Setting a date for the final hearing to approve and pass a Tentative Budget and Appropriation Ordinance and Tax Levy for the fiscal year 2025/2026.

Other Township business related to the town tax levy or annual budget for the fiscal year 2025/2026.

RESOLUTION

Joshua Ayres to fulfill the vacancy for the remaining term of Lisa Gasko who resigned effective January 24th, 2025.

PETITIONS

Ward 3 Michael Weisenburger requests the vacation of an undeveloped road approximately 550-feet in length that is bounded by Northbrook Road and Southbrook Road to allow for future residential development, zoned C1B & C2.

By St. Anthony Church, St. Dominic Junefest, requesting permission to conduct a raffle and have the bond requirement waived from April 10, 2025, through June 7, 2025. The City Clerk recommends approval of the permit.

Ward 1 Revocable Permit for Encroachment of City Right-of-Way from Jeff Butler of Clean Restoration. Mr. Butler is requesting permission to bore a 2” PVC sewer line under City-owned right-of-way between 3120 North 12th Street and Highland Lane. The Engineering Manager presents this request subject to eight conditions.

Ward 3 & 4 Special Event Application from the YMCA requesting the Kelly’s Fun Run on Sunday, March 16, 2025. It will begin at Kelly’s (2902 Broadway), go east to 30th Street, go south to Maine Street and east to Flynn Stadium then turn around and return to Kelly’s. They request closures from 9:15 a.m. until 11:00 a.m. with barricades and cones of the Southbound lane of 30th Street, alley south of Broadway to Maine Street; Southern eastbound lane of traffic and sidewalk on Maine Street and 30th Street to the west edge of The Crossing Church property near 48th Street. Temporary closure of intersections at 30th and Maine, 33rd and Maine, and 36th and Maine as participants pass through the intersections on that day. Approval is recommended by the Department of Utilities and Engineering.

RESOLUTIONS

Chief of Police recommending approval of a housing officer agreement from January 1, 2025 - December 31, 2025, between the Quincy Police Department and the Quincy Housing Authority.

Resolution for sale of non-essential property located at 1516 Van Buren Street to Ryan Sparks with Sparks Home Automation & Real Estate, LLC in the amount of $10,000.

Resolution to terminate the Intergovernmental Agreement with Quincy Public Library.

Airport Director and Aeronautics Committee recommending that the previously approved contract with Crawford, Murphy, and Tilly of Springfield, IL be amended to an amount not exceeding $35,000.00 for all costs associated with this project.

Information Technology Director and the Technology Committee recommending approval of the Project Change Requests from Tyler Technologies totaling $18,200.00 for additional project management and training time.

ORDINANCES

First presentation of Ordinances entitled:

An Ordinance Implementing A Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax For The City of Quincy.

Ward 3 An Ordinance Amending The District Map Which Is Made A Part Of Section 162.002 Of The Municipal Code Of The City Of Quincy Of 2015. (504 North 54th Street, change the present RU1 (rural/agricultural) to C2 (general commercial).)
