7. Petitions:
7a. By Quincy Notre Dame High School requesting permission to conduct a raffle and have the bond requirement waived from August 1, 2025 through June 30, 2026. The City Clerk recommends approval of the permit.
7b. Special Event Application for the Bubble Fun Run/Walk on September 13, 2025 with the closure of Vermont Street, 4th to 6th Streets; 6th Street, Maine to Vermont Streets and Maine Street, 6th to 20th Streets from 7:00 a.m. until 10:00 a.m. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities and Engineering. 7c. Special Event Application for the Quincy Freedom Fest on Friday, July 4th and Saturday, July 5th in Clat Adams Park with the closure of Front Street between Vermont and Hampshire Streets from 8:00 a.m. on July 4th through 11:00 p.m. July 5th. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities and Engineering. Ward 7

9. Resolutions:
9a. Engineering Manager and Central Services Committee recommending approval of an IDOT resolution for improvement under the Illinois Highway Code requesting to appropriate $350,000 of MFT monies funding for replacement of video detection systems at the following intersections: 3rd, 4th & 24th & Maine, 18th & 24th & Locust, 24th & Kochs Lane, 24th & Wisman Lanes and 36th & Harrison.
9b. Public Works Director, Engineering Manager, and Central Services Committee recommending the Mayor sign and enter the City into the Joint Funding Agreement with the Illinois Department of Transportation for the traffic signal improvements along Broadway between 12th and 38th Streets and recommending approval of an IDOT resolution for improvement under the Illinois Highway Code requesting to appropriate $300,000 of MFT monies for the improvements.
9c. Public Works Director, Engineering Manager, and Central Services Committee recommending approval of the proposal in the amount of $10,800.00 from Klingner and Associates, P.C. of Quincy, Illinois for topographic surveying services.
9d. Public Works Director, Engineering Manager, and Central Services Committee recommending approval of the low bid in the amount of $2,699,322.30 from Hood Construction of Rushville, IL for the College Ave., 4th to 8th Street Project.
9e. Public Works Director, Director of Central Services, and Central Services Committee recommending approval of the low bid in the amount of $81,038.70 from Prairieland FS, Inc. of Paloma, IL for the annual purchase of vehicle maintenance fluids.
9f. Resolution reauthorizing Bring Events To Quincy (BET on Q) Grant program & Legacy Events Program (LEGUP).

10a. An Ordinance Amending Title VII (Traffic Code) Of Chapter 81 (Traffic Schedules) Of The Municipal Code Of The City Of Quincy Of 2015. (Add: Prohibit northbound semi-trucks on North 12th Street from making right hand turns onto Broadway at the intersection of 12th and Broadway.) Wards 2 & 7
10b. An Ordinance Amending Title VII (Traffic Code) Of Chapter 82 (Parking Schedules) Of The Municipal Code Of The City Of Quincy Of 2015.
