Quincy Park District Board of Commissioners met June 11.
Here are the minutes provided by the board:
ROLL CALL
Vice-President Holthaus called the meeting to order and upon the roll being called the following members were physically present at said location: Vice-President Barbara Holthaus, Commissioner David Grimm, Commissioner Alan Hickman, Commissioner Jarid Jones, and Commissioner Crabtree.
No Park Commissioner was permitted to attend the meeting by video or audio conference. Also in Attendance: Executive Director–Rome Frericks, Director of Parks–Matt Higley, Director of Business Services-Brian Earnest, Director of Marketing/Operations-Marcelo Beroiza, Director of Golf-David Morgan and Board Attorney-David Penn.
Members Absent: President Mark Philpot and Commissioner Cecil Weathers and Director Mike Bruns.
Vice-President Holthaus led the room in the Pledge of Allegiance.
CONSENT AGENDA
Vice-President Holthaus asked if there were any objections or changes to the May 14, 2025 Regular Board meeting minutes, or to the check register. Vice-President Holthaus announced they were approved by unanimous consent.
PUBLIC INPUT – None.
BOARD INFORMATION/EDUCATION -
Director Earnest stated this is the annual IMRF/Pension update included in the packet.
CORRESPONDENCE – None
VOLUNTEERS
Executive Director Frericks thanked the volunteers at the Nature Trails East and all of the baseball, softball and t-ball coaches.
EXECUTIVE DIRECTOR’S REPORT
Executive Director Frericks stated that he met with the Small Boat Harbor grant. They will be starting the dredge work on the 23rd and 24th.
DIRECTORS’ REPORTS
Director Higley reported that the Wavering Shelter is installed and electricians are running lines and block for the bathroom should start within the next week.
Director Earnest did not have anything to add to his report.
Executive Director Frericks stated the first movie in the park at Paul Dennis Complex was held on Friday and 150 attended. The Park District offers many free programs during the summer. Special Populations has three dances scheduled. Information is available on our website. Director Morgan reported they are getting ready for the Little Peoples Tournament. He stated that Rick Miles retired on May 30th, 2025 after 22 years of service.
Director Beroiza reported The United Way Day of Service several weeks ago with 120 volunteers from Knapheide, Blue Cross Blue Shield, and Clarity Healthcare. Nature Trails have been certified by the Association of Nature and Forest Park Therapy.
COMMISSIONER COMMITTEE REPORTS
Finance Committee- Vice-President Holthaus stated she submitted the meeting minutes from the Finance Committee meeting.
Quincy Park Foundation- Vice-President Holthaus stated that Josh Crabtree will be joining this Board.
Quincy City Planning- Commissioner Jones reported there was nothing that related to the Park District at their meeting.
Lorenzo Bull House- Vice-President Holthaus reported there was no meeting. She said the Dinner with the Bulls was a great fundraising event.
Quincy Riverfront Development- Commissioner Grimm did not have anything new to report. Personnel –Vice-President Holthaus did not have anything to report.
UNFINISHED BUSINESS- None.
NEW BUSINESS
Bid for South Park Apron, Sidewalk and Step Replacement: Recommended approval by Director of Parks- Commissioner Grimm suggested that the bricks be reset or incorporated into the steps instead of concrete steps.
COMMISSIONER GRIMM MADE A MOTION TO TABLE FOR ONE MONTH WHICH WAS SECONDED BY COMMISSIONER HICKMAN. UNANIMOUS. VICE PRESIDENT HOLTHAUS DECLARED THE MOTION CARRIED.
Request from Friends of the Lorenzo Bull House for the installation of two slate easels to be located in Lorenzo Bull Park: Information Only by Executive Director- Executive Director Frericks reported that the Friends of Lorenzo Bull House are requesting two easels to be placed on the sidewalk that connects the Lorenzo Bull House to the Quincy Arts Center. All costs will be paid by the Friends of the Lorenzo Bull House. This starts the 50-day public comment period. Final approval at the August 13th board meeting.
COMMISSIONER JONES MADE A MOTION TO SUSPEND THE RULES WHICH WAS SECONDED BY COMMISSIONER CRABTREE. UNANIMOUS. VICE-PRESIDENT HOLTHAUS DECLARED THE MOTION CARRIED.
Discussion was held about the easels and their installation.
COMMISSIONER JONES MADE A MOTION TO RETURN TO THE REGULAR SESSION WHICH WAS SECONDED BY COMMISSIONER HICKMAN. UNANIMOUS. VICE-PRESIDENT HOLTHAUS DECLARED THE MOTION CARRIED.

ADJOURNMENT
With no other business to discuss at 6:27 P.M., COMMISSIONER JONES MADE A MOTION, SECONDED BY COMMISSIONER GRIMM TO ADJOURN THE MEETING. UNANIMOUS. VICE PRESIDENT HOLTHAUS DECLARED THE MOTION CARRIED. Meeting adjourned.
