CONSENT AGENDA
(All items under the Consent Agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.)
9. Petitions:
9a. Special Event Application requesting permission to close 20th Street between Spruce and Sycamore Streets to accommodate special game day parking for Quincy University home football games on the following dates and times:
Thursday, August 28th – 1:30 p.m. to 7:30 p.m.; Saturday, October 4th – 11:00 a.m. to 4:00 p.m.; Saturday, October 25th – 9:00 a.m. to 2:00 p.m.; Saturday, November 1st – 1:30 p.m. to 7:30 p.m.; Saturday, November 15th – 9:00 a.m. to 2:00 p.m.
The applicant has submitted all required documentation and approval is recommended by the Department of Utilities & Engineering. Ward 2
9b. Special Event Application requesting permission to hold “Feast in the Heart of Quincy” on Sunday, September 14th from 4:00 p.m. until 9:00 p.m. on Hampshire Street between 6th and 7th Streets. They request closure of Hampshire Street, 6th to 7th Streets from 8:00 a.m. through 9:30 p.m. on the day of the event and that the City provides barricades and “No Parking” signs.
The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. Ward 7
9c. Special Event Application requesting permission to hold a street concert on Saturday, August 16, 2025, between the hours of 6:00 p.m. and 12:00 a.m. (midnight) on 6th Street between Maine and Hampshire Streets. They request closure of North 6th Street, Maine to Hampshire Streets; Intersection of 6th and Maine Streets; Intersection of 6th and Jersey Streets; Parking Lot I and Jail Alley from 12:00 p.m. (noon) through 12: 00 a.m. (midnight) on the day of the event and that the City provides barricades and “No Parking” signs.
The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering. Ward 7
9d. Special Event Application requesting permission to hold Oktoberfest on Saturday, September 27, 2025, between the hours of 12:00 p.m. (noon) and 10:00 p.m. on York Street between 9th and 10th Streets. They request the closure of York Street, 9th to 10th Streets and South 10th Street, York Street north to the alley from 4:30 p.m. on Friday, September 26th through 10:00 p.m. on Saturday, September 27th and that the City provide barricades.

9e. Special Event Application requesting permission to hold an Inter-Club Party on Friday, August 1st through Sunday, August 3rd, on club-owned property immediately in front of the building located at 401 Bonansinga Drive. They will be blocking vehicle access to their property which will prohibit through traffic between Clat Adams and Kessler Parks for the duration of the event.

By Kathleen Helsabeck, Director of the Quincy Public Library, requesting to waive Section 111.096(a), Consumption and Possession of Alcoholic Liquor or Beverage on Public Streets, Alleys, Sidewalks, and Lots for the "Book It and Beer Summer Reading Party" at 526 Jersey Street, July 31st, from 5:30 p.m. - 7:30 p.m. Ward 7
10. Mayor’s Appointments:
Approval of appointments of Jon Hoover, Lena Jones and Tony Crane to the Quincy Public Library Board for a 3-year term.
11. Traffic Commission:
Recommending to rescind the 2-hour parking zone on the north side of Maine Street from North 28th Street to North 30th Street and have an ordinance drafted. Ward 3

13. Resolutions:
13a. Quincy Transit Lines Director, the Transit Advisory Committee, and the Comptroller recommending approval of a short-term loan limit of up to $600,000, as needed, from the General Fund to the Quincy Transit Lines to pay operating expenses.
13b. Information Technology Director and the Technology Committee recommending approval of the quote from SHI International Corp. in the amount of $15,000.00 for the annual renewal contract for the Cisco Duo multifactor authentication solution for 250 users.
13c. Resolution to execute a grant agreement with the Illinois Department of Transportation for reimbursement of operating expenses at the Quincy Regional Airport for Fiscal Year 2024.
13d. Resolution to execute a grant agreement with the Illinois Department of Transportation for reimbursement of operating expenses at the Quincy Regional Airport for Fiscal Year 2023.
13e. Resolution to execute a grant agreement with the Illinois Department of Transportation for reimbursement of operating expenses at the Quincy Regional Airport for Fiscal Year 2022.
13f. Resolution waiving the requirements of City Code Chapter 162.268(A)(2) to allow a mural to be painted on the northern wall of 114 North 6th Street.
13g. Resolution Approving Entry Into An Agreement For Insurance Coverage And Accepting The Quote For an Aviation Liability Policy.
