City of Quincy City Council met Dec. 16.

Here are the minutes provided by the council:

The regular meeting of the City Council was held this day at 7:00 p.m. with Mayor Michael A. Troup presiding. The following members were physically present: Ald. Fletcher, Bergman, Bauer, Hultz, Mays, Farha, Sassen, Rein, Ebbing, Reis, Reed, Uzelac, Holtschlag. 13.

Absent: Ald. Entrup. 1

Ald. Uzelac moved Ald. Entrup be excused and allowed the usual compensation for this meeting. Motion carried. The minutes of the regular meeting of the City Council held December 9, 2024, were approved on a motion of Ald. Bergman. Motion carried.

PUBLIC COMMENTS

Mecki Kosin, Sister City Commission Chair, thanked the council for their years of support and handed out Christmas cards to them.

Steve Homan asked why the garage at 3800 Stone Dr. was 10’ from the curb which is against city code. Jason Priest spoke to council.

ANNUAL REPORT OF THE QUINCY FIRE DEPARTMENT

Ald. Bergman moved the report be received and filed. Motion carried.

BOARD OF FIRE AND POLICE COMMISSION REPORT

Fire Chief Search and Assessment Request for Funding

Ald. Fletcher moved the report be received and filed. Motion carried.

SALES TAX REPORT

The report of the Illinois Department of Revenue showing sales tax collected for the month of September, 2024, in the amount of $1,062,993.12 was ordered received and filed on a motion of Ald. Rein. Motion carried.

HOME RULE SALES TAX REPORT

The report of the City’s 1-1/2% home rule sales tax collected for the month of September, 2024, in the amount of $1,002,251.84 was ordered received and filed on a motion of Ald. Rein. Motion carried.

RESOLUTION

WHEREAS, the Department of Utilities is responsible for customer billing and collection of payments for usage of the City’s water and sewer systems and garbage collection services; and

WHEREAS, the Department utilizes CentralSquare’s Fusion software to serve as a gateway between the AS400, the City’s current financial software, and InvoiceCloud, the City’s online payment collection provider; and,

WHEREAS, the Department has received an invoice in the amount of $13,948.20 from CentralSquare of Lake Mary, Florida, for annual software subscription fees for the period beginning on July 11, 2024, and ending on July 10, 2025; and,

WHEREAS, funding for the subscription renewal fee is available in the 2024/2025 Water Fund and Sewer Fund fiscal year budgets; and,

WHEREAS, pursuant to such authority and such other authority as may be established by law, this Resolution is being adopted.

NOW, THEREFORE BE IT RESOLVED, that the Director of Public Works recommends to the Mayor and Quincy City Council that the invoice in the amount of $13,948.20 from CentralSquare of Lake Mary, Florida, for annual software subscription renewal fees be approved for payment.

RESOLUTION

WHEREAS, it is the responsibility of the City of Quincy Information Technology Department to administer and support the City’s existing enterprise-wide financial and utility billing system used by all City departments; and,

WHEREAS, the City’s existing enterprise-wide financial and utility billing system runs on an IBM Power System S914 server that was purchased and installed in 2019; and,

WHEREAS, LRS IT Solutions of Springfield, IL, is an IBM Platinum Business Partner providing the City of Quincy’s annual hardware and software support for the IBM Power System S914 server; and,

WHEREAS, the annual hardware and software support contract from LRS IT Solutions is $8,258.34; and,

WHEREAS, funding for the annual hardware and software support contract has been appropriated in the Information Technology budget for the current fiscal year.

NOW, THEREFORE BE IT RESOLVED, the Information Technology Director and the Technology Committee recommend to the Mayor and City Council that the normal bidding requirements be waived and the quote from LRS IT Solutions in the amount of $8,258.34 for the annual hardware and software support contract for the IBM Power System S914 be approved.

RESOLUTION

WHEREAS, leadership and management ability are essential to identification of individuals that are capable of filling Fire Chief duties within the fire service; and,

WHEREAS, it is the responsibility of the Board of Fire and Police Commission to conduct the selection process and fill the vacant Fire Chief position within the Fire Department; and,

WHEREAS, the City of Quincy has a standing Collective Bargaining Agreement that covers processes and procedures utilizing the Illinois Fire Chiefs Association as part of the promotional process of the Fire Department promotional ranks to Assistant Chief, Captain, Lieutenant; and,

WHEREAS, the Board of Fire and Police Commission determined the Illinois Fire Chiefs Association to be an integral part of the Fire Chief screening and selection process.

WHEREAS, the fees for the assessments and processes for the hiring of the new Fire Chief totaled $13,725.00; and,

NOW THEREFORE BE IT RESOLVED, that the Board of the Fire and Police Commission recommends to the Mayor and City Council that the invoice in the amount of $13,725.00 be paid to the Illinois Fire Chiefs Association for the assessment center services rendered.

ORDINANCE

Second presentation of an Ordinance entitled: An Ordinance Levying Taxes for the City of Quincy, in the County of Adams, and State of Illinois, For the Fiscal Year Beginning May 1, 2024 and Ending April 30, 2025. Ald. Rein moved to amend the Ordinance to the “Other” Option, seconded by Ald. Farha. Motion carried.

Second presentation of an Ordinance entitled: An Ordinance Levying Taxes for Special Service Area Known As The Historic Quincy Business District in the City of Quincy, County of Adams, State of Illinois, For The Fiscal Year Beginning May 1, 2024 and Ending April 30, 2025.

(Adoption of the NFPA 855 Standard for the installation of energy storage systems (batteries) and amendment to the NFPA 70 (National Electrical Code, Article 705.12) adoption.)

NEW BUSINESS

Ald. Fletcher asked to attend department head meetings.

Ald. Rein asked Planning & Development Director Chuck Bevelheimer for the building permit for the garage at 3800 Stone Drive.

Ald. Reed asked the Mayor to send the Peak Agenda program termination clause information he received to the IT Committee for further discussion.

Ald. Uzelac referred to the Traffic Committee the light out at 12th to 13th Broadway to Vermont on the west side. Motion carried.

The City Council adjourned at 8:01 p.m. on a motion of Ald. Holtschlag. Motion carried.
