Adams County Board Transportation, Building & Technology Committee met June 10.

Here are the minutes provided by the committee:

Meeting Convened at 6:07 PM

Members Present: Dave Bellis, David McCleary, Joe Zanger, Russ Hinkamper

Members Absent: Tim Siemer

Others in Attendance: Todd Eyler, David Hochgraber, Carla Smith, Christa Holtman

The meeting was called to order by Chairman Dave Bellis. The meeting began with the approval of bills, followed by a motion to approve the minutes from the May 13, 2025 meeting. The motion was seconded and approved by the committee.

There was no public comment.

The Information Technology Department provided an update the city merger for IT. He stated the city hired a new director and that this was off the table. The fence project equipment is in and the wires and lines are almost all pulled. The courtrooms received a grant to get digital signage outside of each courtroom and the west side of the courthouse is getting digital signage as well. The Health Department is doing an agreement with Pathways Health Clinic who is moving their operation to the Health Department which requires IT services to move over as well. They are working with TMobile to see about combing all county cell phones into one plan as there are 8+ plans right now. This could bring a cost savings. The committee discussed different union contracts coming up.

Courthouse Maintenance sent an email report. The HVAC is moving along as well as the roofing project. June 19th will be a holiday for courthouse employees, so contractors will be working that day on bigger items of the HVAC project.

The County Highway Department reported on the various ongoing projects. Mr. Bellis asked about the tower and if they figured out the appraisal.

The committee discussed the following resolutions:

a. Resolution 2025-06-501-016- Resolution reporting bids and awarding the contract from the June 3, 2025 Township Bridge Program Fund letting for the construction of a bridge on a new alignment of North 1900th Ave. in Ursa Road District and authorizing the County Board Chairman to sign the contract.

Mr. McCleary made a motion to approve which was seconded by Mr. Hinkamper and approved unanimously by the committee.

b. Resolution 2025-06-501-017- Resolution approving a five-year contractual agreement for a Pavement Management System program with Applied Research Associates, Inc. of Champaign, IL, authorizing the County Board Chairman to sign the agreement and appropriating $199,900.00 from the County Matching Tax Fund to be paid out over the five-year term of the agreement. Mr. McCleary made a motion to approve which was seconded by Mr. Zanger and approved unanimously by the committee.

c. Resolution 2025-06-501-018- Resolution Authorizing the Transfer of Property Located in Part of the Northwest Quarter Of Section 4, Township 2 South, Range 8 West Of The Fourth Principal Meridian in the City Of Quincy, Adams County, Illinois

Mr. Zanger made a motion to approve which was seconded by Mr. McCleary and approved unanimously by the committee.

The committee reviewed the following bills during bill approval.

1) Architechnis Pay App #10 for $10,621.20

2) Peters Air Pay App #2 for $321,751.43

3) Full Service Roofing and Remodeling INC Pay App #1 for $200,633.47

No executive session was required.

The meeting concluded with closing remarks and a motion to adjourn, which was seconded and approved. Meeting adjourned at 6:55 PM. The next meeting is scheduled for July 15, 2025.
