CONSENT AGENDA
(All items under the Consent Agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.)
8. Petitions:
8a. Special Event Application requesting permission to hold the annual St. Peters Parish Picnic on Friday, August 22nd and Saturday, August 23rd between the hours of 4:00 pm. and 12:00 a.m. (midnight) at 2600 Maine Street with live music until 12:00 a.m. (midnight). The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. Ward 4
8b. Special Event Application requesting permission to hold the Pride in the Park on Sunday, September 21st, from 12:00 p.m. (noon) until 6:00 p.m. in Clat Adams Park. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. Ward 7
8c. Special Event Application requesting permission to hold the annual Glow Row on Saturday, September 27, 2025 in Washington Park and requests the closure of Maine Street, 4th to 5th Streets between the hours of 12:00 p.m. (noon) and 10:30 p.m. on the day of the event. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. Ward 7
9. Monthly Reports
10. Reports of the Quincy Plan Commission:
10a. Recommending APPROVAL and the Drafting of an Ordinance for a Special Permit for Planned Development to allow for the operation of a floral shop and design studio at 601 South 22nd Street with the following conditions: 1) The hours of operation shall be 9:00AM-6:00PM Monday-Saturday, 2) All customers shall park in the off-street parking stalls available on the property, 3) One parking stall shall be marked as ADA-accessible with signage/painting. Ward 4
10b. Recommending APPROVAL and concurrence of a Special Use Permit to construct a hotel with a rooftop bar and restaurant at 200 Maine Street that exceeds the maximum height of the east elevation of a structure constructed west of 3rd Street in the D3 Zoning District. Ward 7
10c. Recommending APPROVAL and concurrence of the proposed expansion of the Driftwood Campground and RV Park by pouring 13 new RV pads without any construction of new infrastructure or structures near 2300 Bonansinga Drive, which is located in a C3 (Planned Commercial) Zoning District. Ward 7
11. Resolutions:
11a. Chief of Police recommending approval of an annual fee to be paid to STARCOM21- Motorola Solutions in the amount of $13,572.00 for the radio network.
11b. Chief of Police recommending approval to pay Frontline Public Safety Solutions, Tampa, FL, $8,982.60 for various technology modules tailored to public safety agencies.
11c. Public Works Director, Central Services Director, and the Central Services Committee recommending approval of the low quote in the amount of $9,760.00 from Altorfer Cat of Quincy, IL for the purchase of a 36” Blue Diamond Brush Cutter.
11d. Resolution authorizing a Memorandum of Agreement between the City, Ameren Illinois, & Reach Strategies with the amount of $75,000 provided by Ameren Illinois.
REGULAR MEETING
12. Resolutions:
12a. Chief of Police recommending approval of a new agreement for service for three Quincy Police Department School Resource Officers for the 2025-26 school year to continue a successful partnership between the Quincy Police Department and the Quincy Public Schools. The Quincy Public Schools will pay fifty-five percent.
12b. Resolution Authorizing Participation in the National Opioid Settlements.
12c. Public Works Director of, Central Services Director, and the Central Services Committee recommending approval of the quote in the amount of $218,599.00 from Altorfer Cat of Quincy, IL for the purchase of a Caterpillar 926 14A wheel loader.
12d. Police Chief and the Director of Human Resources recommending approval of the Quincy Police Benevolent and Protective Association Labor Committee Local Unit 12 Patrol Officers and Supervisors Chapter contract concerning terms and wages for the term of May 1, 2025, through April 30, 2027.

13a. Adoption of an Ordinance entitled: An Ordinance Amending Section 162.194 (Designation Of Landmarks) Of Chapter 162 (Zoning Regulations) Of Title XV (Land Usage) Of The Municipal Code Of The City Of Quincy Of 2015. (1515 Jersey) Ward 4
13b. Second presentation of an Ordinance entitled: An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedule) Of The Municipal Code Of The City Of Quincy Of 2015) (Remove 2-hour parking on the north side of Maine Street from N. 28th Street to N. 30th Street.) Ward 3
13c. Second presentation of an Ordinance entitled: An Ordinance Granting A Variation From Zoning Regulations. (501 Hampshire, Allow the installation of a projecting sign that is higher than 15 feet above the street grade.) Ward 7
