Quincy Park District Board of Commissioners met Jan. 15.
Here are the minutes provided by the board:
ROLL CALL
President Philpot called the meeting to order and upon the roll being called the following members were physically present at said location: President Mark Philpot, Commissioner Alan Hickman, Commissioner Barbara Holthaus, Commissioner Patty McGlothlin, and Commissioner Jarid Jones. No Park Commissioner was permitted to attend the meeting by video or audio conference. Also in Attendance: Executive Director–Rome Frericks, Director of Parks–Matt Higley, Director of Business Services-Brian Earnest, Director of Marketing/Operations-Marcelo Beroiza, and Board Attorney-David Penn.
Members Absent: Director of Program Services–Mike Bruns and Director of Golf-David Morgan.
President Philpot led the room in the Pledge of Allegiance.
CONSENT AGENDA
President Philpot asked if there were any objections or changes to the December 11, 2024 Regular Board meeting minutes, Executive Session meeting minutes, Executive Session special meeting minutes, or to the check register. President Philpot announced they were approved by unanimous consent.
PUBLIC INPUT – None.
BOARD INFORMATION/EDUCATION
FY2025 Executive Summary – Executive Director Frericks described the executive summary to the board.
CORRESPONDENCE – None.
VOLUNTEERS – None.
EXECUTIVE DIRECTOR’S REPORT
Executive Director Frericks did not have anything to add to his report.
DIRECTORS’ REPORTS
Director Higley did not have anything to add to his report.
Director Earnest added that a statement of economic interest will be sent to all board members on Friday. Must be filed with County Clerk by April 1st, 2025. He reported the installation of the Wi-Fi project at the marina is complete and slip owners will be notified.
Executive Director Frericks reported for Director of Program Services that online registrations opened online on January 6th.
Executive Director Frericks reported for Director of Golf that at the end of the year there were 42,735 rounds which is up 9.66% over 2023.
Director Beroiza for the past six years we have launched all of our registration for programs in January so families can plan their activities for the entire year.
COMMISSIONER COMMITTEE REPORTS
Finance Committee- Commissioner Holthaus submitted the minutes from the finance committee meeting.
Quincy Park Foundation- Commissioner McGlothlin reported approximately 15 donations were received during the year for Friends of the Trails.
Quincy City Planning- Commissioner Jones stated there was no update at this time. Lorenzo Bull House- Commissioner Holthaus stated March 27th, 2025 will be the annual membership meeting. The fundraising event Dinner with the Bulls will be held on June 5th. Miracle on Maine Street will be December 6th, 2025.
Personnel- Commissioner Holthaus said they will be finalizing the annual evaluation with the Executive Director within the next two weeks.
Quincy Riverfront Development- Commissioner Jones did not have anything new to report.
UNFINISHED BUSINESS- None.
NEW BUSINESS
Quincy Park District Board of Commissioners Executive Session Minutes Bi-Annual Review: Recommended Approval by Executive Director. Executive Director Frericks reported the Board must review the executive session minutes twice a year. He also recommended that Staff be permitted to dispose of all closed audio sessions that are older than 18 months.
COMMISSIONER HOLTHAUS MADE A MOTION TO APPROVE, SECONDED BY COMMISSIONER JONES. UNANIMOUS. PRESIDENT PHILPOT DECLARED THE MOTION CARRIED.
ORDINANCE NO. 25-01: ORDINANCE NO. 25-01: An ORDINANCE providing for the issue of $1,171,000 in Taxable General Obligation Park Bonds, Series 2025, of the District for the payment of land for parks, for the building, maintaining, improving and protecting of the same and the existing land and facilities of the District and for the payment of the expenses incident thereto, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to the Corporate Fund of the District: Recommended Approval by Director of Business Services. Director Earnest stated the 2025 GO Bond will pay for previously approved projects and equipment. The Board also approved the interest rate and purchase of the bond by Quincy Park District. Staff recommends approval as presented.

Adams County Bicentennial Mormon Migration Interpretive Sign to be Located in Clat Adams Park: Information Only by Executive Director. Executive Director Frericks stated this sign will be located near the existing sign. All costs for this sign will be paid for by the Committee. This starts the 50-day public comment period.
Adams County Bicentennial Thompson, Work and Burr Interpretive Sign to be Located in Madison Park: Information Only by Executive Director. Executive Director Frericks reported that the Committee that is installing this sign will cover all costs. This will start the 50-day public comment period.
COMMISSIONER HOLTHAUS MADE A MOTION TO SUSPEND THE RULES WHICH WAS SECONDED BY COMMISSIONER JONES. UNANIMOUS. PRESIDENT PHILPOT DECLARED THE MOTION CARRIED.
David Eckersley, Communications Director for the Church of Jesus Christ and the Latter-day Saints, explained that this new sign contains information that honors what Quincy did for the Mormon refugees at that time and will be installed next to the existing sculpture that is in Clat Adams Park. David Seaman represented the Bicentennial Commission for the Adams County Religious Freedom and Heritage Day which will be held on May 10th. A ceremony will be held to commemorate the installation of the sign.
Leon Wood from the Commemorate Committee of the Bicentennial Commission spoke to the installation of a second sign in Madison Park commemorating the Underground Railroad.
Executive Director Frericks stated this starts the 50-day public comment period.
COMMISSIONER HOLTHAUS MADE A MOTION TO RESUME THE RULES WHICH WAS SECONDED BY COMMISSIONER JONES. UNANIMOUS. PRESIDENT PHILPOT DECLARED THE MOTION CARRIED.
Westview Semi-Annual Financial Data: Discussion Only. Director Earnest stated this report is done on a semi-annual basis and presented information on the data for Westview.
PUBLIC INPUT- None.
EXECUTIVE SESSON: In accordance with 5 ILCS, Par. 120/2c, Commissioner Philpot asked for a motion to move into Executive Session:
1. The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
COMMISSIONER HOLTHAUS MADE A MOTION WHICH WAS SECONDED BY COMMISSIONER MCGLOTHLIN TO MOVE INTO EXECUTIVE SESSION.

COMMISSIONER JONES MADE A MOTION TO RETURN TO OPEN SESSION, WHICH WAS SECONDED BY COMMISSIONER HOLTHAUS. UNANIMOUS. PRESIDENT PHILOPT DECLARED THE MOTION CARRIED.
The four candidates for the two positions for three months entered the conference room. President Philpot thanked all of the candidates and then advised that the consensus of the Board is that Dave Hogge and David Grimm were chosen for those two open positions.

With no other business to discuss at 7:10 P.M., COMMISSIONER JONES MADE A MOTION, SECONDED BY COMMISSIONER HICKMAN TO ADJOURN THE MEETING. UNANIMOUS. PRESIDENT PHILPOT DECLARED THE MOTION CARRIED. Meeting adjourned.
