Adams County Board Transportation, Building & Technology Committee met Aug. 12.
Here are the minutes provided by the committee:
Meeting Convened at 6:00 PM.
Members Present: Dave Bellis, David McCleary, Joe Zanger and Russ Hinkamper
Members Absent: Timothy Siemer
Others in Attendance: Todd Eyler, Jim Frankenhoff, Terry Bower, Christa Holtman and David Hochgraber
The meeting was called to order by Chairman Dave Bellis. The meeting began with the approval of bills, followed by a motion to approve the minutes from the July 15, 2025 meeting. The motion was seconded and approved by the committee.
Brittney Krebsbach with Pivot Energy presented updates to the committee on the solar project. They requested to do credit verses a bond to make the county feel better. There is one neighbor to the Southeast she is still working with for screening options. Pivot paid an archeologist to inspect for Native American artifacts and got the okay from them. They moved the viewshed from 75 ft off Ghost Hollow Road to over 300 feet and also added more screening. She discussed the donation that would be made to a local 501(c)3 organization for around $17,000. They will be having sheep grazing to take care of the landscaping. She discussed savings it would bring to local pockets.
Mr. Hinkamper asked where the closest house would be and she stated it would be 150 feet away and the rest are about 300 feet. Mr. Hinkamper asked how many houses are within ½ mile and she thought maybe dozens. She stated there were 15 homes within the 1000 feet mark that they use to invite homeowners to the meetings they have held. They discussed the closest home to the site. Mr. Zanger stated he will be voting no because he believes there will be new legislation that will come through and there could be reform. He believes they need to make a precedent of some sort. Mr. Hinkamper asked Mr. Zanger about zoning and if he believes it tells property owners what they can do with their property, which Mr. Zanger agreed. Mr. Hinkamper stated that this is implementing zoning on these property owners who own the land that solar farms are going on. Mr. Zanger stated he has issues when the owner’s choices impede neighboring properties and their value.
The Information Technology Department provided an update on the Jacksonville ROE and the support they provide for them. He reported that the HVAC project has absorbed their usual electric company which is putting some of their projects behind and he has reached out to another company so they can get caught up.
Courthouse Maintenance reported the HVAC project is going well. Mr. Bower reported that a toilet dripped into a Judge’s office on a ceiling tile on the floor below which maintenance reported was fixed within hours. There were pictures taken and posted for complaints about mold.
The County Highway Department reported on various ongoing projects. He reported they’ve had a bad past couple weeks on equipment. He updated the committee on various other county projects.
The committee discussed the following resolution:
a. 2025-07-501-019 – Resolution granting a Special Use Permit to CF IL Solar Ghost Hollow Road, Quincy LLC, a wholly owned subsidiary of Pivot Energy for the constructions and operation of a 3.4 MWAC Commercial Solar Energy Facility in Melrose Township.
Mr. Eyler stated that they do not need to vote on this resolution again. He stated somebody at the County Board meeting will have to motion to have it reconsidered.
The committee reviewed the following bill during bill approval.
a. Peters Air Pay App #4 for $327,787.36
The committee set a public hearing for September 17th at 6:00 PM.
