Illinois lawmakers convened for the 104th General Assembly with inauguration ceremonies held on January 8 in Springfield. The session was marked by debates over legislation and concerns about state governance.

State Senator Jil Tracy (R-Quincy) voiced her dissatisfaction with the recent legislative session, criticizing Governor JB Pritzker and his allies for prioritizing measures that she believes favor noncitizens and criminals over residents facing economic challenges. One contentious piece of legislation, House Bill 5164, known as the "Name Change Bill," passed both chambers along partisan lines. Proponents argue it allows non-citizens to change their names confidentially after living in Illinois for three months. Critics, however, worry it could be exploited by illegal immigrants and criminals due to a lack of required proof of eligibility.

Senator Tracy expressed concern that the bill's provision allowing judges to seal name change records could undermine legal processes. Opponents claim this measure could exacerbate issues related to illegal immigration under Governor Pritzker's administration.

The new General Assembly begins amid significant fiscal challenges, including a $3 billion budget deficit. Legislators will address critical issues such as education investment, social challenges, small business support, and government spending control over the next five months.

In response to concerns about election integrity, State Senator Steve McClure (R-Springfield) is proposing legislation following reports that voter registration forms are being sent to noncitizens applying for state aid. The Illinois Department of Human Services (DHS) has been distributing packets containing these forms, raising fears of potential voter fraud. Recent changes have also allowed noncitizens to receive driver's licenses identical to those issued to citizens, complicating verification processes for county clerks.

Senator McClure's proposed legislation would require the Illinois Secretary of State’s office to create a database listing all noncitizens with Illinois driver’s licenses. This measure aims to help county clerks verify citizenship status before processing voting applications.

As Illinois enters 2025, Senator Tracy calls for reforms and accountability within the state government. She highlights ongoing issues such as fiscal mismanagement, regulatory overreach, high taxes, illegal immigration challenges, and a lack of transparency as areas needing attention. Despite these obstacles, she remains committed to supporting Illinois residents through continued legislative efforts in Springfield.
