City of Quincy City Council met March 17.
Here are the minutes provided by the council:
The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present: Ald. Fletcher, Bergman, Bauer, Hultz, Mays, Sassen, Ebbing, Reis, Reed, Uzelac, Holtschlag. 11.
Absent: Ald. Entrup, Rein. 2.
Vacancy: 1.
Ald. Sassen moved the absent Aldermen be excused and allowed the usual compensation for this meeting. Motion carried.
The minutes of the regular meeting of the City Council held March 10, 2025, were approved on a motion of Ald. Bergman. Motion carried.

The City Clerk presented and read the following:
PUBLIC COMMENT
Steve Homan stated he supports the stop light at 25th & Broadway.
D.J. Peters thanked the council for coming to the information meeting last Wednesday concerning the 49th & Columbus Road rezoning.
Lindsay May stated as the owner/operator of Culvers, she supports the stop light at 25th & Broadway. Jim Hummert stated he supports the stop light at 25th & Broadway.
Halley Anderson stated that concerning the 49th & Columbus Road rezoning, that it was inadequately planned, and growth needs to be in a safer way.
PETITIONS
By AirMedCare Network requesting permission to have the Air Evac helicopter at St. Peters School, 2500 Maine Street, on April 10, 2025, from 9:00 a.m. - 11:30 a.m. for St. Peters Grade School STEM Celebrations. The Quincy Fire Depart ment will be handling securing the landing zone during landing and takeoff.
Ald. Sassen moved the prayer of the petition be granted and the proper authorities notified. Motion carried. By the following organizations requesting permission to conduct a raffle and have the bond requirement waived: Quin cy Landlords Rental Association from now through 12/31/25 and Quincy Freedom Fest Inc. from 3/18/25 to 7/4/25. The City Clerk recommends approval of the permits.
Ald. Holtschlag moved the prayer of the petitions be granted. Motion carried.
ANNUAL FINANCIAL REPORT FOR FISCAL YEAR ENDING APRIL 30, 2024
Ald. Reis moved the report be received and concurred in. Motion carried.
SALES TAX REPORT
The report of the Illinois Department of Revenue showing sales tax collected for the month of December 2024, in the amount of $1,248,826.26, was ordered received and filed on a motion of Ald. Reis, seconded by Ald. Holtschlag. Motion carried.
HOME RULE SALES TAX REPORT
The report of the City’s 1-1/2% home sales tax collected for the month of December, 2024, in the amount of $1,241,156.75, was ordered received and filed on a motion of Ald. Reis, seconded by Ald. Uzelac. Motion carried.
LIMOUSINE OWNER’S LICENSE
By Chief of Police Adam C. Yates stating that a necessary public hearing was held March 6, 2025, and Mr. Jay C. Albert and Mr. Landon Tenhouse representing their business, Integrity Community Taxi LLC, Quincy, IL, does satisfactorily meet the requirements of limousine owners and therefore recommends approval of the license.
Ald. Uzelac moved to concur with the recommendation. Motion carried.
REPORT OF THE TRAFFIC COMMISSION
Traffic Commission agrees with the findings of the study completed by the Illinois Department of Transportation and supports and recommends the removal of the stoplight at the intersection of 25th and Broadway. Ald. Mays moved to deny the report recommendation, seconded by Ald. Reis, and on a roll call the following vote resulted: Ayes: Ald. Fletcher, Bergman, Bauer, Hultz, Mays, Sassen, Ebbing, Reis, Reed, Uzelac, Holtschlag. 11. Nays: 0. Absent: Ald. Entrup, Rein. 2. Vacancy: 1. Motion carried.
REPORT OF THE QUINCY PLAN COMMISSION
The Quincy Plan Commission report recommending APPROVAL of a request to rezone an 18-acre parcel with no street address along Columbus Road, contiguous to 4900 Columbus Road, from rural/agricultural (RU1) and single-family residential (R1A) to multi-family residential (R3) to allow for a multi-family residential development. Was tabled for two weeks by Ald. Mays.
Ald. Mays moved to deny the Plan Commission report recommendation, seconded by Ald. Hultz, and on a roll call the following vote resulted: Ayes: Ald. Fletcher, Bergman, Bauer, Hultz, Mays, Sassen, Ebbing, Reis, Reed, Uzelac, Holtschlag. 11. Nays: 0. Absent: Ald. Entrup, Rein. 2. Vacancy: 1. Motion carried.
RESOLUTION
WHEREAS, the City of Quincy is responsible for the removal of snow and ice on roadways throughout the City of Quincy; and,
WHEREAS, the prevention and removal of snow and ice accumulation on roadways is essential in providing and main taining a safe transportation system for the citizens of Quincy; and,
WHEREAS, the City Council approved the appropriation of $290,000 of Motor Fuel Tax monies for the purchase of rock salt and other road maintenance materials on February 24, 2025; and,
WHEREAS, the State of Illinois Central Management Services requires the City to enter into a Joint Purchasing Agree ment for the purchase of road salt through the State of Illinois Joint Procurement Program for the 2025/2026 fiscal year; and,
WHEREAS, the City will require the purchase of a minimum of 600 tons of road maintenance salt to ensure that it has an adequate supply of salt available for use throughout the 2025/2026 snow and ice season;
NOW, THEREFORE BE IT RESOLVED, that the Engineering Manager, Director of Central Services, and Purchasing Agent recommend to the Mayor and Quincy City Council that the Mayor be authorized to sign the State of Illinois Central Management Services 2025/2026 Rock Salt Contract/Joint Participation Agreement for the purchase of a minimum of 600 tons of road salt not to exceed $290,000 in total cost.

Ald. Sassen, seconded by Ald. Reis, moved the report be received and vouchers be issued for the various amounts and on the roll call each of the 11 Aldermen voted yea, with 2 absent and 1 vacancy. Motion carried.
NEW BUSINESS
Ald. Bauer referred to the Traffic Commission a stop sign at the intersection of 22nd and College. Motion carried. Ald. Uzelac moved to allow the closure of 9th Street from Kentucky Street to just south of the alley on April 9th from 5:00 p.m. to 7:00 p.m. with barricades for the Early Childcare Center. Motion carried.
Ald. Uzelac moved to allow no parking on both sides of Maine Street from 12th to 14th Maine Street and on the south side of Maine Street, 14th to 16th Streets on March 21st for the Quincy Symphony Orchestra. They are requesting help with putting up signs on Thursday the 20th after school. Motion carried. Ald. Uzelac moved to close 5th Street from Vermont to Broadway on April 1st from 7:15 p.m. to 9:00 p.m. with barricades for County Clerk Ryan Niekamp.
Ald. Sassen asked the Quincy Public Library Director Katherine Helsabeck to come up and speak about the book mobile. She stated that the book mobile will arrive on April 2nd and there will be ribbon cuttings at each ward for the public to attend.
The City Council adjourned at 7:41 p.m. on a motion of Ald. Holtschlag. Motion carried.
