
WHEREAS, the City of Quincy owns and operates Quincy Regional Airport, Baldwin Field; and
WHEREAS, the Quincy Regional Airport requires liability insurance for incidents at the airport; and
WHEREAS, by Resolution dated July 22, 2016, liability insurance was approved to be acquired from QBE North
America through Cason, Huff and Schlueter for a three year period; and
WHEREAS, the third-year renewal is due in the amount of $8,211.00; now
THEREFORE BE IT RESOLVED, the Aeronautics Committee and the Director of Administrative Services recom-
mend to the Mayor and City Council the payment of $8,211.00 for the third-year renewal. John “Skip” Bright Director of Administrative Services

RESOLUTION
WHEREAS, the City of Quincy Information Technology Department has the responsibility of maintaining the network infrastructure and telecommunications used by all city departments; and,
WHEREAS, radio communication circuit costs have increased 200% in the last several years; and,
WHEREAS, the Information Technology Department has worked with the City’s radio supplier on changing the radio communication infrastructure in order to save on yearly telecommunication circuit costs; and,
THEREFORE BE IT RESOLVED, the Technology Committee and the Director of Information Technology recommend to the Mayor and City Council that the normal bidding requirements be waived and the quote from GEM Electronics of Quincy Inc., be accepted for $7,100.00 for radio telecommunication equipment. RESOLUTION
WHEREAS, The City Council adopted the Quincy Next Strategic Plan in March; and
WHEREAS, In April the City Council approved establishing the Quincy Next Development Commission and in May appointed the Commission members; and
WHEREAS The Quincy Next Strategic Plan includes over 100 strategies the City should consider implementing; and
WHEREAS, there is a need for a consultant to facilitate the strategic planning implementation process with the Commission, elected leaders and partnering organizations; and
WHEREAS, there is a need to facilitate community outreach and public interaction in the strategic planning implementation process; and
WHEREAS, there is a need to use electronic media to solicit public input and to keep stakeholders and the public apprised of the strategic planning process.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a contract with meSTRONG Inc., for $20,000 to provide facilitation services in the implementation of the Quincy Next Strategic Plan.

Maggie Strong, meSTRONG Inc., 2105 Prairie Ave, shared a brief reminder of why we are working on the Quincy Next Strategic Plan and what it is all about.

MOTIONS
Ald. Bauer referred to the Traffic Commission the possibility of a “4-Way Stop” at 17th and College. Motion carried.
Ald. Bauer moved to allow Quincy University to paint their QU Hawk emblem on the street at Chestnut, 18th to 20th, Oak, 18th to 20th, 18th, Oak to Chestnut, and 20th, Oak to Chestnut. Motion carried.
Ald. Sassen moved to allow Q’s be painted on the street starting at 36th and Maine to 48th and Maine. Motion carried.
Ald. Heinecke moved to grant permission to serve wine at the Quincy Public Library on Tuesday, July 31st, for Nancy Dolan’s retirement party. Motion carried.
The City Council adjourned at 7:35 p.m. on a motion of Ald. Havermale. Motion carried.
