7. Petition

7a. Special Event Application requesting permission to hold the 2025 Sizzlin’ Summer Market on Saturday, July 12, 2025, from 12:00 (noon) to 6:00 p.m. in Clat Adams Park. The Quincy Police Department recommends approval of a Live Entertainment/Public Gathering License. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities and Engineering. WARD 7

10a. Recommending APPROVAL of a non-conforming use permit to allow for the operation of a two-family residential dwelling (duplex) at 2244 College Avenue, which is zoned for single-family residential use. WARD 2

10b. Recommending DENIAL of the request for a Special Permit for Planned Development to allow for the construction of a Commercial Solar Energy Facility on a 36-acre parcel contiguous to 3622 Ellington Road. WARD 3 (outside city limits)

10c. Recommending DENIAL of a request for a Special Permit for Planned Development to allow for the operation of a small-engine repair shop in an accessory building (garage) located at 1400 Sycamore Street, which is zoned for single-family residential use. WARD 1

10d. Reporting the request to subdivide property (one lot to three lots) located at 2208 South 12th Street until the June 2025 meeting of the Quincy Plan Commission was tabled. WARD 6 (outside city limits.)

10e. Reporting a request to subdivide property (one lot to two lots) located at 1603 Center Avenue until the June 2025 meeting of the Quincy Plan Commission was tabled. WARD 1

12. Resolutions

12a. Public Works Director and Director of Central Services recommending approval of the low quote in the amount of $14,089.95 from Vulcan, Inc. of Foley, AL for the purchase of sign posts.

12b. Public Works Director, Central Services Director, and Central Services Committee recommend to the Mayor and Quincy City Council that the low quote in the amount of $8,372.00 from Warning Lites of Springfield, Illinois for the purchase of signs

12c. Resolution authorizing the establishment of a Strategic Task Force on housing.

12d. Resolution authorizing the establishment of the Quincy Sports Commission.

12e. Comptroller and the Finance Committee recommending approval to engage Lauterbach & Amen, Naperville, IL to provide the actuarial valuation calculation for both the fire and police pension funds for a three-year period with a total three-year cost of $40,640.

13. Ordinances

13a. Adoption of an Ordinance entitled:

An Ordinance Amending The 2025-2056 Fiscal Year Budget, As Amended. (General Fund needs to increase the Concrete budget for the $79,995 excavator resolution. Reduce the Legal budget by $20,000 and reduce/eliminate the Director of Administrative Services budget to increase the Mayoral budget by $177,768.)

13b. First Reading of an Ordinance entitled:

An Ordinance Granting A Variation From Zoning Regulations. (621 S. 20th St. to allow for the construction of an accessory building (garage) fewer than two feet from a side/rear property line.) WARD 4
