City of Quincy City Council met April 21.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding.

The following members were physically present: Ald. Fletcher, Entrup, Bergman, Hultz, Mays, Ehmen, Sassen, Ebbing, Reis, Reed, Uzelac, Holtschlag. 12.

Absent: Ald. Bauer, Rein. 2.

Ald. Bergman moved the absent Aldermen be excused and allowed the usual compensation for this meeting. Motion carried.

The minutes of the regular meeting of the City Council held April 14, 2025 were approved on a motion of Ald. Entrup. Motion carried.

The City Clerk presented and read the following:

Ald. Rein arrived at 7:09 p.m.

PUBLIC COMMENT

Greg Shierling stated that he is in favor of the Food & Beverage Tax Ordinance.

Kevin Ballard, The District board member, talked about activities The District has sponsored and future activities.

Brennan Hills with QRILE gave an explanation of what QRILE is about.

PETITIONS

Special Event Application from Open Arms Ministries Church requesting permission to hold Downtown Community Outreach Services from 11:00 a.m. to 3:00 p.m. on the following Sundays: May 18th, June 22nd, July 20th, August 17th, September 21st and October 12th. They request the closure of North 6th Street, Vermont Street south to the alley beginning at 6:00 a.m. through 5:00 p.m. on those dates and the City provide barricades. The applicant has submitted all required documentation, and approval is recommended by the Department of Utilities & Engineering.

Ald. Uzelac moved the prayer of the petition be granted and the proper authorities notified. Motion carried.

By IAM Union Local 822 requesting to conduct a raffle and have the bond requirement waived from now until August 21, 2025. The City Clerk recommends approval of the permit.

Ald. Holtschlag moved the prayer of the petition be granted. Motion carried.

REPORT OF THE ZONING BOARD OF APPEALS

Recommending approval of the variance by the Quincy Park District and The Friends of the Lorenzo Bull House,1550 Maine Street, to allow for the installation of a ground-mounted residential sign closer than ten feet to any property line.

Ald. Sassen moved to concur in the recommendation of the Zoning Board of Appeals. Motion carried.

PROCLAMATION

By Michael A. Troup proclaiming April 25th as “Arbor Day”.

Ald. Uzelac moved the proclamation be received and filed. Motion carried.

RESOLUTION

WHEREAS, the City of Quincy purchases concrete and asphalt patching material for the maintenance of its streets and sidewalks with Motor Fuel Tax (MFT) funds; and,

WHEREAS, the Department of Utilities and Engineering requested sealed, competitive bids for the purchase of materials required for annual street and sidewalk maintenance projects for the fiscal year beginning on May 1, 2025, and ending on April 30, 2026; and,

WHEREAS, the following bids were received:

Concrete

Bleigh Ready Mix

Quincy, Illinois $197,754.60

R.L. Brink Corporation

Quincy, Illinois $192,065.00

Engineer’s Estimate $198,000.00

Patching Material

Diamond Construction Company

Quincy, Illinois $ 37,500.00

Engineer’s Estimate $ 42,500.00

WHEREAS, the Engineering Manager hasreviewed the bids and finds them to be acceptable for consideration; and,

WHEREAS, funding for the purchase of maintenance materials will be available upon passage of the proposed 2025/2026 Motor Fuel Tax Fund fiscal year budget.

NOW, THEREFORE BE IT RESOLVED, the Director of Public Works and Engineering Manager recommend to the Mayor and Quincy City Council that the low, responsible, and qualified bid for each material, as listed above, be accepted subject to approval by the Illinois Department of Transportation and that the Mayor be authorized to sign necessary contract documents.

Ald. Sassen moved for the adoption of the resolution, seconded by Ald. Holtschlag, and on the roll call each of the 13 Aldermen voted yea with 1 absent. Motion carried.

RESOLUTION

WHEREAS, the Quincy Regional Training Facility is hosting the Western Illinois University Firefighting Practicum; and,

WHEREAS, the event will run from March 24th – May 2nd, 2025; and,

WHEREAS, the event currently has 29 students enrolled that pay $6,700.00 in a lab fee for the practicum; and,

WHEREAS, the students reside on the Quincy University campus during the event; and,

WHEREAS, the students are housed with meals provided by Quincy University; and,

WHEREAS, the total costs for the housing and meals provided by Quincy University combined are $89,175.00; and,

WHEREAS, the total lab fee of $201,000.00 is paid to the Quincy Regional Training Facility Enterprise Fund and coversthe costs associated with the practicum; and,

WHEREAS, a contract agreement with Quincy University is being entered into to cover the costs of housing and meals; and,

NOW THEREFORE BE IT RESOLVED that the Fire Chief recommend to the Mayor and City Council that the Fire Chief be authorized to pay the invoice, once received, from Quincy University to provide the housing and meals for the students in the WIU practicum in the amount of $89,175.00. Steve Salrin

RESOLUTION

WHEREAS, a contract agreement with the Kansas Fire & Rescue Training Institute is being entered into to provide for the Pro-Board Evaluation of the students; and

WHEREAS, the cost of the evaluation is $600.00 per student for a total cost of $17,400.00; and,

NOW THEREFORE BE IT RESOLVED that the Fire Chief recommend to the Mayor and City Council that the Fire Chief be authorized to pay the invoice, once received, from the Kansas Fire & Rescue Training Institute to provide the Pro-Board evaluation of the students in the WIU practicum. Steve Salrin

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Adopting The Annual Operating Budget For The City Of Quincy, Illinois, For The Fiscal Year Ending April 30, 2026.

Ald. Entrup asked why the second presentation of the Ordinance concerning the 2024-2025 Fiscal Year Budget - Transfer $4 million unbudgeted general funds to water and sewer funds to complete necessary street projects and excess revenue received in the amount $120,400 from Western Illinois University for the 2025 Fire Academy, was not on the agenda.

City Clerk Laura Oakman stated that there was a motion at the April 14th City Council meeting to refer it back to the Finance Committee.

Comptroller Sheri Ray stated that it will be on the April 28th agenda.

Second presentation of an Ordinance entitled: An Ordinance To Establish A Prepared Food And Beverage & Alcoholic Beverage Tax And Amending The Economic Growth Fund.

Ald. Rein, seconded by Ald. Sassen, moved the report be received and vouchers be issued for the various amounts and on the roll call each of the 13 Aldermen voted yea, with 1 absent. Motion carried.

FOOD & BEVERAGE TAX PRESENTATION

Planning & Development Director Jason Parrott gave an Economic Growth Fund power point presentation concerning the use of the Food & Beverage Tax.

NEW BUSINESS

Ald. Entrup stated that he liked the idea of the Food & Beverage Ordinance to sunset and to look at a time line. Also, narrow the scope down to a couple events that work and are profitable for the City and have excess funds go to infrastructure and ward funds.

Ald. Rein moved to allow a dumpster on city right-of-way at 3217 Arcadia Way starting today for one week. Motion carried.

Ald. Holtschlag moved to allow a sidewalk shutdown at 1000 Maine Street on May 10th from noon to 8:00 p.m. Motion carried.

The City Council adjourned at 7:43 p.m. on a motion of Ald. Holtschlag. Motion carried.
