CONSENT AGENDA

8. Petitions:
8a. By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quincy University/Mart Heinen Club from October 10, 2025 through February 1, 2026; Quincy Freedom Fest from October 11, 2025 through January 31, 2026 and The Quincy Museum from October 11, 2025 to December 14, 2025. The City Clerk recommends approval of the permits.
8b. By Conner Emrick requesting a Special Permit for Planned Development to allow for the operation of a landscaping company at 2126 South 12th Street to be referred to the Quincy Plan Commission, zoned R1A. Outside City Limits, near Ward 6
8c. By NLLC Investment, LLC for a Special Permit for Planned Development to construct a three-story, 50-unit senior living facility at a property without an address located along Maine Street adjacent to 101 South 48th Street to be referred to the Quincy Plan Commission, zoned C1A. Ward 3
8d. Revocable Permit for Encroachment of City right-of-way requesting permission for an overhead sign on property located at 501 Hampshire Street. The Engineering Manager presents this request subject to the following conditions: The overhead sign must not be larger than 3 foot wide by 5 foot tall. The sign must be located at least 10 feet above the sidewalk and structurally sound. The sign must be properly lit according to City Code. Proper permits must be obtained from the Department of Inspection & Enforcement prior to the installation of the sign. Ward 7.

12a. Director of Inspection and Enforcement, Director of Operations, and Central Services Committee presents for consideration the approval of the quote of $14,750 with trade-in of a 2004 Case backhoe ($10,850) for a total purchase price of $3,900.00 for 60” Toro Z-Master Lawn Mower.
13. Ordinance:
13a. Second presentation of an Ordinance entitled: An Ordinance Amending Sections 45.191, 45,194, & 45.195 Of Chapter 45 (Finance) Of The Municipal Code Of The City of Quincy of 2015 (Reduce the number of available LEGUP Grants from 4 to 2. Set the maximum amount for a LEGUP grant to $10,000 instead of the sliding scale).
