Adams County Board Transportation, Building & Technology Committee met April 15.

Here are the minutes provided by the committee:

Meeting Convened at 6:04 PM

Members Present: Dave Bellis, Ryan Hinkamper, Joe Zanger, Tim Siemer

Members Absent: None

Others in Attendance: Carla Smith, Todd Eyler, Terry Bower, Stacey Edwards, Christa Holtman

The meeting was called to order by Chairman Dave Bellis. The meeting began with the approval of bills, followed by a motion to approve the minutes from the March 11, 2025 meeting. The motion was seconded and approved by the committee.

During public comment, no members of the public came forward to speak.

The Information Technology Department provided updates on ongoing projects. The Dell Server project is continuing to move forward. The security fence for the East has all of its IT components on-site. They spoke of some budget line items that will cover the salary for the employee that will crossover into 911 IT operations. They spoke about the possibility of County IT overseeing the City of Quincy’s IT as well. The City is interested in a 90 day trial for $8,000 a month. They spoke about re-presenting to the new mayor and also having an out-clause in case it does not work out. The camera licensing renewal is approaching which is budgeted for.

Courthouse Maintenance report confirmed that ongoing maintenance issues were being addressed. The HVAC project is moving along well. They are having a progress meeting every two weeks. The East lot security will start soon. The Bicentennial monument is also about to be started.

The County Highway Department reminded the committee of the upcoming hearing for the Solar Farm.

The committee reviewed and approved Pay App #7 for Architechnics. Mr. Hinkamper made a motion to approve which was seconded by Mr. Siemer. It was approved unanimously by committee.

No executive session was required.

The meeting concluded with closing remarks and a motion to adjourn, which was seconded and approved. Meeting adjourned at 6:39 PM.
